The January 27, 2025, Special Joint Meeting of the Vista City Council, Vista Irrigation District and North County Transit District was called to order by Vista Chamber of Commerce CEO Rachel Beld at 11:50 a.m. in the Morris B Vance Community Room, 200 Civic Center Drive, Vista, California.
