SUBJECT: EXCESS CANNABIS REVENUE SCHOLARSHIP PROGRAM
Discussion
RECOMMENDATION: Adopt City Council Resolution No. 2024- , amending the Operating Budget for Fiscal Years 2023/24 and 2024/25.

CORRELATION TO CITY COUNCIL GOALS: Public Safety, Parks & Recreation, and Economic Development.

PRIOR ACTION: On November 14, 2023, adopted City Council Resolution No. 2023-202, amending the Operating Budget for Fiscal Years 2023/24 and 2024/25 and amending the Capital Project Budget for Fiscal Years 2022/23 and 2023/24 (Vote: 5-0).

On November 15, 2022, adopted City Council Resolution No 2022-172, amending the Operating Budget for Fiscal Years 2021/22 and 2022/23 and amending the Capital Project Budget for Fiscal Years 2022/23 and 2023/24 (Vote: 5-0).

See Exhibit 2 for a complete list of prior actions.

STATEMENT ON THE SUBJECT: Beginning in 2021, the City Council allocates excess cannabis revenue for special projects each Fall. One of those projects has been a scholarship program to enable youths to participate in sports leagues and other extra -curricular activities. The initial program was set up as a grant program in which nonprofit organizations could apply for up to $10,000 to cover enrollment fees and related costs for Vista youth. The program was significantly underutilized and staff recommended changing the program the following year to allow individuals to apply directly for scholarships and to expand the scope of the program. In its current iteration, income eligible Vista residents under 25 years of age may apply for up to $1,000 in 12-month period for scholarship funds to participate in recreational or other enrichment activities. Multiple scholarships may be awarded to an individual, but the aggregate total over a 12-month period may not exceed $1,000. Scholarship program guidelines for this fiscal year are included as Exhibit 4 for reference. Funds may be used to cover the costs of registration fees and supplies. Examples include, but are not limited to: registration fees for sports leagues, dance classes, art instruction, music training, camps and other summer programs (including Wave Waterpark passes), tutoring, test preparation courses, and equipment (i.e. bat, gloves, cleats, rackets, uniforms, protective gear, costumes, special shoes, art supplies, instruments). Funds may also be used for specialty clothing or shoes needed for a job or job training program. The recreational or enrichment activity must be with a Vista organization/business (non-profit or for -profit) and equipment purchases are made with Vista businesses or online so that the City receives the sales tax benefit.

ACTION: Approved above recommendation, adopted City Council Resolution No. 2024-141. Vote: 5-0 CIerWSecretary j

MEETING DATE: August 13, 2024 PAGE 2
SUBJECT: EXCESS CANNABIS REVENUE SCHOLARSHIP PROGRAM
Staff began accepting applications from individuals on May 1, 2023. A total of 64 scholarships, totaling $33,167, were awarded by June 30, 2023. The scholarship program's popularity quickly grew and staff proposed doubling the amount of funds available for scholarships when excess cannabis revenue was next discussed by the City Council. In November, 2023, City Council appropriated a total of $771,798 to the scholarship program, including funding for a staff position to help run the program, which added $205,678 to the unexpended scholarship funds from the previous allocation. Between July 1, 2023, and June 30, 2024, the City provided a total of $773,412 in scholarships to 2,200 youth. An additional $46,116 was spent on staff time (covering mid -February through June).

In mid -May of 2024 staff had a significant backlog of applications and concerns about the amount of funding still available. The program was put on hold through June 2024 to enable staff to catch up and monitor funding availability. During this time, staff made some minor changes to the program in anticipation of the next fiscal year. Changes included: 1) a modified application form, 2) required proof of Vista residency, 3) the 12 month period of eligibility will be based on the fiscal year (rather than when the person applied), 4) quarterly pauses in accepting applications to enable staff to catch up on processing applications and determine funding availability (applications are accepted in July/August, October/November, January/February, and April/May), and 5) funds will be divided up by quarter to ensure that there is roughly equal funding available throughout the year.

