LL-WAY STOP AT THE INTERSECTION OF PLYMOUTH DRIVE AND WALKER WAY RECOMMENDATION: Adopt City Council Resolution No. 2025- , establishing an all-way stop at the intersection of Plymouth Drive and Walker Way.

CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.

PRIOR ACTION: On August 13, 2019, adopted City Council Resolution No. 2019-100, establishing a one- way stop at the intersection of Plymouth Drive and Walker Way to control traffic from Walker Way (Vote 5- 0).

PRIOR T
RAFFIC COMMISSION ACTION: On December 4, 2024, recommended establishing an all-way stop at the intersection of Plymouth Drive and Walker Way (Vote: 4-1, Commissioner Frazier Opposed, Commissioner Vielma Absent, One Vacancy).

STATEMENT ON THE SUBJECT: The City received a request to evaluate the intersection of Plymouth Drive and Walker Way for an all-way stop for traffic calming purposes on Plymouth Drive. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions, and determined that the intersection of Plymouth Drive and Walker Way does not meet the quantitative criteria for an all-way stop. Exhibit 2 is the all-way stop evaluation of the intersection.

Residents
submitted a petition to install an all-way stop at the intersection of Plymouth Drive and Walker Way as a traffic calming measure in accordance with the City’s Traffic Calming Program. Exhibits 3 and 4 are the petition and petition verification map, which show that a majority of nearby residents are in support of the all-way stop.

Staff collected data that showed the prevailing speeds near 165 Plymouth Drive to be around 33 miles per hour. The speed study is attached as Exhibit 5. There have also been three reported accidents on Plymouth Drive between Vista Village Drive and Knoll Road in the past five years.

The City Traffic Engineer has determined that an all-way stop is the most feasible solution to manage speeding along Plymouth Drive. Exhibit 6 is a memorandum from the City Traffic Engineer documenting this determination.

Subject: All-Way Stop on Plymouth Drive and Walker Way
Residen
ts submitted a petition to install an all-way stop at the intersection of Plymouth Drive and Walker Way as a traffic calming measure in accordance with the City’s Traffic Calming Program. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Plymouth Drive and Walker Way does not meet the quantitative criteria for an all-way stop.

I evalu
ated the street segment and I found that based on roadway characteristics, vehicle speeds and accident history, in my engineering judgment and as provided in the City’s Traffic Calming Program, an all-way stop at the intersection of Plymouth Drive and Walker Way is the most feasible and effective measure to reduce vehicle speeds on Plymouth Drive.
