A majority of General Fund revenues are derived from three sources: property tax, sales tax (including Proposition L and Cannabis) and charges for services.

Property Tax: Based on information provided by the San Diego County Assessor property tax, revised revenue estimates are $2.4 million over the original budget. The increase in this category is primarily related to updated estimates for Residual Redevelopment Property Tax Trust Fund (RPTTF) property tax revenue.

Sales Tax (excluding Proposition L Sales Tax and Cannabis Tax): Sales Tax revenue is highly dependent on continued employment and consumer confidence. While sales and use tax revenue is estimated to increase slightly over the revised FY 2023/24 budget, estimates for FY 24/25 are estimated to decrease by $819,974 from the original budget.

Proposition L Sales Tax: The Proposition L sales tax funds the debt service and related expenses and is estimated to decrease by $344,288 from the original budget. $3.5 million is estimated to be available at fiscal year-end to transfer to the Proposition L reserve.

Cannabis Tax: Cannabis Tax collection is estimated to decrease by $500,000. Just over $2 million is anticipated to be available at fiscal year-end to be allocated by City Council on special projects.

Charges for Services: Charges for services include development permits, ambulance billing, park and recreation program charges, rentals of facilities, and reimbursements related to public safety services.

Revenue from Charges for Services is estimated to increase $1.3 million from the original budget estimate.

Other Revenue: Other significant revenue changes from the original budget include a decrease of $699,381 for the Permanent Local Housing Allocation (PLHA). The original budget for FY 2023/24 and 06/11/2024 D1 2 of 56

General Fund Expenditures and Uses. The total proposed amended FY 2024/25 Operating Budget for the General Fund is $120,629,625, an increase of $4,100,386 from the original adopted budget. The table below provides a summary of General Fund expenditures by category.

RECOMMENDED PERSONNEL CHANGES
June 28, 2024
Maintaining and keeping current the City’s classification and compensation system is essential to City business. It is important to ensure that classification salary ranges are in alignment with the scope of responsibility and complexity of work performed. A progressive classification system promotes efficiency and responsiveness to meet the needs and demands of an organization, by creating new classifications and redefining position responsibilities for existing classifications. Furthermore, it is important to maintain a modern compensation system in order to afford the City the ability to attract, retain and reward employees. Thus, within the boundaries of financial feasibility, the City’s compensation system is designed to be externally competitive and internally equitable.

The update to the City-wide Classification and Compensation Index includes the following changes:

City Manager’s Office
Add one (1) Communications Specialist (G18)
The City Manager’s Office currently has one full-time Communications Specialist position allocated plus, one part-time, temporary Communications Specialist. The City Council has called for more community engagement on various City projects and initiatives. In order to meet this challenge, staff recommends increasing the temporary position to regular, full-time. This position will assist in the City’s efforts to conduct outreach into the community by developing more communication tools for marketing purposes, utilize social media and develop content for the digital platforms used by the City.

Fiscal Impact: This proposed change will result in an increase of $77,347 to General Fund accounts in the FY2024-25 Operating Budget.

Engineering Department
Add one (1) Principal Transportation Mobility Planner
Based on a rapidly increasing workload and the initiation of many transportation planning activities mainly aimed at accommodating and encouraging all modes of travel and the implementation of complete streets, staff recommends an additional position in the Traffic Engineering Division titled ‘Principal Transportation Mobility Planner’. The position would be responsible for managing transportation planning studies such as the Townsite Phase II Plan, the Citywide Safety Action Plan, the Circulation Element of the General Plan Update, the Vista Transit Center Mobility & Grade Separation Study and others. More broadly, the position would be responsible for the following functions under the direction of the Division Manager. The Principal Transportation Mobility Planner is a new position to the City so a classification specification is included as Attachment A.

Fiscal Impact: This proposed change will result in an increase of $98,115 to General Fund accounts in the FY2024-25 Operating Budget.

