potential funding sources and uses are identified for the future years. Capital projects appropriated by the City Council in prior years that are not yet complete have the remaining unspent balances carried forward to the upcoming fiscal year. Estimated carryover amounts are included in the CIP project sheets, but the actual carryover balances are not finalized until the accounting fiscal year is closed, which is expected in September 2024.

Fiscal Years (FY) 2024/25 & 2025/26 Appropriations. For the next two fiscal years, staff anticipates new appropriations totaling $50,370,250. Sixty-two percent of the new appropriations are related to sewer infrastructure projects totaling $31,154,292. This includes two years of contributions to the Encina Wastewater Authority Capital Improvement Project budget in the amounts of $18,212,054 by City of Vista Sewer and $5,329,738 by the Buena Sanitation District. The remaining $19,215,958 is for projects related to parks and recreation, public facilities, streets, traffic signals, and drainage projects.

Proposed New Projects. There are six new capital projects proposed in this Draft CIP Budget with two years of proposed appropriations for FYs 2024/25 and 2025/26 totaling $3,225,000.

Streets

1. Paseo Santa Fe Pedestrian Improvements (8378): S. Santa Fe Avenue between Eucalyptus Avenue and Pala Vista Drive has four marked, but uncontrolled, crosswalks. This project will provide for the design and installation of push button activated Rapid Rectangular Flashing Beacons (RRFBs) and LED light-embedded pedestrian warning signs at the four crossings.

Appropriations are being made from the General Fund ($150,000).

2. W. Vista Way & Cedar Road Pedestrian Improvements (8379): The intersection of W. Vista Way & Cedar Road serves as the primary access to an existing bus stop on the south side of W. Vista Way. This project will complete a missing sidewalk segment on Cedar Road, install an ADA curb ramp on the intersection corner, build a raised crosswalk across the intersection, and construct a raised pedestrian path on the south side of W. Vista Way to connect to the bus stop.

Appropriations are being made from the General Fund ($250,000).

3. Civic Center and Pala Vista Drive Pedestrian Improvements (8380): The intersection of Civic Center Drive & Pala Vista Drive is preempted by Sprinter trains traversing through the nearby railroad crossing. This project will install what is known as a queue cutter traffic signal at the tracks to ensure that northbound traffic on Civic Center Drive does not back up to the tracks, thereby reducing the time needed to clear them and giving more time to pedestrian movement during a preemption. Appropriations are being made from the General Fund ($650,000).

Vista Sewer

4. Via Centre Capacity Improvement (8381): Replace and upsize approximately 650 linear feet of trunk sewer main running from W. Vista Way, under highway SR-78, and down Via Centre and reconstruct/rehabilitate associated manholes. This project is to address a known capacity concern.

Appropriations are being made from the Vista Sewer fund ($600,000).

5. South Santa Fe Capacity Improvement (8382): Replace and upsize approximately 750 linear feet of collector sewer main running along South Santa Fe Dr. near Civic Center Dr. and reconstruct/rehabilitate associated manholes. This project is to address a capacity concern identified in the 2017 Sewer Master Plan update. Appropriations are being made from the Vista Sewer fund ($480,000).

Buena District Sewer

6.Buena Outfall CIP (8383): Rehab approximately 460 linear feet of the Buena Outfall sewer interceptor located near Paseo Del Norte in Carlsbad utilizing Cured-in-Place Lining lining technology to mediate minor damage identified during late-2023 CCTV inspection. Appropriations are being made from the Buena Sanitation District fund ($1,095,000).

Ongoing Projects. Among the 60 projects appropriated in previous fiscal years and anticipated to be carried forward into FY 2024/25, 17 projects have new appropriation requests for FYs 2024/25 and 2025/26 totaling $47,145,250. In addition to two years of new appropriations of $23,541,792 for the Encina Wastewater Authority, significant budget increases include $14,787,985 of new appropriations for various street and sidewalk construction projects.

Changes from Budget Overview. Changes made since the presentation of the CIP Budget Workshop on May 2, 2024, include reduced proposed appropriations of $4,919,704 for the Fire Station No. 3 Replacement project as these appropriations were approved by City Council on May 28, 2024 with the approval of the contract. The Encina Wastewater Authority (EWA) Capital Improvement projects also decreased by $1,949,692, based on revised estimates provided by EWA and the Pedestrian Mobility Sidewalk Project was also reduced by $8,375 due to updated estimates from the CDBG allocation.

