TRANSITIONAL HOUSING PROGRAM
RECOMMENDATION: Adopt City Council Resolution No. 2024- , approving the publishing of a Request for Proposals to operate a transition aged youth transitional housing program on a City-owned property.
CORRELATION TO CITY COUNCIL GOALS: Homelessness and Housing.
PRIOR ACTION: On October 8, 2024, adopted City Council Resolution No. 2024-160, authorizing the City to enter a purchase agreement at 727 Ascot Drive (APN 163-270-17-00) (Vote: 3-0, Green and O’Donnell absent).
On March 10, 2020, adopted City Council Resolution No. 2020-37, adopting the Strategic Plan to Address Homelessness (Vote: 5-0).
STATEMENT ON THE SUBJECT: On October 8, 2024, the City Council authorized a purchase agreement for the property located at 727 Ascot Drive, which is a 0.75-acre parcel of land that is currently improved with a 12-bed residential care facility. On October 15, 2024, the City closed escrow and took ownership of the property. The City is interested in using this property to further implement its goals under the Strategic Plan to Address Homelessness.
Based on the condition and layout of the property, staff recommend using the property for a transition aged youth (TAY) transitional housing program for TAY experiencing homelessness and soliciting an operator for such a program via a Request for Proposals (RFP).
The RFP will solicit an experienced service provider to provide transitional housing for TAY experiencing homelessness in Vista at the property. The successful proposer will demonstrate an ability to provide transitional housing (up to 24 months) for TAY (ages 18-25) with case management services and identify funding sources to fund the program. The City understands that program design may be contingent on the availability of grant funds which dictate the services that are available and will rely on the proposer to identify those funding sources and describe the services that will be provided within them. The RFP further reflects the City’s preference that the property be used in coordination with the Behavioral Health Services Act and Proposition 1 funding.
The City also understands that the timing and availability of such funding sources will mean that program costs, including lease payments to the City, may not be immediately available. Therefore, the City will AGENDA
