SUBJECT: PUBLIC ART PILOT PROGRAM TO ADDRESS GRAFFITI
The subcommittee formulated the following funding recommendations based on previous mural project costs. A budget of $15,000 per mural is recommended, encompassing the following:

Pilot Program Cost
Wall Preparation $1,000
Artist Honorarium $5,000
Anti-Graffiti Coating $4,000
5-Year Maintenance $5,000
$15,000
TOTAL
(5 walls x $15,000 per wall) $75,000
Submittal of a Grant Application to San Diego County’s Community Enhancement Grant Program for $50,000. Each year, the County’s Community Enhancement (CE) Program funds grants for cultural activities, museums, visitor and convention bureaus, economic development councils, and other similar institutions that promote and generate tourism and/or economic development at the regional and community levels throughout San Diego County.

Recently staff was notified that the Conrad Prebys Foundation would like to partner with the County to offer nonprofits/government agencies an opportunity for additional CE funding. The available funding must fall within these categories: theatre, art, music, literature, cultural performance, and film. Examples include art installations, murals, artistic performances, etc. This $50,000 financial supplement (for each of the 5 Districts) is based on awards from the Board of Supervisors allocations and will provide matching dollars for a specific art project, at the discretion of the Prebys Foundation. The award period is from December 2024-January 2025, and if awarded, the City will have a year to spend the funds.

Based on staff’s research, the CE Program’s criteria and eligibility matches the public art pilot program to address graffiti.

FISCAL IMPACT: Staff is recommending an allocation of $75,000 for the Public Art Pilot Program in the Fiscal Year 2023-24 Year End Fund Balance – Excess Cannabis Revenue. The funding source for the Program will be a combination of the year end revenue and possibly up to $50,000 from the San Diego County’s CE Grant Program.
