John Conley, City Manager Agenda Location: Consent Calendar SUBJECT: NEIGHBORHOOD REINVESTMENT PROGRAM GRANT APPLICATION RECOMMENDATION: Adopt City Council Resolution No. 2024- , authorizing the application for grant funds for the County of San Diego Neighborhood Reinvestment Program.

CORRELATION TO CITY COUNCIL GOALS: Economic Development.

PRIOR ACTION: None.

STATEMENT ON THE SUBJECT: The Neighborhood Reinvestment Program (Program) provides grant funds to County departments, public agencies, and non-profit community organizations for one-time community, social, environmental, educational, cultural or recreational needs.

Resources available for the Program are subject to budget priorities as established by the County Board of Supervisors. The total amount of funding is distributed evenly among the five Supervisorial Districts for the purpose of recommending grant awards. The underlying purpose of the Program is to benefit the County’s neighborhoods and communities. The grant requires a resolution from the City Council authorizing the submittal of a grant application.

The City is proposing a $10,000 grant application to the Neighborhood Reinvestment Program to create an entrepreneurial development program. This program will assist start-up and early-stage companies with training and support through a hybrid business incubator. The total cost of the project is approximately $100,000. Additional grant opportunities are being researched for the remaining funds needed for the program.

FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation; however, if the grant is awarded, staff will return to the City Council for acceptance of the grant and formal budget appropriations.
