1. Adopt City Council Resolution No. 2024- , awarding a contract to REC Consultants, Inc. for professional engineering design services for sewer capacity improvements (CIP Nos. 8381 & 8382).
2.Adopt City Council Resolution No. 2024- , amending the Capital Project Budget for Fiscal Years 2024/25 and 2025/26.
CORRELATION TO CITY COUNCIL GOALS: Routine operational item not corresponding to a specific City Council goal.
PRIOR ACTION: On June 11, 2024, adopted City Council Resolution No. 2024-86, adopting a Capital Project Budget for Fiscal Years 2024/25 and 2025/26 (Vote: 5-0).
STATEMENT ON THE SUBJECT: In August 2017, the City of Vista and Buena Sanitation District adopted a Sewer Master Plan (SMP) update prepared by HDR Engineering, Inc. The SMP update includes hydraulic modelling results of the entire collection system and identified pipe segments with capacity deficiencies in both the existing peak wet weather and build-out peak wet weather conditions, including the two areas that are the subject of this design contract. The design consultant will provide two complete sets of construction bid documents to allow the projects to be bid for construction independently or together at the City’s discretion.
Project CIP 8381 is the continuation of a previously constructed capacity project that replaced and upsized sewer infrastructure to the east along W. Vista Way. The project will connect to the previously constructed improvements at W. Vista Way at Nettleton Road and will continue to the south across (under) the SR-78 freeway, through Hacienda Drive, and extend south on Via Centre. The capacity analysis of the approximate 625-foot existing 10” and 12” sewer mains show a potential for surcharge in existing peak wet weather high flow conditions. Due to the depth of sewer mains and complexity of crossing a major freeway, it is anticipated this project will require a trenchless method of construction to cross the freeway and permitting through CalTrans.

SUBJECT: CIP 8381 & 8382 SEWER CAPACITY UPGRADES – AWARD OF DESIGN CONTRACT Project CIP 8382 is located at South Santa Fe Avenue/Civic Center Drive and includes the upsizing of an 8” sewer main with an existing known capacity concern within the intersection of South Santa Fe Avenue and Civic Center Drive. This existing segment of pipe is concrete encased as it traverses under a large concrete box culvert. Additionally, the project will upsize an approximately 715-foot segment of 8” sewer main to the east that is anticipated to have a capacity concern in the future. Due to private property and easement concerns, this section of pipe will likely be relocated within the South Santa Fe Avenue right-of- way, depending on utility conflicts.
On June 10, 2024, staff issued a request for proposals (RFP) for professional engineering design services for sewer capacity improvements (CIP Nos. 8381 & 8382). The RFP was posted on the City of Vista’s website and the City’s electronic procurement portal, OpenGov. The following firm responded to the RFP:
Firm Office Location
REC Consultants, Inc. San Diego, CA

Based on staff’s evaluation of the RFP response, staff recommend the selection of REC Consultants, Inc. to provide professional engineering design services for sewer capacity improvements (CIP Nos. 8381 & 8382)
FISCAL IMPACT: The contract has a ceiling of $238,490 over a two-year term with an option to extend it up to an additional two years. Approval of this staff recommendation will also amend the Capital Project Budget by appropriating $45,000 to CIPs 8381 and 8382 from Sewer Fund Balance to fully fund the design contract with REC Consultants, Inc.

REQUEST FOR PROPOSALS
CIP 8381 – VIA CENTRE AND CIP 8382 – S. SANTA FE AVE
I. INTRODUCTION
The City of Vista is soliciting proposals from qualified professional engineering firms (Consultant) to provide design surveying, geotechnical investigation, engineering design, permitting, and a complete set of design drawings, specifications, and cost estimates for two sewer capacity improvement projects in the City of Vista. CIP 8381 is to upsize an approx. 685’ long sewer located on West Vista Way, crossing CA SR-78 to Hacienda Dr., and continuing through Via Centre. CIP 8382 is to upsize and/or relocate an approx. 750’ long sewer located on South Santa Fe Ave. at the intersection of Civic Center Drive.
This RFP includes a description of the proposal requirements, criteria for selection, and the scope of services to be provided by the Consultant.
All interested firms must have sufficient, readily available resources in the form of trained personnel, support services, specialized subconsultants, and financial resources to carry out the work without delay or shortcomings.
