STATEMENT ON THE SUBJECT:

Avenida De Benito Juarez Pocket Park
In February 2021, staff conducted community outreach to gain input for the Statewide Park Development and Community Revitalization Program (SPP) Round 4 grant application. In March 2021, the City applied for funding through this grant, which was a competitive grant program to create new parks and new recreation opportunities in underserved communities across California. In November 2021, the City was awarded $1,121,216 in funding for the development and acquisition of a pocket park located on four small parcels on Avenida De Benito Juarez, totaling approximately 0.22 acres (Assessor Parcel Numbers 163- 151-11-00, 163-151-12-00, 163-151-13-00, 163-151-14-00). The neighborhood pocket park will feature playground equipment and open gathering space for families and residents. A location map is included as Exhibit 2. In March 2021, the City entered into an extended escrow pending the outcome of the grant application. The City procured the services of NV5, Inc. to assist with the park design and conduct outreach with the community.

Public Outreach
A public meeting was held on October 20, 2023. A feedback events summary is included as Exhibit 3.

A 12-question English and Spanish survey was sent out for the City of Vista regarding the proposed Avenida De Benito Juarez Pocket Park. The majority of the people who responded to the survey lived within 1-2 miles of the proposed park. The respondent who lived the furthest away lives in Escondido, while the closest respondent lived next door to the proposed park. The majority of survey respondents, 43 percent, planned to visit the proposed park an average of 2-4 times a month. Roughly 15 percent of the respondents said they would plan to visit it 8 or more times a month and 27 percent said they plan to visit it 0-1 times a month. Regarding safety for the proposed park, the most common answer to what would make the respondents feel the safest was quality lighting for the park. Other responses that were a common theme included the proximity of the proposed park to the sheriff’s office, fencing between the park and road, and maintaining a clean park.

When asked which age group should be prioritized when designing this park, the top answer was ages 5-12 with 75 people voting for this option. Teens had 54 votes, ages 2-5 had 50 votes, and older adults had 46 votes. The top three design features of the proposed park that were most important to people according to the survey were shade structure, playgrounds and gathering spaces, respectively. Regarding playground equipment, swings and slides were the most desirable according to the survey. Climbing areas and playhouses were the next most popular playground equipment responses amongst the survey respondents.

Trees were the most popular answer when the survey takers were asked which landscape features they would enjoy the most in the proposed park. The next top two answers were grass and water features respectively. When asked about what kind of art they would like to see in the park, the top answer was wall murals, followed by decorative signage, and the least voted for was sculptures. When asked if the 08/13/2024 D3 2 of 29

respondents of the survey preferred a modern/contemporary design or a classic/traditional design for the proposed park, the majority answered that they would like to see a design “somewhere in between”.

When asked if there was a color or color-combination that was most desirable for the proposed park, the top answers were bright colors, blue and green. Other common answers were Chicano style coloring. When asked if there were any colors that should be avoided, the top answers were black and red. Regarding any other specific requests from the survey takers, many people requested a water feature of some sort such as a splash pad or pool. Other responses that were a common theme were the request for a focus on safety, and having the sheriff’s station staffed at all times. Many people are worried the proposed park may attract crime, fights, drugs and people without shelter.

Conceptual Designs
The design team has incorporated most all of the requested amenities within the conceptual designs. On July 22, staff presented the conceptual designs for Avenida De Benito Juarez Pocket Park to the Parks and Recreation Commission. Commissioners supported conceptual design option 2 due to the swings and water feature. Conceptual design options are included as Exhibit 1.

Staff seeks direction from City Council as to a preferred conceptual design. If there is no consensus on the proposed design options, staff seeks direction as to which amenities and design concepts the City Council would like to see incorporated into the park, and a preference for the elements currently depicted in the conceptual designs included as Exhibit 1. If a conceptual design is approved by City Council, the design team will begin work on development plans for the park, returning to the City Council with a final design and revised budget.

