Department: Human Resources Item No: C6
Prepared by: Dolores Gascon, Director Meeting Date: October 8, 2024 Approved by: John Conley, City Manager Agenda Location: Consent Calendar SUBJECT: UPDATING THE CITY-WIDE CLASSIFICATION AND COMPENSATION INDEX RECOMMENDATION: Adopt City Council Resolution No. 2024- , amending the City-wide Classification and Compensation Index, and repealing the provisions of any resolutions in conflict therewith.

CORRELATION TO CITY COUNCIL GOALS: Public Safety.

PRIOR ACTION: On June 11, 2024, adopted City Council Resolution No. 2024-104, amending the Classification and Compensation Index, and repealing the provisions of any resolutions in conflict therewith (Vote: 5-0).

STATEMENT ON THE SUBJECT: There are two changes on the City-wide Classification and Compensation Index (CCI). The first concerns the Emergency Medical Technician (EMT) classification.

Upon City Council direction in April 2023, the City embarked on building an EMT program within the Fire Department. A classification was developed, and staff have conducted three recruitments since June 2023. The Department is currently approved for a fully funded allocation of 12 full-time equivalent (FTE) positions within the operating budget. One unique component of the program is its scholarship program.

Current regular EMTs in good standing are eligible for a scholarship to fund their firefighter or paramedic program. While they are in their program, they are placed on leave without pay status, or Education Leave. Upon successful completion of said program, they return to their regular assignment. While they are attending the program, other temporary EMTs cannot be promoted into those positions as they are not truly vacant. It is important that these EMTs remain in regular status because they maintain access to the scholarship program, as well as the ability to participate in promotional recruitments into the Firefighter/Paramedic program.

Staff recommend adding an additional six (6) EMT FTEs to the (CCI). These additional positions would only be funded for medical benefits as all other benefit costs are a percentage of salary and would be filled by the EMTs who are on Education Leave. As the scholarship recipients return to their positions, other, regular EMTs who are participating in the Education Leave program, would move into the partially funded positions. Concurrently, the Department will have a level of stability of regular EMT personnel who can be scheduled regularly and cover these vacancies.

The second change is purely administrative and concerns the rate of pay for the Firefighter/Paramedic Recruit (Recruit) classification. The CCI has been updated to accurately reflect an hourly rate of pay that is equal to 5% below the Firefighter/Paramedic classification. As the Recruit is a non-safety position, they are paid on a 40-hour week, not a 56-hour week like safety personnel. This position does not add AGENDA

positions, but it is called out on the CCI to meet CalPERS requirements on publishing employee salaries on a publicly available salary schedule.

FISCAL IMPACT: Adding six, partially funded positions will result in an increase to the operating budget of $75,680 for the duration of Fiscal Year 2024/25. The actual amount expended will be dependent on each person’s actual medical benefit selections. Sufficient budget is available to cover the expected expenditures. The salary revision for the Firefighter/Paramedic Recruit classification will not result any budget impact for Fiscal Year 2024/25 as all positions are budgeted at the Firefighter/Paramedic rate.