Document Approval and Distribution. Staff recommends adoption of the attached resolutions (Exhibits 2, 3, and 4) approving a Six-Year Capital Improvement Program and FYs 2024/25 and 2025/26 Capital Project Budget and authorizing appropriations for Fiscal Years 2024/25 and 2025/26 Capital Projects.

This approval will provide the authority to begin and/or continue capital projects outlined in the CIP document, which will be reconciled and carried forward into the new fiscal year.

The CIP and Capital Project Budget was presented to the Planning Commission on June 4, 2024. In conformance with California state law, the Planning Commission reviewed the document for consistency with the City’s current approved General Plan and found it to conform to the General Plan.

FISCAL IMPACT: The FYs 2024/25 and 2025/26 Capital Project Budget includes total proposed appropriation requests in the amount of $50,370,250 as follows:

I

June 11, 2024

Honorable Mayor and City Council,

I respectfully submit the Fiscal Years (FYs) 2024/25 and 2025/26 Capital Project Budget for the City of Vista.

This budget funds the acquisition, construction, and maintenance of major capital assets, such as land, infrastructure, and other public improvements. This document is an analysis of funding availability and the city's infrastructure capital project needs.

The goals for the Capital Improvement Program (CIP) are established by the City Council, and these goals provide the framework for staff planning and carrying out projects. On April 4, 2024, the City Council established Citywide goals for the two-year period covering 2024 through 2026. While some of the goals continue from previous years, those related to the CIP are as follows:

 Fiscal Responsibility: The City continues to seek and utilize outside funding sources first, with internal discretionary/general funds being last to pay for capital projects. TransNet funds and SB 1 gas tax funds continue to be designated for street and road and residential street improvements, respectively. Staff secured several grants for new and continuing projects, including N. Santa Fe Complete Streets, Emerald Drive Complete Streets, AVO Playhouse Upgrades, and Nevada/Lemon Sidewalks and Lighting. The City will continue to propose CIP projects and improvements as funding allows in each budget cycle. The City will also propose budget amendments throughout the year as necessary if new funding becomes available or expectations change.

 Climate and Environmental Responsibility: Over the past decade, the City has taken steps to begin addressing climate change and environmental sustainability, both in the City’s operations as well as in the broader community. The Civic Center Solar project will help the City reach its GHG reduction goals by achieving renewable energy generation for the Civic Center complex. In addition, the City will install 90 electrical vehicle (EV) charging stations throughout the City. The EV charging stations will be available for the city fleet and the general public. Furthermore, the City will be installing trash capture devices throughout the City-owned storm drain systems. The devices will remove sizeable solid waste, preventing the discharge of materials to local waterways.

 Parks and Recreation: The Avenida de Benito Juarez Neighborhood Pocket Park will utilize grant funding from the California State Parks Department to develop the property into a neighborhood pocket park that features playground equipment and open gathering space for families and residents. Development of the Wiivay Park, A Luiseño Place, will offer residents access to exercise equipment on the Vista Conservancy trail. In addition, significant improvements will be completed at the Gloria McClellan Senior Center.

 Traffic: Continue to Improve the Flow of Traffic for all Forms of Travel, Reduce Congestion, and Improve Roads and Sidewalks. Over $15 million in street improvement projects are proposed over 06/11/2024 C10 11 of 198

II

the next two fiscal years. Projects include street improvements, sidewalk construction, traffic signals, and pedestrian safety improvements.

Funds previously approved by the City Council for capital projects are carried forward yearly until a project is completed. The two fiscal years requested with this CIP for approval by the City Council will be approved for expenditure and entered into the financial system as a budgetary control. If revenues are received but not required for the current fiscal year, they are set aside in reserve funds for future spending. Most of the funds utilized in the CIP budget are restricted for specific purposes regarding how they can be spent and are segregated into separate funds to ensure the restrictions are met.

