John Conley, City Manager Agenda Location: Consent Calendar SUBJECT: ALL-WAY STOP AT THE INTERSECTION OF PALA VISTA DRIVE AND MERCANTILE STREET
RECOMMENDATION: Adopt City Council Resolution No. 2024- , establishing an all-way stop at the intersection of Pala Vista Drive and Mercantile Street.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On May 1, 2024, recommended establishing an all-way stop at the intersection of Pala Vista Drive and Mercantile Street (Vote: 4-1, Commissioner Matheus Opposed, Commissioners Burtner and Pedroza Absent).
STATEMENT ON THE SUBJECT: Residents of the Paseo Artist Village Apartments expressed concerns with pedestrian safety and speeding to their property management organization, Community Housing Works. Community Housing Works had a walk audit conducted by Circulate San Diego, in which residents and City staff participated. One of the requests the residents made was to evaluate the intersection of Pala Vista Drive and Mercantile Street for an all-way stop as a traffic calming measure and for pedestrian safety.
This intersection serves as one of the primary access points into Downtown from the south and also connects with various commercial land uses and residential communities. However, the intersection does not have adequate pedestrian crossing accommodations.
Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history and other conditions. Staff determined that the intersection of Pala Vista Drive and Mercantile Street meets the standards for the installation of an all-way stop. Exhibit 2 is the all-way stop evaluation of the intersection. The adjacent properties have been notified that this proposal will be on the June 11, 2024 City Council agenda. Exhibits 3 and 4 show the map of notified properties and the notice sent to the properties.
FISCAL IMPACT: The cost to install two stop signs is $800. Sufficient funding is available in the Fiscal Year 2023/24 Operating Budget in the Gas Tax Street Maintenance Special Department Expense Traffic Sign Supplies Account (No. 1060410.531500.00090). This is not a General Fund account.

Subject: All Way Stop at Pala Vista Drive and Mercantile Street, hearing scheduled for Tuesday, June 11 This letter is being sent to you in your position as secretary to the City Council, City of Vista, California. The purpose of the letter is to object to the installation of an All Way Stop at the intersection of Pala Vista Drive and Mercantile Street, just south east of the new traffic circle at Pala Vista and South Santa Fe. I represent the owner of the vacant former service station located at 801 South Santa Fe, located on the corner of Pala Vista and South Santa Fe. We would appreciate its being included in the City Council packet for the All Way Stop agenda item set to be heard on June 11.
This letter was originally sent by USPS first class mail about April 25, 2024 from my office in Gardnerville, Nevada. I do not believe I ever received a response or acknowledgement of receipt from the Engineering Department. We want this objection to be part of the permanent record related to any action taken by the City Council on this matter. Your assistance in making the attached letter part of that record will be appreciated.
Please contact me by telephone or return email if you have questions or concerns.

Re: Att-Way Stop at the lntersection of Pata Vista Drive and Mercantile Street, -lC 24-11 Genttemen:
The purpose of this letter is to respond to a letter from the City of Vista dated Aprit 17,2024 on the subject referenced above. This response is being offered on behal.f of Gait Reiter, owner of the former Mobit Oit Station (currentty a vacant tot) located on the intersection of South Santa Fe and Pata Vista Drive, which due to City ptans and improvements was configured as a roundabout.
Ptease be advised that in my opinion, the intersection of Pata Vista Drive and Mercantite Street is too ctose to the Pata Vista and South Santa Fe Round About to attow the Round About to operate property if there is an AttWay (four way) Stop at Pata Vista and Mercantite. I estimate the "stacking" distance between the Round About exit to Pata Vista and the timit tine to a new four way stop at Mercantite Drive to be 1 15 feet more or [ess. Given that most vehictes witt occupy 20 feet or more as they stack up at a traffic control device, there is room for tess than six (6) vehictes to stack before traffic leaving the Round About for Pata Vista negativety affects the abitity of the Round About to pass through traffic atong South Santa Fe.
Notwithstanding the objection offered above, ptease remember that a driveway to Ms. Reiter's property has been locate.d by the City of Vista as the fourth teg of the intersection of Pata Vista and Mereantite. Shoutd the City move ahead with the idea of an Att Way Stop at the intersection of Pata Vista and Mercantite and instatt same, then she woutd expect to have use of that driveway for access to Pata Vista without any restrictions other than the Att Way stop when exiting.
Please contact me by tetephone at (949) 887-9905 or by e-mait at r :.,r "::1 1,1 ,,' .':. r, ..- shoutd you have any questions or concerns regarding the opinions expressed herein on behalf of Ms. Reiter.
