____________________________
Clerk/Secretary
Department: Recreation and Community Services Item No: D1 Prepared by:

Mike Pacheco, Recreation and Community
Services Director Meeting Date: August 13, 2024
Approved by: John Conley, City Manager Agenda Location: Discussion SUBJECT: OPTIONS FOR ADDING PICKLEBALL COURTS
RECOMMENDATION: Provide direction to staff regarding pickleball courts in the City.

CORRELATION TO CITY COUNCIL GOALS: Parks and Recreation.

PRIOR ACTIONS: None.

PRIOR PARKS AND RECREATION COMMISSION ACTION: On July 22, 2024, recommended to City Council Option 3: Convert Tennis Court #5 and Construct New Stand-alone Tennis Court at Brengle Terrace Park (Vote: 4-0, Abeyta, Loescher, Sterling-Randall abstained).

On January 28, 2019, recommended converting one tennis court to four pickleball courts at both Brengle Terrace Park and Thibodo Park (Vote: 6-0, Halus absent).

STATEMENT ON THE SUBJECT:

Background
According to the Sports & Fitness Industry Association's (SFIA) 2023 Sports, Fitness & Leisure Activities Topline Participation Report, tennis boasted 23.84 million participants nationwide, while pickleball saw a substantial following with 13.58 million players. The SFIA has conducted this annual survey since 2008, gathering data from a nationally representative sample of 18,000 respondents aged six and older through proprietary online panels.

Vista has seven tennis courts which is significantly less compared to neighboring cities, according to the chart below (Carlsbad: 29, Escondido: 17, Oceanside: 18, San Marcos: 13). Vista’s courts are experiencing high demand, driven in part by their convenient location for residents of nearby Carlsbad and Oceanside.

Additionally, Escondido and San Marcos lack dedicated pickleball courts with lights, offering only shared- use options that require players to bring their own equipment. This, coupled with the intense competition for court time, particularly in the morning, makes these alternatives less appealing. The chart further shows that neighboring cities are planning to construct new pickleball courts rather than convert existing tennis courts.

Location Intelligence and Foot Traffic Data
Placer.ai is a company that specializes in location intelligence and foot traffic data software. They provide insights into the physical world by analyzing anonymized location data from mobile devices. The City uses the software to help understand economic trends and attract new businesses. The tool can help businesses understand customer behavior and optimize store locations.

The Placer.ai reports are included in Exhibit 1 that analyzed foot traffic for pickleball and tennis courts from the past year. While Brengle Terrace Park saw 37% more tennis players (4,900) compared to pickleball players (3,100), pickleball players visited the courts significantly more frequently (average visit frequency:
pickleball = 6.18; tennis = 2.64). This resulted in approximately 55% more total visits for pickleball (20,100) compared to tennis (12,900). Additionally, pickleball players stayed longer, averaging 91 minutes compared to 71 minutes for tennis players.

The higher frequency of pickleball visits likely stems from the sport's open play format commonly adopted in Vista and neighboring cities. This format encourages social interaction as players rotate opponents, leading to more people using the courts at once.

The following chart highlights non-residents making up a larger portion of players at Vista's courts compared to residents. Brengle Terrace Park has 55% of non-resident usage and 70% of players at Thibodo Park are non-residents. This contrasts with courts in nearby Oceanside (Melba Bishop Park) and Carlsbad (Poinsettia Park), where less than 6% and 4% of players are Vista residents, respectively. 08/13/2024 D 1 2 of 21

New Pickleball Courts in Vista
Recently, the Tennis Club of Vista converted their courts and now have ten courts. The inclusion of pickleball courts in two future park sites are possible at the Vista Courthouse site (6 acres located on the north side of Breeze Hill Road adjacent to the County Complex) and at the Matagual Drive site (2 acres located at the corner of Matagual Drive and Hacienda Drive). The projects are presently in the community engagement phase of the park planning process.

