TO SPEAK ON AN ITEM ON THE AGENDA: Speakers are allotted three minutes to address the Committee.
Speakers may only speak on an item once.
In person - Fill out a speaker slip with the number of the Agenda Item you want to address and give the speaker slip to the Clerk/Secretary.
Via Zoom - Join Zoom via desktop computer/cell phone app or telephone (see instructions above). If you would like to speak on an item, use the “Raise Hand” option on the desktop/phone app or press *9 on your telephone when instructed to do so. Members of the public will not be shown on video; they will be able to watch and listen and to speak when called upon.

Oral comments will also be accepted by leaving a message at 760-643- 2815. Please include your name and the spelling, as well as the item number or title of the item you wish to speak about. All comments received by 4:00 pm the day prior to the meeting will be emailed (voice messages will be summarized) to the Committee members and included as an “Add to Packet” on the City’s website prior to the meeting. Please note, comments will not be read at the meeting.

RECOMMENDED ACTION: Approve the June 20, 2024 meeting minutes.
DISCUSSION
D1. Implementation of City Council Resolution 2023-140 RECOMMENDED ACTION: Receive a report from the COPPS unit on implementation of Resolution 2023-140 directing enforcement of Vista Municipal Code Section 9.20.020(B) (total ban on camping) in conjunction with offering services and/or shelter when available.
D2. Vista Housing Innovation Pilot Program RECOMMENDED ACTION: Discuss the Vista Housing Innovation Pilot Program in support of the Home Share strategy of the strategic plan.
D3. General Homelessness Updates RECOMMENDED ACTION: Discuss recent activities related to the Strategic Plan to Address Homelessness.
