CHANGE ORDER
RECOMMENDATION: Adopt City Council Resolution No. 2025- , approving Change Order No. 1 to the construction contract with L.C. Paving & Sealing, Inc. for the Townsite Complete Streets Project (CIP No. 8312).

CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.

PRIOR ACTION: On June 11, 2024, adopted City Council Resolution No. 2024-86, adopting a Capital Project Budget for Fiscal Years 2024/25 and 2025/26 (Vote: 5-0).

On February 14, 2023, adopted City Council Resolution No. 2023-11 awarding a construction contract to L.C. Paving & Sealing, Inc. for the Townsite Drive Complete Streets Project (CIP No. 8312) (Vote: 5-0).

STATEMENT ON THE SUBJECT: Capital Improvement Project (CIP) No. 8312, Townsite Drive Complete Streets Project, is planned to transform Townsite Drive and W. Los Angeles Drive into a calmed environment, where all users are safely accommodated by constructing sidewalks, traffic circles, curb extensions, bike lanes, sharrows and high visibility crosswalks. The project also includes the construction of curb extensions, bus stop shelters, and two mid-block pedestrian traffic signals on N. Santa Fe Avenue between Orange Street and Bobier Drive.

Chane Order No. 1 to the Construction Contract: The City Manager requested to add the installation of a new raised pedestrian crosswalk and associated appurtenances located at the intersection of Townsite Drive and Newport Drive to this contract as a pilot project for the city. Staff also directed the installation of new sidewalks, driveway extensions, a protected bike lane, irrigation and landscaping from North Drive to just past Waxwing Drive to facilitate a direct bikeway connection from the Townsite project to the Inland Rail Trail. Staff used L.C. Paving & Sealing for this additional work because it is located within the Townsite project study area and the contractor committed to using material pricing consistent with the original project. The cost of this additional work is $679,361. This funding is budgeted and available in the CIP No. 8312 project accounts; however, the higher contract value requires the approval of the City Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF VISTA, CALIFORNIA, APPROVING CHANGE ORDER NO. 1 TO THE
CONSTRUCTION CONTRACT WITH L.C. PAVING & SEALING, INC. FOR THE TOWNSITE COMPLETE STREETS PROJECT (CIP NO. 8312)
The City Council of the City of Vista does resolve as follows:

1. Findings. The City Council hereby finds and declares the following:

A. On February 14, 2023, the City awarded a construction contract to L.C. Paving & Sealing, Inc. for the construction of the Townsite Complete Streets Project (CIP No. 8312).

B. The City desires to amend the contract by adding a new raised pedestrian crosswalk, additional sidewalks, driveways, protected bike lane, irrigation and landscaping to the original project, increasing the contract ceiling by $679,361 for a new contract ceiling of $3,829,647.05.

2. Action.

A. Change Order No 1. to the construction contract with L.C. Paving & Sealing, Inc. for the Townsite Complete Streets Plan is approved, and the Mayor is authorized to execute the contract.

3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on January 14, 2025, by the following vote:
