PRIOR ACTION: On March 26, 2024, confirmed Mayor Franklin’s, Deputy Mayor Melendez’s, Councilmember Green’s, Councilmember Contreras’, Councilmember O’Donnell’s, Vista Chamber of Commerce’s and Vista Unified School District’s recommendations for appointments to various Commissions, Boards, and Committees (Vote: 4-0, Melendez absent).
STATEMENT ON THE SUBJECT: The Traffic Commission seat recommended for appointment by the District 2 representative was vacated in September 2024.
The purpose of the Traffic Commission (Commission) is to advise the City Council on matters relating to safe and efficient movement of traffic, including pedestrians and bicycles, upon existing streets, roads, and highways of the City. The Commission’s powers and duties are set forth in Vista Municipal Code Chapter
2.60. The Commission consists of seven regular members, including one member recommended by VUSD, one member recommended by the Vista Chamber of Commerce, and two non-voting youth members. Regular members each serve a four-year term, and non-voting youth each serve a one-year term.
The Notice of Unscheduled Vacancies was posted on the City’s website and kiosk on September 23, 2024. Applicants were also recruited through social media. Councilmember Green interviewed applicants on October 22, 2024.
Councilmember Green provided a memo (Exhibit 1) recommending the appointment of Carla Albright to the Traffic Commission for a term ending March 31, 2025.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation.