Staff determined the level of funding available and restarted the program on July 1, 2024. When staff reopened the application process there was an overwhelming response with 258 applications received as of July 17. A total of 225 applications (totaling $160,790) were approved or determined to be complete as of July 17, at which time staff stopped accepting applications based on funding availability. The remaining 33 applicants were informed that funding is not currently available, but that their application would be kept on file in the event that funds do become available. Staff posted information on the website and contacted major vendors to inform them that the program is currently on hold.

Based on the response in early July and the increasing popularity of the program throughout Fiscal Year 2023/24, staff estimates that requests of $250,000 or more will be received each quarter. Staff is requesting that unspent excess cannabis revenue be reallocated to the scholarship program to cover $46,636 worth of scholarships already requested (applications deemed complete or currently on hold), $65,914 for additional scholarships for the current quarter (July -September, to cover programs whose registration opens in August; scholarship amounts may need to be limited to $500 if there is an influx of applications), $250,000 for the next quarter (October -December), and $54,782 for staff time to maintain the program through the end of the calendar year. Staff anticipates bringing an item to allocate 2023/24 excess cannabis revenue to the City Council on November 12, 2024; funds allocated to the scholarship program will be used in calendar year 2025.

Staff proposes utilizing unspent excess cannabis revenue from various projects to enable the scholarship program to continue through the end of the calendar year. A total of $199,680 is available in account number 0010200.531500.YECR, Youth Cannabis Prevention/Intervention Services. Utilizing these funds for individuals to participate in positive activities is an evidence -based prevention and intervention strategy, thus still meeting the intent of the program. Prior to receiving State grant funds, the City Council allocated $100,000 for a cannabis social equity study (0010145.521000.YECR). The equity assessment is complete and these funds are no longer required. A total of $20,000 was allocated to 010145.531500.YC23B, Performing Arts Shows; this program has not yet been implemented. The program was intended to be similar to the scholarship program, but with limited funding the requests would likely greatly outnumber the amount available. Staff believes it would be better to roll these funds into the scholarship program to provide youth with the opportunity to participate in a longer duration program. After 08/13/2024 D4 2 of 22

SUBJECT: EXCESS CANNABIS REVENUE SCHOLARSHIP PROGRAM
speaking with the Sheriff's Office Crime Prevention Specialists, staff learned that the vast majority of Crime Prevention Through Environmental Design (CPTED) assessments conducted are for larger businesses and funding to implement recommendations is not needed; $20,000 is available in account number 0010200.531500.YC23E. Staff recommends reducing funding in account number 0010200.531500.YC23B, Domestic Violence Services, by $50,000. The remaining $200,000 will be used to support domestic violence services. Staff also recommends reducing account number 0010200.531500.YC23A, Prevention Education Programs, by $22,652; the remaining $227,348 will be used as originally planned. Staff purchased 200 gun locks for the Sheriff's Office to distribute; 178 are still available. Staff recommends reducing account number 0010200.531500.YC23D, Gun Locks, by $5,000.

Remaining funding ($5,234) would cover the cost of 400 additional gun locks.

The scholarship program through the City of Vista has been a lifeline for youth sports, especially in the wake of COVI❑-19. Without this program, our league might not have survived. The program has supported numerous families in need, including mine. With the high costs of rent, mortgages, property taxes, and water bills in Vista, most of our income goes toward essential expenses, leaving little for extracurricular activities like sports.

The scholarship program has enabled my children to participate in football, cheer, and wrestling —opportunities they wouldn't have had otherwise. Many families in our community are in a similar situation, struggling to afford the costs associated with youth sports. My children, and Foster children who attend both Vista unified schools and high schools, benefit greatlyfrom these programs. Without the financial assistance provided by the scholarship program and donations, many families would not be able to afford these activities.

Currently, we have several children whose parents cannot afford to pay for sports.

Without the scholarship program's support, these kids might have to miss out. We are actively seeking other sponsorships, but many businesses are also struggling and unable to provide donations. The continued support from the City of Vista's scholarship program is crucial. We urge the community and potential sponsors to consider contributingto this invaluable program to ensure all children have the opportunity to participate in sports, regardless of their financial situation.

