Department: Human Resources Item No: C8
Prepared by: Dolores Gascon, Director Meeting Date: April 23, 2024 Approved by: John Conley, City Manager Agenda Location: Consent Calendar SUBJECT: UPDATING THE CITY-WIDE CLASSIFICATION AND COMPENSATION INDEX RECOMMENDATION: Adopt City Council Resolution No. 2024- , amending the City-wide Classification and Compensation Index, and repealing the provisions of any resolutions in conflict therewith.

CORRELATION TO CITY COUNCIL GOALS: Public Safety.

PRIOR ACTION: On March 12, 2024, adopted City Council Resolution No. 2024-37, amending the City-Wide Classification and Compensation Index, and repealing the provisions of any resolutions in conflict therewith (Vote: 4-0, O’Donnell absent).

STATEMENT ON THE SUBJECT: The City recruits Firefighter/Paramedic candidates multiple times a year. The new recruits start out in an academy setting, working as a trainee, learning the necessary skills to allow them to become contributing members of the Fire Department. After the academy, the recruits then do at least eight (8) paramedic ride outs where they are evaluated by seasoned Firefighter/Paramedics and the Emergency Services Officer. The entire process can take up to six months, half of the position’s probationary period. The Department has progressively seen fewer candidates successfully completing the probationary period. Management and Labor have worked to develop a process that will allow more new recruits to be successful and get a solid training background.

Staff recommend creating the Firefighter/Paramedic Recruit (Recruit) position. A classification specification is attached to this report as Exhibit 2.

The classification is an at-will, probationary, non-safety position. It would last up to six (6) months during the employees’ training period. Ideally it would be the Academy and the eight (8) paramedic ride-outs. This typically takes less than six months; however, staff recognizes that some personnel need extra ride out shifts to be fully comfortable in the paramedic role. Upon successful completion, the Recruit would be promoted to the Firefighter/Paramedic position at the start of the next full pay period. The Recruit position will not last beyond six months. Adding this position to the City-wide Classification and Compensation Index (CCI) does not add positions, but it is called out on the CCI to meet CalPERS requirements on publishing employee salaries on a publicly available salary schedule.

FISCAL IMPACT: No budget impact is projected for Fiscal Year 2023/24, as the position will be an underfill of positions currently allocated. The salary will be set at 5 percent below the Firefighter/Paramedic classification.
