CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On July 3, 2024, recommended establishing an all-way stop at the intersection of Lupine Hills Drive and Optimist Way (Vote: 5-0, Commissioner Burtner Absent, One Vacancy).
STATEMENT ON THE SUBJECT: The intersection of Lupine Hills Drive and Optimist Way serves as the primary access to Shadowridge Park and the Vista Optimist Club. Residents in the area made a request to evaluate the intersection for a marked crosswalk. Marked crosswalks operate best when combined with some type of traffic control such as stop signs.
Staff conducted an evaluation of the intersection of Lupine Hills Drive and Optimist Way for an all-way stop using criteria such as traffic volumes, pedestrians, accident history and other conditions. Staff determined that the intersection meets the standards for the installation of an all-way stop. Along with this determination, staff recommends the installation of a marked crosswalk at this location. Exhibit 2 is the all- way stop evaluation of the intersection.
The adjacent properties have been notified that this proposal will be on the August 13, 2024 City Council meeting agenda. Exhibits 3 and 4 show the map of notified properties and the notice sent to the properties.
FISCAL IMPACT: The cost to install two stop signs is $800. Sufficient funding is available in the Fiscal Year 2024/25 Operating Budget in the Gas Tax Street Maintenance Special Department Expense Traffic Sign Supplies (account no. 1060410.531500.00090). With the installation of a pedestrian crosswalk at this location, there is also a need to construct new pedestrian curb ramps on both sides of the street, which would cost an additional $12,000. Funds for the pedestrian ramps are budgeted in the Neighborhood Traffic Calming Capital Improvement Project, CIP 8361 (account no. 0026555.578999.8361).

RESOLUTION NO. 2024-
A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, ESTABLISHING AN ALL-WAY STOP AT THE
INSTERSECTION OF LUPINE HILLS DRIVE AND OPTIMIST WAY
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Section 21354 of the California Vehicle Code authorizes local agencies to install stop signs at the intersections under their jurisdiction.
B. On July 3, 2024, the City of Vista Traffic Commission recommended establishing an all-way stop at the intersection of Lupine Hills Drive and Optimist Way.
C. The establishment of an all-way stop at the intersection of Lupine Hills Drive and Optimist Way will provide for the safe movement of traffic.
2. Action.
A. An all-way stop at the intersection of Lupine Hills Drive and Optimist way is hereby declared and established.
B. The City Traffic Engineer is directed to install signs, markings, and other devices as reasonable necessary in accordance with the current California traffic engineering standards.
C. All previous determinations or declarations of the City of Vista in conflict herewith are repealed and replaced.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on August 13, 2024, by the following vote:

Subject: All-Way Stop at the Intersection of Lupine Hills Drive and Optimist Way Dear OWNER/OCCUPANT:
To improve traffic safety and create a network of complete streets to accommodate all road users, staff evaluated the intersection of Lupine Hills Drive and Optimist Way for an all-way stop. City Staff determined that the intersection of Lupine Hills Drive and Optimist Way meets the standards for an all-way stop. An all-way stop at this intersection requires the approval of the Traffic Commission and City Council.
The proposal was approved by the Traffic Commission on July 3, 2024. The proposal will be presented at the City Council meeting on Tuesday, August 13, 2024, at 5:30 pm. This is a public meeting that is open to the public.
The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City’s website, www.cityofvista.com , by Wednesday, August 7, 2024.