I am in a very unique situation regarding the scholarship program as a third party vendor for the city. i9 Sports operates both the summer and winter City of Vista basketball programs. 30% of the revenue is shared with the city from these programs. l can tell you countless new participants in both programs have joined over the last year utilizing the scholarship grants. Without them these acids would not be able to play. I know these families and countless more would be devastated to tell their youngsters they can't play in future seasons now. We hope there is a solution and more funds for these families can be found.

Hello,

As you already know, The City of Vista has stopped the youth scholarship program for the time being. our department is planning ongoing to the city council meeting on August 13th to propose a temporary increase in the youth scholarship budget to help at least cover some of the costs of the program.

Currently, there are some applicants who may have applied for your programs but are currently on hold because we do not have enough money to cover their costs. I will reach out to you to let you know who these people are so you can help them if necessary. We are in the process of reaching out to the individuals to let them know of this situation.

Because of this situation, we are looking for some help to convince the council to approve a temporary budget increase for the scholarship program. For testimonials what I am asking of you is, if you desire, to turn into me a written testimonial of how this program has affected your business and your customers. If you have 1 or 2 customers who want to write a testimonial on their own behalf, sharing their story of how the scholarship program has affected them, then that is fine too.

Testimonials are completely optional so no need to write one if you do not want to.

Testimonies must be turned into me no later than Thursday, August 1 st in orderfor us to include it in the council agenda.

Please reach out to me if you have any questions.

Thank you.

To whom in may concern,
I want to thank the City of Vista and anyone else that was involve in this scholarship opportunity. This takes a large burden off my back and I am truly grateful. My son is very passionate about sports and staying active; and the years prior was a hardship for me. I do not want to tell him he cannot play sports because I cannot afford it I truly believe that sports helps individuals become team players, stay healthy, and keep them out of trouble. I only wish I had the same opportunities when I was his age. Again, thank you on behalf of my family for the assistance.

Will this opportunity be available next year?

To Whom It May Concern:

First, I'd like to thank the City of Vista for providing scholarship opportunities to the youth of Tiffiny's Futbol Club. By doing so, the City contributes to the wellbeing of our communities, our families, and our youth.

My son plays on one of the Tiffiny's teams and I am also the Team Manager of his team. In my capacity as both mom and Team Manager, I've seen firsthand the emotional relief the financial assistance the City of Vista provides to the parents of the boys and girls who play soccer at Tiffiny's.

The boys and girls who play on the teams have a genuine love for the sport and a passion to excel. Thanks to the City of Vista's financial assistance, they are able to continue to play the sport they love without causing a financial strain on their family members. implore the City of Vista to continue to provide financial assistance to the family members whose youth participate in Tiffiny's Futbol Club. Our communities, families, and youth thank you for your time and consideration.

Sincerely,
ffi

To
City of Vista
To the City of Vista,
My name is Rubiely Maldonado. I am a coach at Tiffiny's Futbol Club, and I also help the club as they are growing a lot. The impact that the scholarships has had on our kids has been huge.

One scholarship, means one opportunity for one player, to have the experience to play soccer, exercize, stay away from electronic devices and its an opportunity to learn a sport that can teach many life skills.

Our community is mainly low income; therefore, there are many times where families have three kids and they have to pick only one sibling to play because they cannot afford to pay for all of their kids. The scholarships have given many kids the opportunity to be introduced to soccer and it has given other kids the opportunity to advance to a competitive level, which becomes more expensive as they become high level players.

In this letter I ask for you to keep considering the scholarships for our kids and possibly extend the opportunity for more kids to play. The City of Vista has become a major contributor on buiding great athletes at out club. From the bottom of my heart I thank you for impacting the lives of our kids with your help.

Sincerely,

To whom this may concern.

My name is Blanca I have two sons; . is 10 years old playing at Tiffiny's Soccer Club. My other son is . he is 8 years old and he wants to be like his big brother but he is a striker.