All Consultants must create an account on the City’s Electronic Bidding System, OpenGov Procurement to submit a proposal. Consultants can register using the ‘Sign Up’ link at the top of the page at:
https://procurement.opengov.com/portal/cityofvista
Once registered, Consultants must download this solicitation in order to appear on the Bidder’s List as a “Prospective Bidder.” Consultants that fail to specifically download this solicitation will not appear on the Bidders’ List and will be unable to participate or be considered for this RFP. II. BACKGROUND AND PROJECT DESCRIPTION
The City of Vista owns and operates over 215 miles of sewer collection pipelines and one small capacity pump station, the Raceway Pump Station. The City of Vista and the City of Carlsbad jointly own and operate two additional large capacity pump stations (Agua Hedionda and Buena Vista Pump Stations) and associated pipelines. The Buena Sanitation City, which is an entity of the City, owns and operates 101 miles of sewer collection pipelines and one large capacity pump station. The City and District have interagency flow agreements with the City of Carlsbad, the City of Oceanside, the City of San Marcos, and the Vallecitos Water City.
In August 2017, the City of Vista and Buena Sanitation District adopted a Sewer Master Plan (SMP) update prepared by HDR Engineering, Inc. The SMP update includes hydraulic modelling results of the entire collection system and identified pipe segments with capacity deficiencies in both the existing peak wet weather and build-out peak wet weather conditions, including the two areas that are the subject of this Request for Proposals.
Project CIP 8381 - Via Centre is the continuation of a previously constructed capacity project that replaced and upsized sewer infrastructure to the east along W. Vista Way.
The project will connect to the previously constructed improvements at W. Vista Way at Nettleton Rd. and will continue to the south across (under) the SR-78 freeway, through Hacienda Dr., and extend south on Via Centre. The capacity analysis of the approx. 625’ existing 10” and 12” sewer mains show a potential for surcharge in existing peak wet weather high flow conditions. D to the depth of sewer mains and complexity of crossing a major freeway, it is anticipated this project will require a trenchless method of construction to cross the freeway and permitting through CalTrans.
Attachment “A” contains a vicinity map of CIP 8381 and identifies the sewer infrastructure in question.
Project CIP 8382 – S. Santa Fe Ave./Civic Center Dr. includes the upsizing of an 8” sewer main with an existing known capacity concern within the intersection of South Santa Fe Ave and Civic Center Drive. This existing segment of pipe is concrete encased as it traverses under a large concrete box culvert. Additionally, the project will upsize an approx. 715’ segment of 8” sewer main to the east that is anticipated to have a capacity concern in the future. Due to private property and easement concerns this section of pipe may need to be relocated within the S. Santa Fe Ave. right-of-way, depending on utility conflicts.
Attachment “B” contains a vicinity map of CIP 8382 and identifies the sewer infrastructure in question.

7 III. PROJECT UNDERSTANDING AND APPROACH
REC Consultants, Inc. understands that the City of Vista is seeking a civil engineering consultant to upsize two segments of sewer mains. Our services will include surveying, geotechnical engineering, sewer design, permitting through Caltrans, engineering support for preparation of the CEQA document, bid support, and construction administration. Each project will be designed separately, with distinct plans and technical reports produced for each sewer portion.
A summary of the two sewer mains includes:
Via Centre at Hacienda Drive & West Vista Way (CIP 8381):
This project involves enlarging approximately 685 feet of 10" and 12" VCP sewer main, starting at the intersection of West Vista Way and Nettleton Road, heading southeast under CA SR-78 to the easterly knuckle of Via Centre. Given the location under SR -78, permitting through Caltrans is included in the scope, proposing a trenchless construction method.
South Santa Fe Avenue & Civic Center Drive (CIP 8382):
This project involves enlarging approximately 750 feet of 8" VCP sewer main from the intersection of South Santa Fe Avenue and Civic Center Drive, heading east to South Santa Fe Avenue and Santa Fe Place. A portion of the sewer main lies within private property, and the City prefers to abandon and rebuild the main within the South. Santa Fe Avenue.
A. Technical Project Approach
REC's technical approach to the project is comprehensive and thorough; it includes assessing existing conditions, developing preliminary designs, preparing construction documents, incorporating expert feedback, and providing construction support. Each phase is designed to ensure the project's success and adherence to the City of Vista's standards, as detailed in the following sections.