Parks & Recreation Commission Recommendation
On July 22, 2024, after discussion and hearing various public comments, which included pickleball and tennis support, the Parks & Recreation Commission recommended Option 3 to the City Council: converting Tennis Court #5 at Brengle Terrace Park into four pickleball courts and constructing a new standalone tennis court (in the parking lot next to basketball courts/Jim Porter Recreation Center — please reference Exhibit 2).

Public comments were also made regarding pickleball use at Thibodo Park. Some Vista residents voiced concerns about noise levels from the pickleball courts, with some homes located as close as 150 feet away, as detailed in Exhibit 3. Additionally, conflicts between pickleball and tennis players were reported, including incidents of pickleball players using the entire tennis court or walking through during play, creating safety hazards.

To mitigate such issues, recent guidelines recommend constructing standalone pickleball courts and situating them at a minimal distance from residential areas. For instance, Carlsbad has approved eight standalone pickleball courts at two separate parks, each positioned between 300 and 350 feet from nearby homes.

The commission evaluated three options to address increasing pickleball demand at Brengle Terrace Park:
• Option 1: Convert Tennis Court #5 to Four Pickleball Courts (Estimated cost: $40,000, Duration:
6 months)
o Benefits: Alleviates peak usage, adjacent to existing pickleball courts. o Drawbacks: Loss of a tennis court.
• Option 2: Construct Four New Pickleball Courts (Estimated cost: $880,000-$920,000, Duration:
18 months)
o Benefits: Alleviates peak usage.
o Drawbacks: Higher cost, not adjacent to existing pickleball courts. 08/13/2024 D 1 3 of 21

Option 3: Convert Tennis Court #5 and Construct New Tennis Court (Estimated cost: $920,000- $960,000, Duration: 6 months for pickleball, 18 months for tennis) o Benefits: Alleviates peak usage, provides a quieter tennis court. o Drawbacks: Higher cost.

Staff is seeking direction on pickleball court options in the City.

FISCAL IMPACT: There are no pickleball or tennis court projects that are currently dedicated for funding.

While the City has approximately $9.4 million in park development funds, City Council approval is required for allocating these resources. Staff would return to City Council to allocate funding based on City Council's direction. Additionally, grant applications could be pursued, however, this would likely delay the project timeline.

Dear Vista City Council,
First of all, THANK YOU VERY MUCH for adding some much needed pickleball courts at Brengle. I promise you, you will have happy voters and it will not go to waste! I don't understand the parks committee's recommendation. There is no reason why the city has to turn the parking lot near the basketball courts into a single stand-alone tennis court.

They have plenty of tennis courts that are never used. What a waste. Just give us pickleballers one single tennis court, BIG DEAL. It's just ONE!!! It will go to good use, every single day. But it's ridiculous to spend all that money for a tennis court that won't be used on a parking lot that is sorely needed. We NEED that parking for Moonlight events and the basketball court and frisbee golf.

Thanks again for adding the pickleball courts. There is a HUGE wait every morning for games, I can get on Space Mountain faster than I can get a game on a Saturday at Brengle. We are honest, healthy, happy tax paying citizens and Brengle is impacted and sorely needs to expand. Thanks for keeping up with Carlsbad, I can spend my money at Black Rock or Big Jim's instead of all those Carlsbad shops in search of open courts. We appreciate it! Jenn Dawson

Hello,
I live in Vista and I play pickleball once a week at Brengle. The tennis courts are usually only half full. I support converting tennis courts into pickleball courts and I also suggest that more benches or seating is provided.

Honorable Vista City Council members,
Please forgive my physical absence tonight. An obligation has prevented me from repeating the request that I made orally at the Parks and Recreation Commission's Aug. 24 meeting. My request, then and now, is that Vista significantly increase its Pickleball courts.

I applaud the thoroughness of the written staff report that was presented to the commission. It failed, however, to relay several key facts. Pickleball has been America's fastest -growing sport for each of the past three years. It will likely reach that same milestone this year The sport now has nearly 14 million players nationwide. Participation has grown 223.5% since 2020, according to a sports and fitness industry annual report. It is a magnet for all ages and incomes. There is a spry woman in her 90s who holds her own at the Brengle Terrace courts.