As sole provider in my family the City of Vista has helped me so much financially to be able to give my kids the resources and time for them to reach and accomplish their dreams of playing soccer. I want to thank the City of Vista for this great opportunity and I hope that it continues to help me and others that I know that are also in desperate need of these resources. The scholarship has changed mine and my children's lives. A huge weight has been lifted from my shoulders without also having my children see me struggle on a daily basis trying to figure out what they are able to do or not because I would have to choose what I can pay for soccer registration wise, but with the city's help I am able to cross that off my budget list and be able to enjoy them achieve their dreams without the worry of how am I going to pay for majority of both of their requirement to continue playing soccer.

I also want to thank Tiffiny's Soccer Club for opening their doors to us with so much love and support. Everyone that I have met while being part of this league is amazing people. They make me and my children feel like we are family. All the coaches are great and I love the fact that they have the opportunity for Peter to be in a goalkeeper practice to better himself for such a tough position and that he has progressed so much because of Tiffiny's.

I only hope that me and my children will be able to continue participating in soccer with Tiffiny's with the help Of The City of Vista scholarships that have helped me tremendously.

I wanted to give a thank you from the bottom of my heart to The City of Vista and Tiffiny's Soccer Club.

Thank you,
Blanca

Dear Members of the Scholarship Committee,
I am compelled to write this letter to express my appreciation for the City of Vista's scholarship program. As a youth soccer coach, I have seen firsthand the remarkable impact these scholarships have on our young athletes.

The scholarships have enabled many children, who would otherwise be unable to participate, to join our soccer programs. These opportunities have provided them with more than just athletic training, they have fostered essential life skills such as teamwork, discipline, and perseverance. These skills translate into improved academic performance and behavior, as many of our scholarship recipients have shown significant progress in their studies and personal lives.

Furthermore, being part of a soccer team has given these children a sense of community and belonging. For those facing various challenges, soccer offers a supportive environment where they can build self-esteem and confidence.

In summary, the scholarships awarded by the City of Vista are invaluable investments in our youth. They promote physical fitness, mental well-being, and personal growth. I strongly advocate for the continuation and expansion of this program, as it truly makes a difference in the lives of our children.

I cannot express with words how grateful we are for your ongoing support and commitment to our young athletes.

Scholarship Amounts: Qualifying individuals are eligible to receive up to $1,000 in scholarship funding in a 12-month period. The 12-month period starts July 1, 2024, and ends June 30, 2025. Multiple scholarships may be awarded to an individual, but the aggregate total over a 12-month period may not exceed $1,000.

Fully Completed Application: When filling out the scholarship application, the applicant must fill out all the necessary information for the application to be accepted. The main/necessary information consists of: filling out all of the applicant and/or parent/guardian information, indicating income category on the income eligibility chart, giving a brief description of the program/activity/item requested along with the amount and link to website that shows the program/activity/equipment, totaling the dollar amount requested along with the program start date, program/activity/business contact information, and attaching with the application proof of residency and a cost back-up/registration form/quote of the desired program/activity/equipment, and then signing and dating the application at the end. There could be information that is repetitive/unnecessary for an applicant's personal situation (such as not having contact info for an organization because the applicant is just requesting equipment). In these cases, best practice is to list any blanks as "N/A" as it indicates that the applicant saw the requested information, but determined it was not necessary for their application to be properly processed.

Proof of Residency: Scholarship applications must have attached to them, a document that proves Vista residency. Common proof of residency documents are: utility bills, paycheck/paystub, school records, cell phone bill, health insurance card, voter id card, etc. If not given at the time the application is turned in, the application will be considered incomplete and put on hold and the applicant or parent/guardian will be contacted by staff for city staff to receive the necessary document(s) Cost Back-Up/Registration Form/Quote: The applicant must provide the city with documentation showing the requested program, activity, and/or equipment. Generally, this document will show the cost of the requested program/activity/equipment, and this should match up with the information the applicant requested on the application. The cost back-up/registration form/quote should be turned in along with the application. If not, the application will be considered incomplete and put on hold and the applicant or parent/guardian will be contacted by staff to receive the necessary document(s).

