SUBJECT: FISCAL YEAR 2024/25 SECOND QUARTER FINANCIAL REPORT

RECOMMENDATION:

1. Receive and file the Fiscal Year 2024/25 Second Quarter Financial Report.

2. Adopt City Council Resolution No. 2025- , amending the Operating Budget for Fiscal Years 2023/24 and 2024/25, and amending the Capital Project Budget for Fiscal Years 2024/25 and 2025/26.

3. Adopt Buena Sanitation District Resolution No. 2025- , amending the Operating Budget for Fiscal Years 2023/24 and 2024/25, and amending the Capital Project Budget for Fiscal Years 2024/25 and 2025/26.

CORRELATION TO CITY COUNCIL GOALS: Fiscal Responsibility.

PRIOR ACTION: On December 10, 2024, received and filed the Fiscal Year 2024/25 First Quarter Financial Report. Adopted City Council Resolution No. 2024- 200, amending the Operating Budget for Fiscal Years 2023/24 and 2024/25, and amending the Capital Project Budget for Fiscal Years 2024/25 and 2025/26.

Adopted Buena Sanitation District Resolution No. 2024-14, amending the Operating Budget for Fiscal Years 2023/24 and 2024/25. Adopted City Council Resolution No. 2024- 201, amending the City -Wide Classification and Compensation Index, and repealing the provisions of any resolutions in conflict herewith. (Vote: 5-0).

See Exhibit 11 for a comprehensive list of prior actions.

STATEMENT ON THE SUBJECT: General Fund operating revenues and expenditures are within budgetary expectations as of December 31, 2024. Exhibit 3 provides budgetary and actual revenue information on General Fund revenues. As of December 31, 2024, the City has received 47.8 percent of the General Fund Total Resources (revenues plus other financing sources) projected for the fiscal year.

Revenues are below the 50 percent mark at this point in the fiscal year. This is common and expected for the second quarter and consistent with prior years, as large revenue sources, such as property tax, vehicle license fee property tax compensation, and certain franchise tax revenues, are not received until later in the year. In addition, several revenue items received in July and August are related to prior year activity and are therefore, consistent with prior years, accrued back to the prior fiscal year.

Exhibit 5 provides comparative information for General Fund expenditures. As of December 31, 2024, the City had expended 36.4 percent of the total amount appropriated in the General Fund for the fiscal year.

SUBJECT: FISCAL YEAR 2024/25 SECOND QUARTER FINANCIAL REPORT

Expenditures are generally incurred as needs arise and therefore are not spent equally throughout the year. Being under the 50 percent level at the end of the second quarter does not mean that the total appropriations will not be spent by year-end; however, departments continually strive to end the year under budget while still providing all expected services. In addition, several invoices for payment that are received in July and August are related to prior year activity and are accrued back to the prior fiscal year.

The “snapshot in time” of the City’s financial picture at December 31, 2024, reflects $58,156,905 revenues received from external sources (see Exhibit 3). For comparison purposes, this is $5.5 million lower when compared to last year’s second quarter amount of $63,614,677. The December 31, 2024 revenue includes estimated revenues for both Sales tax and Prop L as the actual revenues total were not available at the time of the report. Last year’s second quarter revenue has been updated to reflect the actual revenue as opposed to estimated revenue for income earned but not received when the 2024 second quarter report was written. This fiscal year’s budgeted adjusted total resources (revenue plus other financing sources) estimated for the General Fund is $121,729,283. Of this, $58,175,792, or 47.8 percent has been received.

Adjusted estimated budgeted General Fund appropriations are $148,775,191, with $54,098,314 or

36.4 percent expended (see Exhibit 5). Exhibit 1 provides financial and economic highlights as they pertain to the City.

Requested Budget Adjustments. Staff have reviewed revenue estimates at midyear and recommend recognizing an additional $519,160 in General Fund revenues for FY 2024/25.

