Department: Public Works Item No: D2
Prepared by: Chris Arce, Director Meeting Date: October 8, 2024 Approved by:
Imelda Huerta, Assistant City Manager
John Conley, City Manager Agenda Location: Discussion
SUBJECT: CITYWIDE PARK RESTROOM MASTER PROGRAM – UPGRADE OF CITY PARK
RESTROOMS
RECOMMENDATION: Discuss the status of park restrooms and provide direction to staff.
CORRELATION TO CITY COUNCIL GOALS: A Cleaner, More Beautiful Vista, and Parks & Recreation.
PRIOR ACTION: On March 12, 2024, discussed the status of City facilities and provided direction to staff (Vote: No vote taken).
STATEMENT ON THE SUBJECT: Many City of Vista park restrooms are experiencing operational and physical deterioration as well as ongoing issues with vandalism. City-owned park restrooms are maintained by the City’s Public Works Department and are monitored by Public Works staff, Community Improvement Team, and Park Rangers. Facilities that are open to the general public have been experiencing greater use, frequent vandalism, and progressive, accelerated decline. The maintenance of these park restrooms is typically funded through annual operational budgets approved by the City Council.
However, some facilities have required urgent repairs, and therefore, have been funded through year-end fund balance or through various quarterly budget amendments.
To ensure that City Park restrooms are maintained to an acceptable level of service, staff developed a Citywide Park Restroom Master Program that identifies need and funding for all City-owned park restroom facilities. This program was developed after reviewing the condition of all park restroom facilities, assessing current and future needs, and associated costs for the upgrades. In developing the program, staff focused on standardization of materials and fixtures with an emphasis on durability to mitigate the impacts of high traffic and vandalism. Standardization criteria established in this program will guide future park restroom repairs, mitigate damage due to vandalism, and enable staff to stock standard items to expedite repairs and minimize restroom closures. Detailed fixture specifications are included in Exhibit 2.
Staff are requesting that the City Council approve a Citywide Park Restroom Master Program to fund these needed upgrades. The Citywide Park Restroom Master Program is planned to be funded for the next four fiscal years (FY), beginning in FY 2024/25 through FY 2027/28. The total cost for repairs and upgrades at various facilities for all four fiscal years is estimated at $1,843,200, and is broken down over the next four fiscal years as follows:
AGENDA
REPORT
CITY COUNCIL
COMMUNITY DEVELOPMENT COMMISSION
SUCCESSOR AGENCY
BUENA SANITATION DISTRICT
JOINT POWERS FINANCING AUTHORITY
Discussed the status of park restrooms and approved staff's recommendation. No vote taken.
MEETING DATE: October 8, 2024 PAGE 2
SUBJECT: CITYWIDE PARK RESTROOM MASTER PROGRAM - UPGRADE OF CITY PARK
RESTROOMS
•FY 2024/25 - $437,760
•FY 2025/26 - $552.960
•FY 2026/27 - $345,600
•FY 2027/28 - $506,880
The breakdown for costs by fiscal year, including a detailed line item regarding restroom upgrades and repairs, is included in Exhibit 1. Parks that have recently undergone restroom upgrades will have materials replaced with the standardized stock from the inventory as needed.
Staff recommends utilizing Redevelopment Fund Reserves to fund these items, but will return to City Council at Mid-Year and future Fiscal Year budget processes to refine costs and allocate funds.
Additionally, staff will review the list annually to make any necessary changes due to the discovery of new structural or physical issues, operational changes or needs, or public feedback.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation. Any fiscal impacts will be evaluated and implemented after receiving direction from the City Council and will be included with the FY 2024/25 Mid-Cycle Update and future operating budgets.