I am pleased to identify the following eleven capital projects that were completed or are expected to be completed by the end of FY 2023/24:

Parks and Recreation
• Pala Vista Park (8296): Pala Vista Park officially opened on Saturday, December 16, 2023. The one-acre property located at 234 Pala Vista Drive on the corner of Civic Center Drive, north of Highway 78, provides additional park space for residents and improved a key entry point into the city. In addition to creating outdoor green space for Vista residents, the park construction included widening northbound Civic Center Drive from Pala Vista Drive to Postal Way to reduce traffic congestion.
• Gloria McClellan Senior Center Facility Improvements Phase I (8335): Phase I repurposed old office space in the Azalea building, creating a vibrant communal activity area. This transformed space now features a new lounge, a library, and a game room. Additionally, the former lounge has been converted into a modern fitness room.
• Brengle Terrace Field Light Replacement (8348): Replaced field lighting system for two ball fields at Brengle Terrace Park.
• Playground Resurfacing (8353): Upgraded the playgrounds at Luz Duran Park and Thibodo Park from traditional mulch to rubberized surfaces. Additionally, playgrounds at eight other City parks were resurfaced.

Streets
• Overlay Arterials (8225): Resurfaced approximately 14.3 lane miles of arterial and collector streets, including streets that cross SR78 within Caltrans right of way consisting of Mar Vista Drive, Sycamore Avenue, Civic Center Drive, Vista Village Drive, Melrose Drive, and Emerald Drive.
• Overlay Residential (8313): Resurfaced approximately 14.7 lane miles of residential streets from Zones 3 and 5, such as Highland Drive, Palm Bark Street, Lagan Avenue, Bonita Drive, Mood Road, Stewart Drive, Ascot Drive, Judilyn Drive, Cocopah Street, Dana Drive, Caren Road, Santa Clara Drive, Jonathon Street, Joshua Way, Commerce Drive, La Mirada Drive, Avenida Chelsea, Wesley Way, Ash Street, and some cul-de-sacs.
• Neighborhood Traffic Calming (8361): Installation of 19-speed humps on neighborhood streets.

Drainage
• CMP Replacement Phase I (8239): Replaced 576 linear feet of deteriorated corrugated metal pipe (CMP) with reinforced concrete pipe (RCP).
• Bobolink Storm Drain Phase I (8913): Installed 380 linear feet of RCP new storm drain.

06/11/2024 C10 12 of 198

III

Vista Sewer
• Laurel Creek Sewer Improvements (8324): Rehabilitated four sewer manholes to reduce inflow and infiltration of stormwater into the sewer pipelines adjacent to Laurel Creek.

Buena District Sewer
• Buena Outfall Manhole Rehabilitation (8131): Improved 43 manholes with cured-in-place fiberglass composite liners or epoxy lining technology, extending the useful life of the system by 25 years.

For FYs 2024/25 and 2025/26, proposed appropriations to capital projects are budgeted at $50,370,250. 62 percent, or $31.2 million, are for sewer projects (Vista Sewer and Buena Sanitation District), and 38 percent or $19.2 million are for non-sewer projects. The funds for all projects are budgeted in the following categories:

Introduction
06/11/2024 C10 15 of 198

Program & Budget Overview. City of Vista
Document Overview
The purpose of a capital project budget is to fund the acquisition, construction, and/or maintenance of major capital assets such as land, buildings, infrastructure and other significant public improvements. In contrast, an operating budget is established to fund the annual on-going operations and maintenance necessary to provide basic governmental services to the public.

Beginning in FY 2018/19, the Capital budget shifted from an annual budgeting process to a biennial process, on an alternating biennial schedule from the operating budget. Biennial budgeting refers to the practice of developing a budget every two years. Two-year budgeting allows the City to use its human resources more efficiently and also reinforces the City’s commitment to long-term fiscal health by looking beyond a one-year period when funding operating activities and capital improvements. Under two-year budgeting, the City will continue to operate on a July – June annual fiscal year, retaining the fiscal control currently provided by annual budgets. The public and City Council will continue to receive quarterly financial updates as well as a mid-cycle review approximately 12 months after the initial adoption of the two-year budget.