Additional revenue adjustments include an anticipated shortfall for Proposition L sales Tax and Cannabis tax from the current Operating Budget. The revised Proposition L estimate is $11,776,281, a short fall of $151,429; $3,344,260 is estimated to be available at year-end to be transferred to the reserve. The revised Cannabis estimate is $6,000,000, a shortfall of $500,000 from the current Operating Budget; $1,533,604 is estimated to be available at year end for use on special projects.

In addition to the revenue adjustments there are several appropriation adjustments requested at this time.

These proposed revenue and appropriation adjustments will be offset by changes in estimated revenues, appropriation reductions in other accounts, or the use of existing fund balance or retained earnings. The adjustment requests for these items are summarized below with detailed narrative provided in Exhibit 2.

4. Revenue Graphs. Presents a graphic presentation of "Budget Target" vs. "Actual Revenues" for the t
wo largest General Fund revenue sources. The "Budget Target" presented on each graph is derived by
a trend analysis of the revenues received by the City in the prior three years. Comparing the "Actual Received" to the "Budget Target" reviews the reasonableness of the revenue estimate for this year.

5. General Fund Expenditure Summary; three months ending December 31, 2024. Presents expenditures by operating budget unit for the General Fund. At this point, expenditures conform to the budget
ary plan with no material areas of concern. It should be noted that the amounts shown in the “
Expended As Of” column report expenditures only and do not include encumbrances. Some ex
penditures may tend to be slightly understated because of bills paid in October for goods and se
rvices received on or before December 31, 2024. This schedule shows expenditures paid and ac
crued as of the end of the fiscal year.

8. Enterprise Funds Combined Income Statement; six months ending December 31, 2024. Presents the i

es flow through the income statement. Because most sewer service charges are collected on the t
ax roll, no material cash amounts are received until December. When looking at the income statement for the enterprise activities, it should be kept in mind that depreciation is a non-cash expense.

Depreciation recognizes the “cost” of using a fixed asset over its useful life. Most depreciation charges are not booked until the end of the fiscal year.

SECOND QUARTER FINANCIAL REPORT

FINANCIAL AND ECONOMIC HIGHLIGHTS
The
second quarter report serves to provide a comprehensive financial and economic assessment of the City's fiscal performance throughout the first six months of operation for FY 2024/25.

Local Property Tax: In FY 2024/25, the City's combined assessed valuation, including both secured and unsecured property, reached $16,865,643,080, marking a substantial 5.3 percent increase compared to the previous year’s combined asset valuation of $16,022,372,987. Budget projections for property tax revenues in FY 2024/25 were set at $36,324,431.

B
uilding Activity:

Vista's landscape doesn't accommodate large housing tracts, but there are expectations for smaller in-fill projects to take shape in the coming years. In the second quarter, spanning from July 1, 2024, to December 31, 2024, the valuation of residential building permits in Vista reached $7,699,464, a significant decrease compared to the $17,324,253 recorded during the same period in 2023.

For
new non-residential buildings, permits during the second quarter ending December 31, 2024, amounted to $1,944,214, signifying an increase compared to the $563,693 reported for the second quarter ending December 31, 2023. This increase was primarily driven by a rise in permits issued for Stores and Other Mercantile Buildings, with a total of $1,587,119 in permits issued during the second quarter ending December 31, 2024, compared to $493,693 during the same period in 2023.

The t
otal valuation of all building and related permits for the second quarter ending December 31, 2024, was $21,992,732.87, reflecting a decline from $35,376,463 in the same period of 2023. This decrease is primarily due to a reduction in permits for additions and alterations to other buildings and structures, which fell from $14,570,157 in 2023 to $9,491,709 in 2024.

Additionally, permits for one-family houses decreased from $9,740,194 in 2023 to $5,650,637 in 2024.

G
eneral Fund revenues from fees and permits—including those for building, engineering, and planning—totaled $2,045,167 in the second quarter ending December 31, 2024, down from $2,076,503 in the same period of 2023. This decline is primarily due to decreases in planning and building fees, which fell by 7.0 percent and 13.2 percent, respectively. However, these reductions were partially offset by a 10.0 percent increase in engineering fees compared to 2023.

