On October 11, 2022, adopted City Council Resolution No. 2022-151 awarding a contract to STC Traffic, Inc. for City lighting assessment and consulting services (Vote: 4-0, Green absent).

STATEMENT ON THE SUBJECT: City staff regularly receives lighting requests from residents, businesses, and other sources. Many of the requests are related to the adequacy of safety lighting in public spaces, principally roadways within the City. The City owns and maintains about 3,655 streetlights, while San Diego Gas & Electric (SDG&E) owns and maintains about 563 streetlights. To help address the backlog of street lighting requests, the City requested qualified consultants to submit proposals to evaluate approximately 200 locations citywide for new or upgraded street lights on existing power or light poles, with safety being a principal concern and considering economy of installation and long-term operations maintenance. On July 19, 2022, staff issued a Request for Proposals (RFP) for lighting assessment services as part of the City’s commitment to enhancing public safety. The RFP solicited qualified consultants to submit proposals for the lighting assessment project and after thorough review, STC Traffic, Inc. (STC) was selected as the lowest responsible bidder.

In November of 2022, staff provided the first maps to the consultant to review. Initially, the maps were related to high crime, traffic collision hotspots and Community Development Block Grant (CDBG) program data related to poverty. This allowed staff to identify three key areas in the city where there was a lack of lighting. The goal was to find existing infrastructure in which to repair, upgrade or attach a new light fixture for City and SDG&E poles, as well as possible locations for new lighting infrastructure.

For Phases 1-3 of the assessment, City staff looked at CDBG data and provided maps to the consultants for the areas with the highest poverty rate. In March of 2023, staff requested input from the City Council members to inform the 4th and final phase of the project. In spring through summer 2023, Councilmembers who requested project meetings met with staff to discuss the project and to solicit and provide feedback. In summer of 2023, staff requested additional feedback from Councilmembers, staff, and residents as part of Phase 4 with a deadline of September 30, 2023. The final phase includes feedback from a community survey that was launched in September 2023. Additionally, staff provided an update on the Street Lighting Assessment Project at the October 2023 City Council Workshop, as part of the Climate Action Plan update.

Lighting Assessment: The consultants checked 190 lights within the City. Of those lights, 122 lights were deemed to be in good working order and had already been upgraded. Additionally, 52 were deemed deficient or not in working order, 16 were recommended for upgrade, and 78 new light locations were proposed.

City staff and STC provided a list of repairs and upgrades to SDG&E throughout the project process. In total, 57 lights were sent to SDG&E for repair and upgrade. A total of 30 have been completed and 27 are currently on hold. Staff remain actively in contact with SDG&E for status updates. Staff continues to be in contact with SDG&E for status on outstanding repairs.

STC completed the lighting assessment by the December 31, 2023 deadline and a draft was emailed to Councilmembers on March 22, 2024.

Based on the large number of new lights proposed, staff received estimates for new electric powered lights on a new concrete pole of $15,000 per light with $200-$500 annual costs for maintenance. This estimate did not include the increased electricity costs for the added lights. If the city were to implement all 78 new lights proposed, the cost is estimated to be $1,170,000; exclusive of installation costs. To align with our Climate Action Plan, City Council Fiscal Responsibility, and Climate and Environmental Responsibility Goal, staff requested information on solar options for the new lights to find a more affordable and sustainable option. STC connected the staff with multiple solar light vendors who provided quotes and specifications on their products.

Historically, Public Works staff have experienced low output and short battery life in solar-powered streetlights. However, due to improved technology, staff identified options that are not only energy efficient, but significantly less expensive than traditional electric streetlights. Staff received quotes from multiple manufacturers of solar-powered streetlights of approximately $8,500 per new solar light inclusive of all hardware and installation. The solar providers that were consulted have extensive experience providing lighting to numerous public agencies, including other cities within Southern California.

Staff is recommending a pilot program to implement a solar-powered street light project within the City.

The pilot program allows for the City to request a minimum number of lights to conduct a trial run of the provider’s solar product prior to purchasing. Staff is proposing a pilot project that will place 12 solar- powered streetlights at the following locations: Spires Street, Tatum Street, and Cocopah Street, west of N.Melrose Drive.

Staff will work with the residents in this neighborhood, obtain approvals from the appropriate departments, and invite the community for the installation of the new streetlights. Additionally, the community will have an opportunity to provide feedback and questions during a designated comment period. If the pilot program proves successful, the City Council may direct staff to proceed with the remainder of the proposed new 66 streetlight locations. If either option (solar-powered or electric) is chosen, once the procurement process is complete, the estimated timeline is 4-6 months from order placement to streetlight 05/14/2024 D1 2 of 48

installation. Traditional concrete poles with electric service may require a longer construction timeframe due to trenching for underground services.

In addition to the solar pilot program, staff will coordinate with SDG&E to explore the possibility of installing new light fixtures on SDG&E wood poles in the locations identified as part of the study.

