Subject: Graffiti Abatement
Councilmember Contreras asked for a summary of the graffiti abatement process, as well as calls the City has received for graffiti on both public and private property.
Graffiti Abatement Process
Public Property. Graffiti anywhere on public property is handled by the Public Works Department. Public property includes anything within the public right-of-way, parks, public buildings, or city -owned property. Graffiti can be reported by calling Public Works at 760-643-6177, reporting via the City's website (Report a Problem I City of Vista), or downloading and using the Access Vista app (Access Vista Mobile App I City of Vista) on your phone.
Private Property. Graffiti on private property is the responsibility of the private property owner; however, Public Works staff will work with private property owners to assist with graffiti abatement if (1) a letter of permission is signed (attached here), and (2) access to the location on private property is provided or it is accessible from the public right-of-way. Graffiti on private property may also be reported to Code Enforcement at 760-643-6141 (or 760-643-6177), via the City's website, or through the Access Vista app as described above. Code Enforcement will contact the affected property owner and work with the owner to abate the graffiti within a specified timeframe, or coordinate with Public Works following the process outlined above.