Establishing Existing Conditions
The first task for technical comprehension of the projects at hand is familiarity with each project site and any potential design constraint, therefore, the principal-in-charge and Project Manager will visit the site to review site conditions. To prepare the team for successful design, the Project Manager and Project Planner will coordinate potholing and utility location as the initial task and a CCTV inspection of the existing sewer mains. Following the utility locations, the REC survey team will lead a topographic survey, including aerial photogrammetry, to gather accurate site data.
The Surveying Drafter will prepare the existing conditions file, incorporating any additional utilities identified during the survey, potholing, and as-builts review. The Director of Surveying will review and approve all existing conditions files to ensure accuracy. Once the existing conditions file is approved by the Director of Surveying, the Project Manager will employ quality assurance and quality control (QA/QC) to confirm that all site information is ready for the design phase.
Preliminary Design
A Geotechnical Engineer will conduct borings and prepare a Preliminary Geotechnical and 08/27/2024 C8 169 of 201
8 Groundwater Investigation Report with trenchless construction recommendations. The Project Manager and Project Engineer will develop preliminary designs and site plans for the sewer mains; REC will present preliminary designs to the City for review and feedback.
Finally, REC will incorporate meeting feedback and all existing conditions and recommendations from the Geotechnical and Sanitary Engineers to prepare two Basis of Design (BOD) Memorandums—one per proposed project site—summarizing the design process and incorporating upsizing recommendations. These memorandums will reference flow rates from the City's 2017 Sewer Master Plan and include preliminary calculations.
Preparation of Construction Documents
Upon the City's acceptance of the BOD Memorandums, the Project Manager and Project Engineer will develop a comprehensive improvement plan for each sewer main. This process includes 30%, 60%, and 90% draft final and final submittals and workshops and review meetings with City staff. The design team will follow REC's internal QA/QC process to ensure quality deliverables. Based on our experience with a previous public sewer realignment project for the City of Vista, we will implement bypass systems to ensure uninterrupted service.
Incorporation of Feedback from Expert Sub-Consultants
To enhance the design, we will leverage the expertise of subconsultants, including Dexter Wilson Engineering and NOVA. Their local knowledge and technical recommendations will ensure a robust solution, particularly for the trenchless construction of the sewer main crossing SR-78. Leveraging specialized expertise is a key step to ensuring each project prioritizes the highest level possible of technical precession.
Evaluation of Creative Solutions
REC’s design team fosters a creative and open working environment. Partnering with expert sub-consultants allows us to introduce innovative solutions. All members of the teams have met complex design challenges and presented solutions that meet the client's needs while providing cost savings; REC will employ the same approach for the City of Vista.
Construction Support
During construction, the Project Manager and Project Planner will work closely together to manage the project. The Project Planner will take charge of managing submittals and Requests for Information (RFIs) from the contractor, ensuring a smooth and efficient communication process. The Project Manager will review and respond to RFIs, escalating complex issues to the Director of Engineering or subcontractors. The Project Engineer will handle routine RFIs and create necessary exhibits. Post-construction, the Project Manager and Project Engineer will prepare as-built drawings to reflect any changes made during construction.
B. Project Management Approach
From project initiation to completion, the assigned REC Project Manager will play a pivotal role in working directly with the City to understand all project objectives, challenges, and regulatory procedures. Our selected Project Manager has extensive experience managing public and private projects and is well-equipped to excel in this project. 11 IV. DETAILED SCOPE OF SERVICES
REC proposes dividing the projects into three distinct phases. REC will submit a detailed project schedule after the City provides a Notice to Proceed. REC anticipates that the City will play a key role in providing necessary information, reviewing and approving design documents, and coordinating with other stakeholders throughout the project. Below is a description of each phase and task included as part of this proposal.
Phase 1: Pre-Design & Planning
REC proposes dividing the projects into three distinct phases. REC will submit a detailed project schedule after the City provides a Notice to Proceed. REC anticipates that the City will provide the necessary information, review and approve design document s, and coordinate with other stakeholders throughout the project. Below is a description of each phase and task included in this proposal.
