RECOMMENDATION: Adopt City Council Resolution No. 2024- , establishing parking restrictions on Huff Street.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On August 12, 2008, adopted City Council Resolution No. 2008-160, establishing “no parking” zones on the east side of Huff Street from the driveway entrance to 1661 W. Vista Way to a point 50 feet northerly, and on the north side of W. Vista Way from Huff Street to a point 215 feet easterly (Vote:
5-0).
On February 26, 2008, adopted City Council Resolution No. 2008-36, establishing a “no parking” zone on the east side of Huff Street from W. Vista Way to a point 150 feet northerly (Vote: 5-0).

PRIOR TRAFFIC COMMISSION ACTION: On July 3, 2024, approved establishing parking restrictions on Huff Street (Vote: 5-0, Commissioner Burtner Absent, One Vacancy).
STATEMENT ON THE SUBJECT: The City has received a number of complaints from surrounding businesses about people living in their vehicles on Huff Street, just north of W. Vista Way. People sleeping and living in their vehicles can cause issues such as noise, littering and loitering.
The Vista Municipal Code has a provision against sleeping in vehicles on public streets. However, the sleeping activity normally occurs at night and requires Sheriff’s Deputies to enforce, which places additional strains on the limited enforcement resource at night. In addition, the City has implemented a safe parking program to provide a place for individuals to safely sleep in their vehicles overnight in the Civic Center parking lot. Therefore, it is recommended to implement parking restrictions on this segment of Huff Street as detailed below and shown in Exhibit 3.

2.Establish a no parking from 2 AM – 6 AM zone on the west side of Huff Street between W. Vista Way and a point 220 feet to the north.
3.Allow parking on the north side of W. Vista Way between Huff Street and a point 230 feet to the east.
4.Establish a no parking from 2 AM – 6 AM zone on the north side of W. Vista Way between Huff Street and a point 230 feet to the east.
Surrounding businesses were contacted as part of this review and accommodations for employee parking have been incorporated where feasible. The adjacent properties have also been notified that this proposal will be on the August 13, 2024 City Council meeting agenda. Exhibits 4 and 5 show a map of the notified properties and the notice sent to the properties.
FISCAL IMPACT: The cost to install ten new signs is estimated at $4,000. Sufficient funding is available in the Fiscal Year 2024/25 Operating Budget in the Gas Tax Street Maintenance Special Department Expense Traffic Sign Supplies account (no. 1060410.531500.00090). This is not a General Fund account.

RESOLUTION NO. 2024-
A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, ESTABLISHING PARKING RESTRICTIONS ON HUFF STREET
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Section 22507 of the California Vehicle Code authorizes local agencies to prohibit or restrict parking along streets and portions thereof.
B. On July 3, 2024, the City of Vista Traffic Commission recommended establishing parking restrictions on Huff Street.
2. Action.
A. Establish a no parking zone on both sides of Huff Street between W. Vista Way and a point 750 feet to the north with the exception of the segment on the west side between W.
Vista Way and a point 220 feet to the north;
B. Establish a no parking from 2 AM – 6 AM zone on the west side of Huff Street between W. Vista Way and a point 220 feet to the north; C. Allow parking on the north side of W. Vista Way between Huff Street and a point 230 feet to the east; and
D. Establish a no parking from 2 AM – 6 AM zone on the north side of W. Vista Way between Huff Street and a point 230 feet to the east.
E. The City Traffic Engineer is directed to install signs, markings, and other devices as reasonably necessary in accordance with current California traffic engineering standards.
F. All previous determinations or declarations of the City of Vista in conflict herewith are repealed and rescinded.

Subject: Parking Restrictions on Huff Street
Dear OWNER/OCCUPANT
The City received a complaint about people living in their vehicles and causing issues such as noise, littering and loitering on Huff Street. Therefore, the City is recommending the following parking restrictions. Please also see attached exhibit.
1.Prohibit parking on both sides of Huff Street north of W. Vista Way up to where the Waterleaf Apartments begin, with the exception of the segment adjacent to Coast Equipment Rental.
2.Prohibit parking from 2:00 a.m. to 6:00 adjacent to Coast Equipment Rental.
3.On the north side of W. Vista Way, adjacent to 1661 W. Vista Way, allow parking but prohibit it between 2:00 a.m. and 6:00 a.m.
These parking restrictions require the approval of the Traffic Commission and City Council. The proposal was approved by the Traffic Commission on July 3, 2024. The proposal will be presented at the City Council meeting on Tuesday, August 13, 2024, at 5:30 pm. This is a public meeting that is open to the public.
The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City’s website, www.cityofvista.com , by Wednesday, August 7, 2024.
