BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD
RECOMMENDATION: Confirm Mayor Franklin’s recommendation to fill an unscheduled vacancy on the Central Vista Business Improvement District Advisory Board.
CORRELATION TO CITY COUNCIL GOALS: Routine operational item not corresponding to a specific City Council goal.
PRIOR ACTION: On March 26, 2024, confirmed Mayor Franklin’s, Deputy Mayor Melendez’s, Councilmember Green’s, Councilmember Contreras’, Councilmember O’Donnell’s, Vista Chamber of Commerce’s and Vista Unified School District’s recommendations for appointments to various Commissions, Boards, and Committees (Vote: 4-0, Melendez absent).
STATEMENT ON THE SUBJECT: A Central Vista Business Improvement District (CVBID) Advisory Board seat was vacated in September 2024.
The purpose of the CVBID Advisory Board is to recommend to the City Council the expenditures of revenue derived from the levy of assessments within the District. The Board consists of seven members who each serve a one-year term. The Mayor makes the recommendations for appointment; confirmation of appointments are made by the full City Council.
The Notice of Unscheduled Vacancies was originally posted on the City’s website and kiosk on September 10, 2024 and re-posted on October 15, 2024. Applicants were also recruited through social media. Mayor Franklin interviewed applicants on November 20, 2024.
Mayor Franklin provided a memo (Exhibit 1) recommending the appointment of Matthew Anderson to the Central Vista Business Improvement District Advisory Board for a term ending March 31, 2025.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation.
