ACTION:
____________________________
Clerk/Secretary
Department: Recreation and Community Services Item No: D3 Prepared by:

Mike Pacheco, Recreation and Community
Services Director Meeting Date: February 11, 2025
Approved by: John Conley, City Manager Agenda Location: Discussion SUBJECT: PUBLIC ARTS MASTER PLAN
RECOMMENDATION: Provide direction on establishing a Public Arts Master Plan program.

CORRELATION TO CITY COUNCIL GOALS: A Cleaner, More Beautiful Vista.

PRIOR ACTIONS: On September 28, 2004, the City Council approved the Public Arts Commission' s recommendations to: 1) approve a letter of encouragement, in concept, to developers for their art related projects; and 2) direct staff to include the Public Arts Commission' s recommendation to charge a development fee for art related projects with a review of all development fees in January 2005 (Vote: 5-0).

PRIOR PUBLIC ARTS COMMISSION ACTION: On August 6, 2024, by consensus, recommended establishing a Public Arts Master Plan program to the City Council for approval (Vote: 6-0; Ianoale absent).

STATEMENT ON THE SUBJECT: The Public Arts Commission is seeking City Council approval for funding to develop a public arts master plan in an effort to expand public art in Vista. Based on a review of similar plans in California, this 5 to 10 year strategic plan would define the role of arts and culture in achieving city goals and guide the creation of a cohesive city-wide public art collection. The plan would encompass various art mediums, establish short and long-term goals, and prioritize recommendations for implementation through policy and public/private resources. Based on preliminary estimates, hiring a consultant to develop a plan with this level of effort would cost approximately $100,000 to $200,000, depending on the scope of services.

There is currently no dedicated funding for a public arts master plan and may need further discussion from the Public Arts Commission. Staff can research and pursue grant applications, however, this may delay the program timeline. Staff support the program and recommend setting aside funding in the year-end fund balance. The Department will continue to support the ongoing public art programs, including the new pilot program to address graffiti.