Luz Duran Park Improvements
On October 11, 2022, Assemblymember Tasha Boerner Horvath presented a ceremonial check to the City for $1,600,000 in grants from the State's Budget Act of 2022/23 (section 19.56) for funding for the Luz Duran Park Community Center and Sheriff' s Substation.

The State of California, Natural Resources Agency Department of Parks and Recreation, Office of Grants and Local Services (OGALS) administers the grants, which originated from a line item in the State of California Budget for fiscal year 2022/23. The grant performance period is July 1, 2022-June 30, 2026.

OGALS has clarified that if the city intends to demolish the existing building as part of the Luz Duran Park improvements, the project scope must be legislatively amended through approval from the Assemblymember. However, OGALS has confirmed that any modifications to the Luz Duran Park project will not impact the separate Sheriff’s substation project, as they are located in different areas.

Public Outreach
Two public workshops were held on October 20, 2023, and April 11, 2024. A feedback events summary is included as Exhibit 6. A survey was also provided to the community in both English and Spanish. The most requested items were gazebos (5), BBQs (5), new restrooms (4), benches/seating (9), and bike racks (4).

Residents also requested a variety of programs and services, including programs for seniors (4), a community tutoring center for children (2), and a children's center (2). In addition, there were requests for new amenities such as a splash pad/water park (5), a dog park (1), and a community pool (1). 08/13/2024 D3 3 of 29

Additionally, there was a three-question survey that was sent out for the City of Vista regarding the Luz Duran Park improvements. The first question asked whether the City should keep the existing building and parking lot and remodel for community use. The majority of people, 49 out of 85, voted yes to keep the building and would like to see it converted into a community center for youth, education, and sports.

Out of the 85 respondents who voted, 32 said that they do not want the City to keep the existing building.

Respondents were asked what the important options would be if the City was to demolish the existing building and parking lot to create a usable outdoor area. The overwhelming majority responded that restrooms were the most important option if the City was to create a usable outdoor area with the space.

Shade structures were the second most popular, with only 20 votes compared to the 28 votes of restrooms.

When asked if the survey takers had any other ideas for the building or space, many reiterated the want for a community resource area. Other ideas included a pool and water features, a place for art, and a community garden.

Conceptual Designs
The existing Sheriff’s substation shown in Exhibit 4 is being relocated. The design team has incorporated most of the requested amenities within the conceptual designs. On July 22, staff presented the conceptual designs for Luz Duran Park to the Parks and Recreation Commission. Commissioners supported conceptual design option 1 to demo the building and construct a new picnic pavilion and install a new prefabricated restroom. Conceptual design options and costs are included as Exhibit 5.

Staff seeks direction from City Council as to a preferred conceptual design. If there is no consensus on the proposed design options, staff seeks direction as to which amenities and design concepts the City Council would like to see incorporated into the park, and a preference for the elements currently depicted in the conceptual designs. If a conceptual design is approved by City Council, the design team will begin work on development plans for the park, returning to the City Council with a final design and revised budget.

Luz Duran Park Improvements
Community Feedback Events Summary
Luz Duran Park Workshop
April 11, 2024
•Convert the substation into a community center for senior citizens (bilingual focus). •Add windows to the substation so that people inside can watch the sports on the nearby field.
•Need better parking; add a parking structure.
•Replace the substation with open space.
•Substation should go away.
•Utilize the vacant lot across the street from the nearby 7/11 for parking. •If the bathrooms are to be remodeled, how safe will they be? Sometimes, there are issues with people drinking in the park. They want a security presence for their kids. •Keep the substation and have the Sheriff’s be present. •Utilize the building to offer tutoring to kids.
•Need security and cleaner bathrooms.
•Upgrade the bathrooms.
•Place BBQs in the rear of the property behind the substation. •Have something new on the property.
•More playground amenities at Raintree Park.
•More maintenance of the building.