Task 1: Preliminary Design Report and City Meetings
REC believes mutual understanding is vital to a successful technical approach. As such, our approach begins with a kick-off meeting with the City and the project team. The purpose of this meeting is to present the project's key points of contact, project goals and approach, timelines, and agreement on the project strategy. This meeting will foster a sense of partnership between the team and the City, ensuring the project meets all the City's goals.
Following the kick-off meeting, REC will initiate the pre-design phase. In this initial phase, REC will gather and review relevant as-built information from the City of Vista, Caltrans, SDG&E, Vista Irrigation, and other sources. We will engage a CCTV inspection company to thoroughly evaluate the condition of the existing sewer lines and a utility location company to mark existing utilities within the work area accurately. Existing utilities at crucial locations that could affect the design will be carefully potholed, ensuring a comprehensive understanding of the project's starting point.
REC will survey the site, set aerial panels, and conduct aerial topography for both projects. The REC survey team will perform a field survey to include tie-in points, sewer manhole dipping, and utility markouts. REC will use the as-built plans and field survey data to prepare an existing conditions site plan for design purposes.
In collaboration with NOVA Services, our geotechnical engineering sub-consultant, REC, will perform borings within the work vicinity and prepare a comprehensive preliminary geotechnical and groundwater investigation report. This report will include detailed recommendations and trenchless construction details for the sewer main crossing CA SR -78. We will also work closely with Dexter Wilson Engineering, a leading sanitary engineering consultant in the County, to develop a robust preliminary design for the sewer mains, ensuring the project benefits from a wealth of technical expertise.
Following the development of the preliminary design, REC will host a second meeting with the City to review existing conditions and critical design issues, including baseline recommendations from the Sanitary and Geotechnical Engineers. This space will also serve as a touchpoint to review project progress and ensure the City is current on the project status and any potential constraints for each project. Regular review meetings will ensure the City is 08/27/2024 C8 173 of 201
12 involved and informed, and that the project is always aligned with its goals.
Finally, with our subconsultants, we will prepare a thorough draft and final BOD Memorandums for each project, including hydraulic sizing calculations and anticipated sewer alignments. REC will also evaluate the capacity of adjacent sewer mains and, if nec essary, recommend additional improvements. REC will share the draft BOD Memorandum with the City for review.
After the City has time to review the BOD Memorandum, REC will host a third meeting to discuss and present the results of the preliminary design efforts.
Phase 2: Preparation of Construction Documents
REC will prepare construction documents in several stages, with submittal milestones at 30%, 60%, 90%, Draft Final, and Final Design. These milestones are significant as they mark the progress of the project and provide opportunities for the City to review and provide feedback, ensuring the project is on track and meets all requirements.
Task 2: 30% Design:
We will utilize the existing condition site plan as a base and begin preparing the Sewer Improvement Plans, showing the proposed horizontal alignment of the sewer mains. The plans will indicate proposed sewer mains and manholes, any portions to be abandoned, existing surface improvements, below-ground utilities, existing and proposed easements, potential trenchless pit locations, and environmentally sensitive areas. A 30% midpoint workshop and review meeting with the City will discuss project progress and c ritical design issues. REC will provide meeting agendas and minutes.
Task 3: 60% Design:
The 60% plans will show the vertical alignment of the sewer mains, building upon the horizontal alignment drawings. The plans will include the proposed sewer profile and crossings with existing utilities and incorporate comments received from the City during the 30% design phase.
A 60% midpoint workshop and review meeting will follow, with REC providing agendas and minutes.
Task 4: 90% Design:
REC will prepare a 90% design planset, addressing comments from the 60% design submittal.
The plans will contain all relevant construction notes and details, including construction specifications, supplementary general and technical provisions, bid schedule, and description of bid items. REC Will provide construction cost estimates for all improvements. A 90% review meeting will be held, with REC providing agendas and minutes.
After preparing the 90% plan set, REC will submit the plans for CIP 8381 to Caltrans to permit the anticipated trenchless construction method underneath CA SR-78.