High school and college Pickleball teams are forming, and pro teams from about 12 cities crisscross the nation to pay televised matches. Before long, Pickleball will be an Olympic sport.

The 2023 USA Pickleball National Championships attracted nearly 3,500 registered players and 50,000 attendees over several days. Over 2.6 million people watched some or all of the 20 hours of play that ESPN broadcast from Brookhaven Country Club in Farmers Branch, Texas.

Thus, it is clear that the explosive interest in Pickleball is unlike any anything the recreation industry has witnessed for generations. It can also be argued that Pickleball can be an economic development tool. Fitness invigorates a city. Friendships and connections strengthen a city.

I am proof Pickleball can be an economic development tool. I live just outside Vista city limits, and I play at the public courts in Fallbrook and Vista. I am also active at the senior centers and libraries of both communities.

When I play Pickleball in Vista, on the way home I'll often get gasoline, pop into Alberston's grocery, browse at Goodwill, or wander into that decadent French bakery. When that happens, Vista and its citizens reap the sales taxes from my purchases. The city then uses those sales tax revenues to provide police and fire protection, code enforcement and other vital services to Vista residents.

When I play Pickleball in Fallbrook, I spend my money there and the county collects my sales taxes for its use across its vast jurisdiction.

Fallbrook is my top choice for Pickleball, as the off -the -court wait time is typically just a few minutes. In Vista, I've had to wait 38 minutes between games at peak times.

I partially applaud the Parks & Recreation Commission's Option 3 recommendation, but I worry that's too little too late. Option 3 will keep everyone happy for now, and the Pickleball issue can be squarely addressed when Vista updates its parks master plan.

But there is a short-term option available to Vista.

In Fallbrook, roll -out nets are used to turn one tennis court into two Pickleball courts. Other sets of the same type of nets, can be used to likewise convert the second tennis court into two more Pickleball courts. Thus, it is easy for users to convert two unused tennis courts into four busy Pickleball courts. Top -of -the -line roll -out nets sell for less than $500 each on the internet.

If I had to estimate, I would say that Pickleball players use the Fallbrook public courts about 85% of the times they are open. It seems just a smattering of tennis players use those same Fallbrook courts any more.

I ask that increasing Vista's Pickleball courts become a key recreational objective of the city.

Thank you, Tim O'Leary

To whom it may concern,
My name is Carter Vencill and this is my 2nd time entailing on this subject pertaining to the tennis and pickleball courts at Brengle Terrace park.

I believe that tennis and pickleball can coexist and should be able to get along without taking space from each other. Racket and paddle sports are a brotherhood we should embrace.

I also believe that the city comisioners made the correct decision in the last meeting to go with option 3. To hum tennis courts 5 into 4 pickleball courts and the create a new tennis court in the parking lot.

I spoke at the previous meeting and I want to thank everyone for hearing me out. I want to please ask the pickleball people to please remember tennis and I ask for unity.

Thank you,
Carter V

We would like the council to authorize converting tennis court 95 to 4 pickleball courts immediately, with NO attached condition relating to any future new tennis courts.

Today we had 29 players at 7:45 AM, Then it got busy, as more showed up. No one playing tennis.

Attached are some past comments/notes, along with a picture of paddles waiting to play.

Thank you,
Gary Duffield

Dl: Optiors For Adding Mcdeball Courts M Brengle Terrace Park Date:

Tuesday, August 13, 20249:12:28 AM
ISome people who received this message dent often get email from-_ I earn why this is imoortao
I Support the option to convert tennis court k5 to pickleball courts and construct a new stand-alone tennis court at Brengle Terrace Park near the basketball courts. I don't support converting open areas to courts. I also support adding more pickleball courts around the city at other parks so we have more options and are more in line with what other cities have.

Thankyou,
Anne McDonnell