Eligible activities: Scholarship funds are intended to provide young people with the opportunity to participate in recreational or other enrichment activities and may be used to cover the costs of registration fees and supplies. Examples include but are not limited to: registration fees for sports leagues, dance classes, art instruction, music training, camps and other summer programs (including Wave Waterpark passes*), tutoring, test preparation courses, and equipment (i.e. bat, gloves, cleats, rackets, uniforms, protective gear, costumes, special shoes, art supplies, instruments). Funds may be used for specialty clothing or shoes needed for a job/job training program. Please note: taxes and shipping costs for equipment and/or eligible activities will be factored in with the scholarship payment.

The recreational or enrichment activity must be with a Vista organization/business (non-profit or for - profit). Equipment purchases will be made with Vista businesses or, if not available, online at one of our approved online vendors [listed below], so that the city of Vista receives the sales tax benefit. Proof of class or activity registration must be attached to the application even when using the scholarship for equipment purchases only. Exceptions may be made with City Manager approval or their designee.

ISome people who received this message Joint often get email from- I Pam why this Is mean
Dear Vista City Council Members,
Thank you for your time and the opportunity to speak on my behalf of the Cannabis Tax on Scholarships. My name is Taniah Worthy, a current resident of the City of Vista, speaking on behalf of the North County NAACP Youth Council. Although at this moment I am across the country, in my first year of attending Howard University in Washington DC, majoring in biology. Howard is one of the top private Historically Black Universities in the nation. Howard is known for producing many Black Doctors, Lawyers, Dentists and Businessmen and Businesswomen. Which is huge because Black people are not dominant in those industries. For me specifically I would like to be a Pediatrician, and being Black as well as a Black Female it will be a challenge being that there is less than 10 percent of Black Doctors in the US. In order to pursue my career I would need the best resources and mentors to guide me along the way and I truly believe this is what Howard will offer me. I was appealed to the University although the only thing that was deterring me was the annual cost of attendance at $59,000.00 per year. Even though I do come from a two parent household with an income over $1001000/year, this is an expense that can holy burden my family. Being that the cost of living is already very expensive in California as well as not receiving any financial aid. Adding on another fee of attending college can cause stress and even debt in my family. This is when I began to look for local scholarships. Over my senior year of high school I have earned many scholarships such as the North County African American Women's Association Scholarship, The City of Oceanside's Dr. Martin Luther King Junior Scholarship, the Costal Community Foundation Scholarship, and the Delta Sigma Theta Scholarship. These scholarship are truly beneficial to my academic career as they will help pay for my education. Also even going toward things you have to buy for your dornr such as food, bedding, lamps, school supplies, clothes, shoes and etc. Which can add a large amount of hundreds or even thousands of dollars on top of that annual cost. So I support the Cannabis tax on scholarships. Like me many other students may rely on scholarships to help pay to receive the best education/ resources they can get in order the purse their career and make a difference in other lives. Once again thank you for your time and the opportunity to speak on this matter.

Sincerely,
Taniah Worthy

[Some people who received this message don't often get email from . Learn why this is important at https://aka.ms/LeamAboutSenderldentification ] Hello,
My name is Rayvel Hall, and I am apart of the North San Diego County Youth Council of the NAACP. I currently am a student at Prairie View A&M University. This past school year, my high school senior year, I was chosen among a select few to be awarded the MLK Scholarship in Oceanside, California. As a high school student, it's hard to grasp how different college is, in terms of education level, personal standards, and responsibilities, as well as financial independence. In my situation, I am having issues with financial aid and other finance related things, due to the fact that there are so many students at my university. Thankfully, I have the MLK scholarship that I am able to lean on whenever I need it. I believe that the bill that will implement cannabis taxes and direct the collected money towards scholarships is an amazing idea, which would allow students to be able to find more scholarships like the MLK scholarship that will allow students to have financial confidence within themselves whenever they decide to go college or trade school.