Task 5: Final Design:
A draft final submittal of signed construction plans will incorporate comments from the 90% design submittal. A review meeting will be held, with REC providing agendas and minutes. The final submittal will address any remaining comments, obtain signatures from all reviewers, and submit final plans to the City, including the final construction cost estimate and specifications. 08/27/2024 C8 174 of 201

City of San Diego Water Group 972 CI, San Diego, CA
NOVA performed a geotechnical investigation for the proposed Water Group 972CI, Sites 23 and 36 project. The $5.5 million project will consist of abandoning and replacing existing cast iron and asbestos cement water mains with 1,150 linear feet (lf) of 16 -inch diameter PVC pipelines. Site 23 is located along Waring Road and Adobe Falls Road, and Site 36 extends from Akins Avenue to Imperial Avenue in San Diego. Both sites will include cut and cover installation techniques, trenchless excavation, and horizontal directional drilling (HDD). The field investigation involved drilling three borings to depths 19 and 25¼ feet below the ground surface. The borings were logged and sampled in NOVA's laboratory to determine soil classifications and engineering properties. The field investigation and laboratory testing results were evaluated to develop a geotechnical report with our findings, conclusions, and recommendations.

19 CarMax of Oceanside (City of Vista DWG No. 4642)
The CarMax of Oceanside project is located at Plaza Drive and Thunder Drive, bordering the City of Vista. REC was integrally involved in every phase of the project, from conceptual design through to the completion of construction. REC provided surveying, civil engineering, water resources management, and overseeing landscape architect and geotechnical engineer as sub-consultants. REC's scope
included performing a topographic
survey and preparing essential
documents such as the preliminary
site plan, precise grading plan,
improvement plan, sewer
improvement plans, drainage and
stormwater reports, and other
necessary surveying documents.
A challenge in this project was the
coordination and design for
relocating two trunk sewer mains,
each approximately 850 feet long,
owned separately by the City of
Oceanside and the City of Vista. In
the existing condition, both sewer mains flowed westerly across the site. However, both mains needed to be relocated around the development to increase the buildable area onsite. As part of the process, REC verified the capacity of the new sewer main and determined the need to upsize from a 21-inch pipe to a 24-inch pipe due to the reduced pipe slope, which affected the capacity. The new sewer mains were designed to fit between a 15-foot-high retaining wall and Buena Vista Creek. REC collaborated closely with the City of Vista sewer reviewer to ensure the retaining wall footings were deep enough so as not to impact the new sewer main. A sewer access road was constructed with a hammerhead turnaround at its end. Given concerns about the adequacy of the City's standard detail for a turnaround, REC conducted field tests with the City's maintenance crews, using traffic cones to simulate the layout and allowing the City to test the turnaround with its own vactor truck. This required extensive coordination with the project biologist and The Friends of Calavera Creek to minimize environmental impacts.
REC coordinated with both cities to vacate the existing sewer easements and prepared the new plat and legal descriptions for the new sewer easements. These easements were meticulously designed to provide sufficient right-of-way for shoring and temporary slopes required for future maintenance activities.
A critical aspect of the project was designing a temporary bypass system with a pump and above-ground line to ensure uninterrupted sewer services during construction. REC prepared a sewer study for said bypass system, which analyzed the expected flow through the bypass pipe and selected an adequate pump. After the installation, the new sewer line was inspected using CCTV to confirm it was free of obstructions. Throughout the construction, REC provided construction support by performing regular site visits, approving material submittals, responding to Requests for Information, and providing design solutions for challenges encountered in the field. CarMax of Oceanside project was completed in November 2022, demonstrating REC's capability to manage complex civil engineering projects while ensuring environmental compliance and coordination with multiple stakeholders. 08/27/2024 C8 181 of 201
20 Graves Avenue Commercial
The Graves Avenue Commercial project involves the development of a proposed 7/11 and Starbucks in the City of Santee, near Highway 67, with an off -ramp facing the site from the south. Initially managed by Mr. O'Gorman at Walsh Engineering & Surveying, Inc., he secured entitlement approvals, including the Preliminary Grading Plan and Drainage & Stormwater reports. Upon joining REC Consultants, Mr. O'Gorman advanced the project by obtaining final approval for the construction documents, including the Precise Grading Plan, Improvement Plans, and updated stormwater and drainage reports.
Due to the absence of a sewer main on Graves Avenue, the project required extending a sewer lateral from the nearest manhole, 500 feet away. Due to the proximity to Caltrans's Right -of- Way, coordination with them was necessary. This included approval for w idening Graves Avenue and relocating signal light pull boxes, as well as ensuring the project's drainage would not impact an existing brow ditch within the Caltrans Right-of-Way.