The Capital Improvement Program (CIP) is a six-year planning tool, developed and updated biennially, to add new appropriations and/or projects and evaluate priorities, while taking into account new requirements and new sources of funding. The two fiscal years requested with this CIP for approval by the City Council will be approved for expenditure and entered into the financial system as a budgetary control and authority to be spent. Major capital improvements can require multiple years to strategically plan, design, fund, and eventually construct or execute. The program, as a whole, is an effort to coordinate the identification of dependable funding sources with the implementation of projects that respond to currently evaluated needs and priorities. The CIP also serves as a source of information about the City’s physical development in addition to the “matching-up” of projects with respect to funding, location, and timing. The CIP also includes a number of maintenance and other non- capital type “projects” to accommodate restricted funding reporting and monitoring requirements.

Individual capital project detail pages are grouped by project category, such as Public Facilities or Traffic Signals. Capital project details are included in this document for all current and anticipated projects over the next six-year period. Previously approved balances that are remaining in active projects at the end of the fiscal year are rolled, or carried over, into the next fiscal year, until the project is completed.

Every project detail provides a description, current status, and summaries that identify the specific sources and uses of funds from inception through the sixth year of the CIP.

PROJECT NAME Pala Vista-Civic Center Park Matt Atteberry

DESCRIPTION
Using year-end fund balance from FY 2015/16, the City purchased the properties adjacent to 0.13 acres of City-owned excess right-of-way between Civic Center Drive and Pala Vista Drive. This is a key gateway into the City and developing the space into parkland will aid in efforts to revitalize the Civic Center corridor thereby meeting two of the City's goals: decreasing blight and improving the City's image, as well as increasing parkland. An additional $720,000 was allocated to the park in November 2023 from FY 2022/23 year- end fund balance for the design and development of a new restroom and drinking fountain.

PROJECT NAME Luz Duran Park Community Center & Sherriff's Substation Gabe Grewe

DESCRIPTION
At Luz Duran Park there is a 1,500 square foot structure that has served as a substation for the Vista Sheriff’s Department. Recognizing that park space is at a minimum in this community, the City intends to convert the existing substation into a community center or other community facility. The improvements will enhance the park’s offerings and improve access to quality, diverse park resources for residents and local nonprofit organizations. The substation will be relocated to 986 Vista Village Drive which is an existing single-story building. At this location, Sheriff’s deputies will be in closer proximity to high-trafficked community spaces, such as Brengle Terrace Park, Civic Center, and the historic downtown district (one-third mile). The relocation of the substation to this property places it in a mixed-use area, rather than in a residential neighborhood.

The relocation of the substation is expected to be complete by the end of 2024. The improvements at Luz Duran Park are expected to be completed by the end of 2025.

DESCRIPTION
This project will demolish the existing structures on the site and construct an approximately 8,350 square foot fire station and all appurtenances. The existing fire station was built in 1962 and remodeled in 1997. Replacement will update the facility to allow for modern apparatus and to provide safe and hygienic living conditions for firefighters to rapidly respond to the growing needs of the community. The estimated cost includes providing temporary housing for the Fire Department personnel necessary to maintain uninterrupted service to the community it serves.

SUMMARY OF USES
Over the past decade, the City has taken several steps to begin addressing climate change and achieve reductions in greenhouse gas emissions (GHG), both in the City’s operations as well as the broader community. In the 2022-2023 California state budget, discretionary funding of $3,500,000 for the City was included for the purpose of installing solar panels at the Civic Center. The Civic Center Solar Project will help the City accomplish its GHG reduction goals by achieving renewable energy generation for the Civic Center complex.

Prior to issuance of an RFP for design-build services for this project, financial and technical analyses were performed to assist in determining the preferred project for reducing GHG and also reducing the City's electric bill. Consideration was given to whether including a Battery Storage System (BSS) would be a better option than a solar panel only project. Financial analyses confirmed that the best use of the $3,500,000 project budget was a solar panel only project. However, provisions are included in the design to facilitate future connection of a BSS.

DESCRIPTION
Utilizing funding from the American Rescue Plan Act and State of California Office of Grants and Local Services (OGALS), the City will install 90 electric vehicle charging stations on City-owned property throughout the City. The charging stations will be available for City fleet and general public use. The project will result in a reduction of greenhouse gas emissions in alignment with the City's Climate Action Plan. The project includes site analysis and planning, all design and permitting, all construction costs related to the project (i.e., materials, labor, contingency, etc.) and maintenance of the equipment for the first five years, as applicable. Charging stations are proposed for Civic Center, Public Works Yard, Wave Water Park, Brengle Terrace Park, Sports Park, Luz Duran Park, Shadowridge Park, Breeze Hill Park, Bub Williamson Park, Fire Station No. 5 and No. 6, and E. Broadway parking lots.