Once the solar streetlighting pilot program has been well established and lighting has been monitored during part of the Winter season, staff will review the pilot program and report back to the City Council on the status of the program, community feedback, and SDG&E pole inquiries, which is slated for December 2024. At that time, staff will identify the available options, costs and timeframes for installation of the remainder of the proposed new lighting locations.

Staff recommend moving forward with the pilot program and are requesting direction on the program, and lighting for the remaining proposed new and outstanding lighting locations.

FISCAL IMPACT: A total of $196,100 has been paid to STC for services rendered. There is $226,516 remaining on the contract for any additional services. The approximate cost of materials only for traditional concrete electric lights for 78 new proposed light locations is $1,170,000. The approximate cost of materials and installation for solar-powered lights for 78 proposed new light locations is $663,000. There is a total of $1,957,242 in remaining funds for this project identified in the following accounts.

1. Project Description & Overview
The City of Vista owns and maintains over 3,600 streetlights. An additional 550 lights within Vista are maintained by SDG&E under agreement with the City. The City was in need of evaluating approximately 200 locations in the City for new or upgraded street lighting, with safety being a principal concern, ease of installation and long-term energy savings in support of the City’s Climate Action Plan (CAP) also being key considerations.

The City regularly receives lighting requests from residents, businesses, and other sources. Many of the requests are related to the adequacy of safety lighting in public spaces, principally roadways within the City.

The City of Vista had a backlog of requests for street light upgrades, repairs and new installations, with the first step in the process being determination of the current street lighting needs and developing the processes required to efficiently deliver approximately 200 new or upgraded streetlights over the upcoming budget cycles.

The team of STC Traffic and Evari GIS Consulting, Inc. (Evari) was retained by the City of Vista to assess the condition and performance of select portions of its existing street lighting system. Under the initial authorization, the assessment services focused on evaluating four neighborhood packages of approximately 50 streetlights each. The assessment areas were initially selected by City staff based on community requests, review of local demographics and crime statistics. Additional lighting requests were subsequently received through a community outreach effort conducted by City staff. A second, optional phase of the project would include the submission of internal City repair/upgrade requests, coordination of requests to SDG&E for lighting upgrades and repairs, and the preparation of construction bid packages for the installation of new and upgraded streetlights.

2. Project Areas
Based on internal studies, City staff provided direction on the extents of four different assessment areas or neighborhood packages, these can be described as follows:
a. Package 1, “Townsite”: This package covers an area roughly bounded by Townsite Drive, Vista Village Drive and N. Santa Fe Avenue.
b. Package 2, “North Townsite”: This covers a neighborhood roughly bounded by Taylor Street, N. Santa Fe Avenue, E. Bobier Drive and the northerly and southerly extensions of Gail Drive. c. Package 3, “Grapevine/Olive”: This covers an area roughly bounded by Grapevine Road, North Avenue, N. Melrose Drive and State Route 78.
d. Package 4, “Various Locations”: This package covers a geographically dispersed area which includes lighting along the following streets: Emerald Drive, West Vista Way, West Broadway, Olive Avenue, Avenida de la Plaza, Redlands Street, W. Indian Rock Road, Calle Jules, Arcadia Avenue, Laguna Drive, Bonair Road and Rudd Road.

These assessment areas are shown in the maps included as Appendix A, including color coding indicating the limits of each of the City Council districts.

3. Approach & Methodology
Two entities own and operate streetlighting systems
within the City of Vista: The City itself and San Diego Gas & Electric Company (SDG&E). Both lighting systems were
included in this assessment; however, the processes and mechanisms for implementing repairs and upgrades for
each system differ significantly, as described below.

The types of existing lighting fixtures and equipment also varied depending on the ownership. The City of Vista was incorporated in 1963 and field inspections indicated some of the fixtures may pre-date the City’s incorporation. City- owned High Pressure Sodium vapor (HPS), Low Pressure
Sodium vapor (LPS), and more modern Light Emitting
Diode (LED) fixtures were commonly found with most
being clearly labeled with the type and wattage to
facilitate maintenance.

The assessment approach included records research, general performance assessments, detailed inspections, analysis of the findings and development of recommendations for
repair/upgrade/replacement.

The City of Vista provided access to their Geographic Information System (GIS), which included a database and georeferenced maps of their existing streetlighting system, and which served as a basis for the overall assessment process. STC Traffic and Evari GIS field staff verified the existence, type, ownership and functionality of each light within the assigned areas using hand- held computer tablets with geolocation capabilities and which also allowed for noting any variations from the records in the GIS system. Follow-up inspections were conducted at specific locations to diagnose issues and trouble-shoot problems on select City-owned lights that were not functioning properly.

These observations were added to the database, reported to City staff and the database was updated as repairs were completed.

Non-functioning and poorly performing SDG&E-owned lights were reported to their assigned Street Light Coordinator and the database updated as repairs/upgrades were performed, and updates forwarded to City staff.

Using the GIS maps as a base, Evari GIS Consultants also created a lighting model for each assessment area utilizing the EvariLux3D platform, which provides a three-dimensional representation of each light fixture location, the horizontal and vertical lighting spread based on the specific type of upgraded or replaced lighting fixture. The model was hosted online by Evari through the end of 2023 for review by community members, City staff, and City decision makers.

