INDEPENDENCE WAY/QUEENS WAY
RECOMMENDATION: Adopt City Council Resolution No. 2025- , establishing an all-way stop at the intersection of Warmlands Avenue and Independence Way/Queens Way.

CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.

PRIOR ACTION: On April 8, 1986, adopted City Council Resolution No. 86-73, designating the intersection of Warmlands Avenue at Independence Way and Queens Way as a stop intersection (Vote 4-0, Flick Absent).

PRIOR T
RAFFIC COMMISSION ACTION: On December 4, 2024, recommended establishing an all-way stop at the intersection of Warmlands Avenue and Independence Way/Queens Way (Vote: 5-0, Commissioner Vielma Absent, One Vacancy).

STATEMENT ON THE SUBJECT: The City received a request to evaluate the intersection of Warmlands Avenue and Independence Way/Queens Way for an all-way stop for traffic calming purposes on Warmlands Avenue. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions, and determined that the intersection of Warmlands Avenue and Independence Way/Queens Way does not meet the quantitative criteria for an all-way stop. Exhibit 2 is the all-way stop evaluation of the intersection.

Residents
submitted a petition to install an all-way stop at the intersection of Warmlands Avenue and Independence Way/Queens Way as a traffic calming measure in accordance with the City’s Traffic Calming Program. Exhibits 3 and 4 are the petition and petition verification map, which show that a majority of nearby residents are in support of the all-way stop.

Staff collected data that showed the prevailing speeds at 1490 Warmlands Avenue to be around 42 miles per hour. The speed study is attached as Exhibit 5. There have also been two reported accidents on Warmlands Avenue between Vista Grande Drive and Monte Mar Road in the past five years.

The City Traffic Engineer has determined that an all-way stop is the most feasible solution to manage AGENDA

Subject: All-Way Stop on Warmlands Avenue and Independence Way/Queens Way
Residen
ts submitted a petition to install an all-way stop at the intersection of Warmlands Avenue and Independence Way/Queens Way as a traffic calming measure in accordance with the City’s Traffic Calming Program. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Warmlands Avenue and Independence Way/Queens Way does not meet the quantitative criteria for an all-way stop.

I evalu
ated the street segment and I found that based on roadway characteristics, vehicle speeds and accident history, in my engineering judgment and as provided in the City’s Traffic Calming Program, an all-way stop at the intersection of Warmlands Avenue and Independence Way/Queens Way is the most feasible and effective measure to reduce vehicle speeds on Warmlands Avenue.

OWNER/OCCUPANT
Subject: All-Way Stop at the Intersection of Warmlands Avenue & Independence Way/Queens Way
Dear OWNER/OCCUPANT:

To improve traffic safety and create a network of complete streets to accommodate all road users, staff evalua
ted the intersection of Warmlands Avenue & Independence Way/Queens Way for an all- way stop. City Staff determined that an all-way stop at the intersection of Warmlands Avenue & Independence Way/Queens Way is the most feasible solution to manage speeding along Warmlands Avenue. An all-way stop at this intersection requires the approval of the Traffic Commission and City Council.

The proposal was approved by the Traffic Commission on December 4, 2024. The proposal will be presented at the City Council meeting on Tuesday, January 14, 2025, at 5:30 pm. This is a public meeting that is open to the public.

The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City’s website, www.vista.gov, by Wednesday, January 8, 2025.

Please contact me if you have any questions.

Sincerely,