The project is currently at the 30% design phase and electrical service applications are currently being submitted to SDG&E. Advertisement of a request for proposals for a Design-Build contract will occur Spring 2024. An additional request for proposals will be advertised for a 5-year Maintenance Contract also in Spring 2024. Construction is expected to occur Winter 2024.

PROJECT NUMBER Streets
PROJECT NAME Emerald Drive Complete Streets Matt Atteberry

DESCRIPTION
Emerald Drive is a regional connector road that divides two neighborhoods because access across this street is made extremely difficult by large amounts of traffic traveling at high speeds. This also results in many serious accidents. City staff, with the assistance of a consultant and extensive community engagement, developed a complete streets plan for Emerald Drive between Olive Avenue and West Drive. The plan proposes to transform the street into a calmed, pedestrian and bicycle friendly street by implementing roundabouts, pedestrian crossings, sidewalks and new striping.

PROJECT NAME N. Santa Fe Complete Streets Jason Rivera

DESCRIPTION
N. Santa Fe Avenue serves as a major active transportation connector for the Townsite neighborhood. However, the street also carries high volumes of traffic, which makes its environment unfriendly for pedestrians and bicyclists. The Townsite Complete Streets Project will implement pedestrian crossing improvements on this street. Two other projects will add green bike lanes and protected bike lanes. This project will implement additional improvements such as street trees and a pedestrian traffic signal at Washington Street.

Waiting on Urban and Community Forestry (UCF) grant agreement to be signed by City and grantor. Staff will have design plans completed by one of the City's as-needed professional consultant. This will be followed by soliciting bids for project construction.

DESCRIPTION
Bicycling can be a clean and convenient alternative mode of transportation, which helps to alleviate motor vehicle congestion and reduce greenhouse gas emissions. However, existing bicycle facilities are often in need of improvements and gaps in the bicycle network prevent connectivity. Enhancing the existing bicycle network and facilities serves to accommodate the varying levels of user skills and to make bicycling a viable transportation option. Working towards this goal, the City Council approved the implementation of protected bike lanes on the City's major roads where street width allows for a striped buffer between the bicycle lane and motor vehicle travel lane. Raised flexible delineators are installed in the striped buffer to separate the bike lane from the travel lane.

W. Vista Way & Cedar Road Pedestrian Improvements
The intersection of W. Vista Way & Cedar Road serves as the primary access to an existing bus stop on the south side of W. Vista Way. The intersection also connects with various commercial land uses and residential communities. However, the intersection does not have any type of pedestrian accommodations, including missing sidewalk and ADA curb ramps and inadequate pedestrian crossing. In addition, the North County Transit District (NCTD) expressed concerns to the City over the past several years with this intersection and the access to the bus stop. NCTD also recently sent a letter to the Traffic Engineering Division formalizing their complaint. This project will complete a missing sidewalk segment on Cedar Road, install an ADA curb ramp on the intersection corner, build a raised crosswalk across the intersection, and construct a raised pedestrian path on the south side of W. Vista Way to connect to the bus stop. Staff will also take a proposal to the Traffic Commission and City Council to implement an all-way stop control at the intersection.

DESCRIPTION
The intersection of Civic Center Drive & Pala Vista Drive is preempted by Sprinter trains traversing through the nearby railroad crossing. When preempted, the traffic signal at this intersection must terminate any current movements it is serving and switch to the northbound movement to ensure that the tracks are clear when the train crosses Civic Center Drive. Sometimes, this means that the pedestrian movement crossing at the intersection must be terminated mid-way, which leaves pedestrians in the middle of the intersection to complete their crossing against a red indication. This project will install what is known as a queue cutter traffic signal at the tracks to ensure that northbound traffic on Civic Center Drive does not back up to the tracks, thereby reducing the time needed to clear them and giving more time to the pedestrian movement during a preemption.

DESCRIPTION
Bobolink Drive has an incomplete storm drain that collects runoff from Bobier Drive and then dispenses the runoff back onto the road surface of Bobolink Drive. The significant runoff ultimately runs down East Drive and North Drive to W. Los Angeles Drive. This project proposes to install a new storm drain pipe that connects the incomplete pipe on Bobolink Drive. The project is split into two phases to allow for SDG&E relocations and to accommodate the Townsite Complete Streets Project currently in construction.