As of the date of this Summary Report, the STC Traffic team remains under contract to the City to provide the design of new streetlighting packages to the City as an optional service. That option has not yet been exercised by the City; however, early in the assessment process the City expressed a desire to not add any further lights to their existing system until current restrictions on maintenance funding were resolved. Much of their system is maintained through a Lighting Maintenance District which will require additional funding authorization to facilitate any further expansion of their lighting system, so upgrade efforts to date have focused on SDG&E facilities. Initial indications are that a measure authorizing additional maintenance funding is expected to be on the ballot in November 2024.

4. Community Outreach
The City of Vista conducted community outreach
efforts starting in the Summer of 2023, which
consisted of multiple elements. City staff posted
an online survey in early September 2023 with
notices sent to 3,465 subscribers of the VNC
(Vista City News) email system. A total of 15
responses/requests were received, which are
summarized on the following pages. Note that
the responses/requests have been edited from
their original format for space and clarity, as well
as to remove any personal data. Each
responder’s contact information is available
through City staff, if needed.

Also, as part of the regular Climate Action Plan update process, City staff presented a brief streetlighting update at the publicly-noticed Vista City Council workshop on October 5th, 2023, with STC Traffic staff in attendance and available to respond to technical questions. During the meeting several members of the public spoke regarding their concerns related to lighting issues. Some of the issues which were mentioned included shielding of lighting fixtures to reduce light pollution, utilizing energy saving lighting devices, safety and crime prevention, dark sky issues and protection of wildlife.

5. Conclusions & Recommendations
The findings of the assessment efforts are presented graphically in the lighting assessment maps for each neighborhood in Appendix A, and in the summary assessment matrix with deficiencies in Appendix B. A separate summary of SDG&E lighting system deficiencies is included as Appendix C. Approximately 10%-15% of the streetlights checked in each area were found to not be functioning properly or functioning at all. Several lights were found in the field which were not listed in the database and still others were not found at all, having been removed at some point and not reflected in the database. While most of the needed repairs were found to be minor, such as replacement of a fuse or fixture, other more serious problems were also found, such as burnt or broken wiring in pull boxes or a break in an undetermined location within an underground conduit. Some city-owned lights were found to be nonfunctional due to lack of electrical power from the SDG&E service point.

Recommendations regarding the lighting systems include the following:

1. Continue to install and update fixture type and wattage labels on lighting fixtures in the field as part of regular maintenance activities. The addition of clearly labeled pole/street light numbers would assist in reporting issues, particularly where the public is involved.

2. This current effort is a one-time assessment; however, operation, maintenance, repairs and upgrades of the lighting system will be an ongoing effort while continuing to update the City’s GIS database to facilitate tracking and reporting upgrades to the system.

3. Continue to maintain an easily accessible system for residents and others to report lighting issues and submit upgrade requests, such as the “Access Vista” application and the See-Click-Fix app on the City’s “Street Lights” webpage: (Reporting a Problem). Apps should request that submitters provide a unique pole or light number, as clearly labeled in the field, to reduce confusion on whether reporting a City or SDG&E streetlight outage.

4. Pursue additional maintenance and operations funding to support expanding and enhancing the City’s streetlighting system.

5. Explore opportunities to install solar powered streetlighting. Feedback indicates the City has had some negative experiences in the past; however, solar streetlighting has a number of benefits. In addition to the low carbon footprint and meeting CAP goals, modern solar lights have a much longer service life than earlier versions, come with a warranty, are easy to install and avoid the construction impacts and long-lead time electrical service delays of conventional lighting fixtures.

STREETLIGHTING ASSESSMENT PROJECT

PRIOR CITY COUNCIL ACTIONS
On October 5, 2023, discussed the status of the City’s Climate Action Plan and provided direction to staff (No vote taken).

On October 11, 2022, adopted City Council Resolution No. 2022-151 awarding a contract to STC Traffic, Inc. for City lighting assessment and consulting services (Vote:
4-0, Green absent).

On September 28, 2021, adopted City Council Resolution no. 2021-168, amending the operating budget for fiscal years 2021/22 and 2022/23 (Vote: 3-2, Contreras and Melendez opposed).

On September 14, 2021, adopted City Council Resolution No. 2021-140, amending the Operating Budget for Fiscal Years 2021/22 and 2022/23, with the revised appropriation of the $275,000 allocated for one Sheriff’s Deputy to the Lighting Landscape and Maintenance line item (Vote: 3-0, Ritter and Green absent).

On August 24, 2021, discussed priorities for allocating excess cannabis revenues and approved funding for the following: 1) cannabis decoy and enforcement operations, 2) youth cannabis prevention and early intervention, 3) youth scholarships, 4) increased lighting in neighborhoods, 5) increased park restroom maintenance and 6) addition of one Sheriff’s deputy and two Park Directors/Enforcers (Vote on items 1-5, 5-0; Vote on item 6: 3-2, Contreras and Melendez opposed).
