John Conley, City Manager Agenda Location: Consent Calendar SUBJECT: ALL-WAY STOP AT THE INTERSECTION OF W. VISTA WAY AND CEDAR ROAD RECOMMENDATION: Adopt City Council Resolution No. 2024- , establishing an all-way stop at the intersection of W. Vista Way and Cedar Road.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On April 3, 2024, recommended establishing an all-way stop at the intersection of W. Vista Way and Cedar Road (Vote: 5-0, Commissioners Burtner and Vielma Absent).
STATEMENT ON THE SUBJECT: The intersection of W. Vista Way and Cedar Road serves as the primary access to an existing bus stop on the south side of W. Vista Way. The intersection also connects with various commercial land uses and residential communities. However, the intersection does not have any type of pedestrian accommodations, including missing sidewalk and inadequate pedestrian facilities. In addition, the North County Transit District (NCTD) expressed concerns to the City over the past several years with this intersection and the public access to the bus stop. NCTD also recently sent a letter to the Traffic Engineering Division formalizing their concerns. Please see Exhibit 2.
Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history and other field conditions. Staff determined that the intersection of W. Vista Way and Cedar Road meets the standards for the installation of an all-way stop. Exhibit 3 is the all-way stop evaluation of the intersection. In addition, staff is requesting funding in the upcoming fiscal year’s Capital Improvement Program budget for a project to improve pedestrian infrastructure at this intersection.
The adjacent properties have been notified that this proposal will be on the May 14, 2024 City Council agenda. Exhibits 4 and 5 show the map of notified properties and the notice sent to the properties.
FISCAL IMPACT: The cost to install two stop signs is $800. Sufficient funding is available in the Fiscal Year 2023/24 Operating Budget in the Gas Tax Street Maintenance Special Department Expense Traffic Sign Supplies Account (No. 1060410.531500.00090). This is not a General Fund account.

Re: BREEZE Route 302 - Bus Stop at Eastbound Vista Way and Cedar Road Dear Mr. Hasenin:
As discussed in our call on January 23, 2024, some safety concerns have been raised regarding the bus stop at Eastbound Vista Way and Cedar Road in the City of Vista. I understand North County Transit District (NCTD) and the City discussed concerns at this stop several years ago, but no modifications were made at that time.
NCTD would like to review the City’s file for that location and asks that electronic documents be provided in accordance with the California Public Records Act within ten (10) days of receipt of this letter.
After NCTD’s review of the City’s documents, NCTD would like to schedule a meeting with the City to discuss how these safety concerns might be addressed in the short and long term.
Should you have any questions or wish to discuss this, please contact Karen Harris, Chief of Safety and Risk Management, at (760)967-2861 or via e-mail at [email protected].
Sincerely,
Karen Harris
