RECOMMENDATION: Adopt City Council Resolution No. 2025- , approving the submittal of the Fiscal Year 2025 California State Homeland Security Program (SHSP) Grant application.

CORRELATION TO CITY COUNCIL GOALS: Public Safety and Fiscal Responsibility.

PRIOR ACTION: On June 11, 2024, adopted City Council Resolution No. 2024-103, amending the Operating Budget for Fiscal Years 2023/24 and 2024/25 (Vote: 5-0).

STATEMENT ON THE SUBJECT: California State Homeland Security Program (SHSP) grant funds are intended to equip emergency personnel including firefighters, Emergency Medical Services, and law enforcement with the appropriate tools needed to plan for and react to incidents of terrorism or other catastrophic events at the local level. SHSP grant funding is secured by the County of San Diego Office of Emergency Services, as the grantee, through the California Office of Emergency Services, and then passed through to participating, qualified county departments, cities, and fire districts in San Diego County. For the FY 2025 SHSP grant period, the City of Vista was allocated a proposed $30,584 ($26,588 for the City of Vista, and $3,996 for the Vista Fire Protection District).

In the FY 2025 SHSP grant application, Vista requests funding to support a vegetative fuel abatement project to reduce wildfire risk in Vista and surrounding communities. To assist with identifying and mitigating the threat potential of 7,100 sites in remote areas, Vista Fire Rescue requests grant funding for an aerial mapping service to create vegetation maps to identify and monitor wildfire hazards. Aerial mapping services will allow Vista Fire Rescue to better monitor the amount and location of vegetative fuel in areas of the community that are the least accessible but the most vulnerable to wildfire destruction.

Staff recommend approving the submittal of the FY 2025 SHSP Grant Application.

FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation; however, should the City be successful in obtaining a grant award from SHSP, a future agenda report would be brought to the City Council for acceptance of the grant and appropriation of the funds.