Phase 1 improvements have been completed.

Phase 2 improvements are designed and are currently being reviewed by SDG&E for their design of a gas line that is in conflict with the proposed storm drain. Phase 2 is anticipated to start construction late summer 2024.

PROJECT NUMBER Vista Sewer
PROJECT NAME Buena Vista Pump Station Replacement Ken Knatz

DESCRIPTION
The Cities of Vista and Carlsbad jointly own the Buena Vista Pump Station (BVPS). There are two packages in this project. The first package is design of an Emergency Bypass system needed for the existing BVPS. The second package is a planning study to relocate and replace the BVPS. The existing BVPS has site constraints, and operation and maintenance issues that can be corrected with the design of a new, relocated pump station. The planning study will identify potential locations for the relocated pump station, with the goal of improving safety, accessibility and operation flexibility, and minimizing risk of sewer overflows.

DESCRIPTION
Construct a new 20,000-foot long 24-inch gravity/pressure pipeline in Palomar Airport Road in the City of Carlsbad to the east side of Interstate-5, where the pipeline will connect to the Vallecitos Land Outfall. It is referred to as the Encina Canyon Multi Agency Relief Sewer (ECMARS). The existing pipeline constructed in 1965 is undersized and also in need of replacement. Portions of the pipeline are in environmentally sensitive areas making maintenance and new construction in the existing alignment undesirable. Vallecitos Water District (VWD) and the City of Carlsbad are stakeholders along with Buena Sanitation District on this project.

Originally designed system construction is complete. Construction of modifications are needed to allow conveyance of peak wet weather system capacity. Errors and omissions have been identified in the original design, Buena Sanitation District is seeking reimbursement in parallel with planned construction of modifications in FY 2025.

DESCRIPTION
The Encina Wastewater Authority (EWA) provides sewage treatment for six member agencies, including the City of Vista and Buena Sanitation District. EWA's annual capital budget must be approved by each member agency and contains: 1) Capital Improvement Projects; 2) Planned Asset Replacement; and 3) Capital Acquisitions. EWA maintains five- and ten-year long-term capital financial plans. Costs are allocated based on ownership of the affected facilities. EWA capital projects exceed $20,000 and increase or maintain the system's capacity. There are also allocated costs for operations, maintenance and engineering staff time related to project management. Asset replacement includes rehabilitation or replacement costs greater than $20,000. Capital acquisitions include costs greater than $2,000 for items with an expected life of more than 1 year and facility repairs greater than $2,000 that maintain the facilities capacity and useful life. Capital improvements include liquid process improvements and technology upgrades.

Encina CIP budget is recommended annually by the EWA Board of Directors for approval by the Buena Sanitation District Board of Directors.

Available Fund Balance Unencumbered and undesignated resources available in a fund for appropriation. The estimated available fund balance for the next fiscal year is calculated by beginning with the prior fiscal-year's actual ending available fund balance, adding estimated revenues and/or other funding sources and then subtracting any current-year committed funds, and finally incorporating any known adjustments and/or cash transfers.

Bond A certificate of debt issued by an entity, guaranteeing payment of the original investment plus interest by a specified future date.

Bond Anticipation Note

Budget A financial plan for that includes proposed expenditures (uses)for a given period and the proposed means (sources)of financing them. The City of Vista adopts both an Operating Budget and a Capital Project Budget.

Budgetary Practices The City of Vista is a charter law city in California and does not legally require a budget.

However, the City Council annually reviews and adopts the budget which is controlled at the fund levels.Operating appropriations lapse at the end of each fiscal-year in contrast to the Capital Project Budget where fiscal-year end remaining balances (unspent appropriations)are carried over to the subsequent fiscal year.Budget adjustments during the year are submitted to the City Manager for the City Council's review and approval.

Building Permit Fee Charge required for new construction or for any alteration/addition to a residence or commercial building.

California Environmental
Quality Act (CEQA)
A California statute passed in 1970,shortly after the United States federal government passed the National Environmental Policy Act (NEPA),to institute a statewide policy of environmental protection.CEQA does not directly regulate land uses, but instead requires state and local agencies within California to follow a protocol of analysis and public disclosure of environmental impacts of proposed projects and adopt all feasible measures to mitigate those impacts.