District 32 Main Relief Trunk Sewer, Section 1A Extension Phase II Dexter Wilson Engineering, Inc. designed approximately 1,000 feet of 48" sewer, including 600' micro tunneling across the Santa Clara River in Santa Clarita. This project connected two sections of pipeline that the Los Angeles County Sanitation Districts had previously installed. Due to high groundwater
in the area and the inability to
discharge the volumes of
groundwater required to construct
this pipeline using normal open
trench construction techniques,
Dexter Wilson Engineering, Inc.
designed a concrete caisson and
micro tunneling project to minimize
groundwater discharges. Pour-in-
place concrete caissons
approximately 35' in diameter and
60' deep were sunk under wet
conditions, a bottom floor was
poured underwater, and the
caissons were dewatered once
complete, eliminating the need for dewatering during micro tunneling.

Background
Andrew has 20 years of experience as an engineering geologist and is well versed in the planning and coordination of geotechnical investigations and implementation of project work plans, safety plans, and permit acquisition.
He produces soil exploration logs in accordance with USCS standards utilizing his deep comprehension of subsurface soil conditions. He is skilled in geologic records research for site investigations and reconnaissance, and compiles complex geologic data sets for presentation. During construction, Andrew advises on grading cleanouts, keyways construction, slope reinforcement, backfill operations, and deep foundation operations. His other duties include review of construction plans and specifications, attending jobsite meetings, preparation of engineering reports and proposals, and reviewing and reporting test results.
Project Experience
Vista Irrigation District, E Reservoir and Pump Station, Vista, CA:
Project Manager and Senior Engineering Geologist during a geotechnical investigation for the replacement of an existing reservoir and construction of a new pump station. The new reservoir is buried and has a capacity of up to four million gallons. It meets all current drinking water standards and applicable codes. The new pump station provides a redundant water supply to higher pressure zones within the District’s service area when disruptions occur to primary water supplies. Other improvements included drainage and site security enhancements and water-smart landscaping.
Vista Irrigation District, AB Line and Meyer’s Siphon Replacement, Vista, CA: Senior Engineering Geologist during a geotechnical investigation for the proposed $2 million replacement and rehabilitation project. The Meyer’s Siphon portion of the project will include replacement and rehabilitation of 1,250 linear feet (lf) of 42-inch reinforced concrete pipeline and 1,000 lf of drain line for the siphon. The AB Line will consist of replacement and rehabilitation of the existing 14-inch steel pipeline, which extends 1,500 feet upstream and 900 feet downstream from the AB pressure regulator.
Vallecitos Water District Linda Vista East Sewer Project, San Marcos, CA: Senior Geologist during a geotechnical investigation for the design and construction of 2,660 lf of new 15-inch pipe and the abandonment of 1,470 lf of existing 8-inch pipe. Other features of the $1.5 million project include upsizing 320 feet of 8-inch pipeline to 12 inches in diameter, crossing under State Route 78 from the intersection of Bingham Drive and Furniture Row to Grand Avenue.
Elsinore Valley Municipal Water District Upsize Blending Line at Diamond, Lake Elsinore, CA: Project Manager and Senior Engineering Geologist during a geotechnical investigation. The District operates a potable water distribution system to provide water to its customers. Groundwater from several of the District’s wells exceeds the Maximum Contaminant Levels for arsenic and must be treated and/or blended with water from other wells prior to customer delivery. Currently, this section of pipeline is reduced from a 20-inch diameter PVC pipe to a 12-inch diameter PVC pipe causing increased pressure and bottlenecking. This project will consist of upsizing approximately 3,000 lf of the 12-inch PVC pipe to 20-inch PVC pipe. The new pipeline will be constructed adjacent to the existing pipeline with similar invert depths below the pavement.
City of Poway Bowron Road Sewer Upsize, Poway, CA: Project Manager and Senior Engineering Geologist during a geotechnical investigation for the replacement of an existing sewer main on Bowron Road and a connecting sewer line within Civic Center Drive. Approximately 1,385 lf of 18-inch vitrified clay pipes (VCP) were upsized to 21-inch PVC pipe and approximately 113 lf of 8-inch PVC pipe were replaced. The project also included sewer bypassing, dewatering, sewer manhole installation, and sewer manhole rehabilitation.
