SUBJECT: PROTECTED BIKE LANES ON S. MELROSE DRIVE WITHIN OCEANSIDE
RECOMMENDATION: Provide direction on implementation of protected bike lanes within the City of Oceanside’s portion of S. Melrose Drive.
CORRELATION TO CITY COUNCIL GOALS: Public Safety and Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On October 22, 2024, adopted City Council Resolution No. 2024-169, awarding a construction contract to WGJ Enterprises, Inc. DBA PCI for the Protected Bike Lanes Project (CIP Nos. 8362 & 8294) (Vote: 5-0).
A comprehensive list of prior City Council actions is included as Exhibit 1.
STATEMENT ON THE SUBJECT: Through previous actions, the City Council approved the implementation of bike lanes on major City roadways where the street width allows. S. Melrose Drive is one of the approved streets for adding protected bike lanes. A portion of S. Melrose Drive near Cannon Road, measuring approximately 1,750 feet, is within the City of Oceanside’s jurisdiction. Therefore, it was not included in the original project scope. However, Councilmember O’Donnell expressed interest in completing this section so as not to leave a gap in the protected bike lanes along S. Melrose Drive.
Staff had the design consultant on the project explore the feasibility of protected bike lanes along the Oceanside segment of S. Melrose Drive. The consultant found that protected bike lanes are feasible, and the approximate cost for implementation to be $150,000. Engineering Department staff from the cities of Vista and Oceanside met, and the Oceanside staff was receptive to the City of Vista implementing the protected bike lanes on their portion of S. Melrose Drive. However, the implementation cost is not available within their budget and Oceanside staff asked that Vista bear the cost. If the City Council chooses to approve the additional protected bike lanes on S. Melrose Drive, the Protected Bike Lane Project (CIP 8362) has a balance of approximately $541,202, which is available for construction management and inspection and for contingencies.
FISCAL IMPACT: The cost to implement protected bike lanes within the City of Oceanside’s portion of S. Melrose Drive is estimated at $150,000. As of the writing of this report, the Protected Bike Lane Project (CIP 8362) has a balance of $541,202.72 available for construction management and inspection