Add one (1) Senior Capital Projects Manager
A large amount of capital projects are on deck for the Engineering Department to complete over the next few years. Many of these projects will require the expertise of a position that will can provide oversight and make high level decisions of complex capital projects. Staff recommends the addition of a provisional Senior Capital Projects Manager. This position 06/11/2024 D1 26 of 56

Page 2 ends

would directly support the CIP Division Manager, taking on all aspects of various departmental initiatives and projects. Staff proposes that this position be added on a provisional basis, anticipating a sunset date in FY2030. The Senior Capital Projects Manager is a new position to the City so a classification specification is included as Attachment B.

Fiscal Impact: This proposed change will result in an increase of $206,829 to General Fund accounts in the FY2024-25 Operating Budget that will be funded by the General Fund Redevelopment reserve and charged directly to CIP projects.

Reclassify one (1) Construction Inspector (G32) position to a Senior Construction Inspector (G36) position.

The Senior Construction Inspector position does not currently exist. Historically, the City did have the position, but it was reclassified to a Construction Inspector Supervisor position in the FY1999-2000 fiscal year. Later, the position was eliminated entirely. The Engineering Department needs someone in construction inspection operations who can work at a higher level and lead (not supervise) other inspectors. The original classification specification (job description) has been updated to remove the supervision language and reflect current inspection issues like storm water runoff. It is included as Attachment C. Staff has met and conferred with the VCEA and they are in agreement with these updates. Staff does not recommend adding a position, but rather reclassifying one of the current Construction Inspector positions. A closed, promotional recruitment would be held and the Construction Inspector who is selected will move into the position. Until then, the position will be underfilled by a construction inspector.

Fiscal Impact: This proposed change will be charged to Sewer Funds and will not result in an increase to General Fund accounts in the FY2024-25 Operating Budget.

Increase the Salary Band for the Stormwater Program position.

Staff conducted a market analysis of similar positions within the county and recommends that the position band be increased by 7.5%.

Fiscal Impact: This proposed change will be charged to the Stormwater Fund and will not result in an increase to General Fund accounts in the FY2024-25 Operating Budget.

Finance Department
Add one (1) Assistant Finance Director
Eliminate one (1) Budget Manager
The Finance Department aims to improve its succession planning by adding one Assistant Finance Director position. The current Finance Manager has the knowledge, skill and abilities as well as the qualifications to serve in this capacity. As a result, the incumbent Finance Manager will be promoted into this position. The current Budget Manager has the knowledge, skills and abilities, as well as the qualifications to serve as Finance Manager and will be promoted into the resulting vacancy. Staff does not recommend maintaining the Budget Manager position with the new Operating Budget. There are no net additions of positions. The Assistant Finance Director position is new to the City so a classification specification for this position is included as Attachment D.

Fiscal Impact: These proposed changes will result in a net increase of $26,556 06/11/2024 D1 27 of 56

Exhibit 5

Page 3 ends

Information Technology Department
Reclassify the existing GIS Coordinator to GIS Analyst
The Information Technology Department has evaluated its operations with intent of streamlining some of its operations, based on function. Staff recommends reclassifying the GIS Coordinator position to a GIS Analyst. This position would support the IT Manager overseeing the City’s GIS applications and processes at a journey-level. As this is a new position to the City, a classification specification is included as Attachment E.

Fiscal Impact: These proposed changes will result in a decrease the Information Technology Internal Service fund and will not result in a change to non-General Fund accounts in the FY2024-25 Operating Budget.

Public Works Department
Reclassify one (1) Public Works Operations Manager to Assistant Public Works Director Both operational and administrative demands on the Public Works Department have increased. In an effort to provide the department with effective leadership and create a path for succession planning, staff recommends that one of the Public Works Operations Manager positions be reclassified to Assistant Public Works Director. One of the Public Works Operations Manager has the knowledge, skills and abilities to serve as Assistant Finance Director. The Assistant Public Works Director position is new to the City so a classification specification for this position is included as Attachment F.

Fiscal Impact: This proposed change will result in a net increase of $3,650 to General Fund accounts in the FY2024-25 Operating Budget.