Capital Assets Tangible and intangible assets acquired for use in operations that will benefit more than a single fiscal year.Typical examples of tangible assets are land, improvements to land, buildings, building improvements, infrastructure, equipment, vehicles and machinery.

Capital Improvement
Program (CIP)
A six-year financial plan containing proposed capital improvement funding resources and proposed uses. Uses include construction of physical assets as well as substantial maintenance expenditures and other capital outlay. All construction costs are estimates and only projects scheduled for the first two fiscal-year are appropriated. The information projected for future years reflects currently known future facilities and their associated costs at this point in time.

Typically capital projects include improvements to or the construction of new streets, traffic signals, public facilities and parks, and drainage, sewer and water infrastructure systems.

Capital Outlay Expenditure for the improvement to or the acquisition of capital assets.

Capital Project Budget A spending plan for improvements to or acquisition of land, facilities and infrastructure. The capital project budget balances revenues and expenditures;specifies the sources of revenues and lists each project or use.Appropriations established in the capital project budget are carried forward until the project is completed.Once completed, any unspent funds are returned to their original funding source and may be used for other capital projects as approved by the City Council.

Carryover Budget Capital project budget that captures encumbrances and unspent appropriation balances at the end of the fiscal year, that is carried over into the next fiscal year.

Collector Streets Collect traffic from local roads and distribute it to arterials.Traffic using a collector is usually going to or coming from somewhere nearby.

Community

Construction type
project
Capital Project category in which a new City asset is being created or an existing asset is being significantly altered or rehabilitated so that its useful-life is extended.

Cured-In-Place-Pipe
(CIPP)
A liner that provides a seamless corrosion resistant, jointless "pipe-within-a-pipe."CIPP is installed through the existing manholes and does not require extensive digging. After bypassing all sewer flow, the top of the manhole is temporarily removed and the CIPP liner is pushed into the pipeline from the manhole using water pressure. The liner is then cured to a hardened state using hot water or steam.

City of VistaGlossary
Deferred Street
Construction Deposits
Amounts collected usually from individuals that are constructing on under-developed streets.

These deposits are designed to be accumulated over time and then used to pay for the eventual construction of sidewalks and curbs for an entire street so that the work is not done in a piecemeal fashion.

Design/Build A project delivery system used in the construction industry, also known as the "master builder" concept. Design and construction services are contracted by a single entity known as the design/builder or design/build contractor (DB).This methodology is used to minimize risks for the project owner and to reduce the delivery schedule by overlapping the design phase and the construction phase. With its single point responsibility, this method carries the clearest contractual remedies for clients because the DB contractor is responsible for all of the work on the project, regardless of the nature of the fault.

Drainage Fees Fees are collected from developers to address additional drainage planning and project needs created as a result of growth and development in the City.Fees are also used to pay debt service on bonds that were used to construct drainage related projects.Depending on location Drainage Fees vary from $1,709 to $3,700 per acre.

Ductile Iron Pipe (DIP)Pipe made of ductile iron commonly used for potable water transmission and distribution. It is characterized by the spheroidal or nodular nature of the graphite within the iron. Typically, it is manufactured using centrifugal casting in metal or resin lined molds. Protective internal linings and external coatings are often applied to ductile iron pipes to inhibit corrosion: the standard internal lining is cement mortar and standard external coatings include bonded zinc, asphalt or water-based paint. In highly corrosive environments polyethylene encasement may also be used.

Encumbrance A legal obligation amount committed for the payment of goods or services not yet received or paid for.

Expenditure The actual spending of funds budgeted by appropriation for identified goods and services.A decrease in net financial resources.

Fees A general term used for any charge levied by government for providing a service or permitting an activity.

Fire Protection Fees
(FPF)
Fees collected from developers to pay for future demand on fire infrastructure resulting from growth and development in the City.Fees are also used to pay debt service on bonds that were used to construct fire related projects.

Fiscal Year (FY)A twelve-month period of time to which the annual budget applies and at the end of which a government determines its financial position and the results of its operations. The City of Vista's fiscal year period is from July 1 to June 30.