I
t's important to note that timing discrepancies in assessing valuations and collecting fees can introduce variations when comparing revenue activity to valuation activity. To offer additional context, a chart illustrating the valuation of building permits issued in each of the last 20 quarters is provided below.

Local Employment: The City of Vista has maintained stability over the past twelve months.

According to preliminary data for December 2024, the San Diego County unemployment rate remains at 4.3%, unchanged from December 2023.

Similarly, the City of Vista's labor force in December 2024 was recorded at 45,108, with 43,004 individuals employed, resulting in an unemployment rate of 4.7%. This rate remains unchanged from December 2023.

Consumer Price Index: In the greater San Diego area, the Consumer Price Index (CPI) rose by 3.1% over the calendar year 2024, a notable decline from the 5.1% increase recorded in 2023. In the latter half of 2023, the annual growth rate stood at 4.8%, reflecting ongoing economic shifts. By the second half of 2024, CPI continued its downward trend, with an annual increase of 2.8%.

Housing: In December 2024, the median prices for Single Family Detached (SFD) properties in Vista's zip codes experienced an increase of 2.0 percent, rising to $862,000, compared to the $845,000 recorded in the same month of 2023. Throughout the second quarter of FY 2025, the number of SFD units sold totaled 104, reflecting a 10.1 percent decrease from the corresponding period in FY 2024. The chart below provides a detailed comparison of full-value houses sold versus median prices in the preceding 10 quarters.

Similarly, in December 2024, the median prices for Single Family Attached (SFA) properties in Vista's zip codes exhibited a significant decrease of 6.7 percent, to $540,000, in contrast to the $579,000 recorded in the same month of 2023. During the second quarter of FY 2025, the number of SFD units sold amounted to 31, reflecting a 16.7 percent increase from the corresponding period in FY 2024. The chart below offers a comprehensive comparison of full- value houses sold in relation to median prices over the preceding 10 quarters.

Sales Tax: T The City's share of retail sales tax revenue is significantly impacted by employment stability and consumer confidence. For FY 2025, local businesses collected an estimated $10,778,372 in sales tax through the second quarter. December sales figures were estimated, as actual amounts were unavailable at the time of this report. Sales tax revenue for the same period in FY 2024 totaled $11,521,289, representing a 6.4% decrease year-over-year.

This decline is primarily driven by weakened consumer demand due to persistent inflation.

Proposition “L” Sales Taxes: An annual allocation of $1,205,021 from the additional half-cent sales tax, established through Proposition "L" in November 2007, is earmarked to support fire services. Furthermore, for FY 2024/25, $7,227,000 has been allocated to service the debt on certificates of participation issued to finance several facilities throughout the City.

Anticipated Proposition “L” revenues totaling $11,927,710 have been incorporated into the FY 2024/25 operating budget to cover fire and debt service costs amounting to $8,432,021. The anticipated excess difference of $3,495,689 will be set aside, along with existing Proposition “L” reserves collected in previous years. In the table below, the 2024/25 revenues and expenditures are based on estimates, which will be updated with actual results in the fourth-quarter report. As of December 31, 2024, the estimated amount to be held in the Proposition L reserve by the end of FY 2024/25 is $22,810,668.

Departmental Fees: The General Fund relies on fees to finance services tailored to residents' specific preferences rather than those of a general nature. As these services predominantly benefit the individuals utilizing them, fees serve as the preferred funding mechanism, distinct from a general tax. These services fall into three primary categories: recreation, building and planning services, and fire and other essential services.

Recreational fees encompass charges related to sports programs, theater attendance, facility rentals, trips, day camps, and catering. Annually reviewed and approved by the City Council, these fees play a vital role in supporting the Recreation and Community Services Department programs. For FY 2024/25, estimated fees to bolster the City's recreation programs amounted Activity Summary - Proposition L

to $5,017,690. By the end of the second quarter, a total of $3,419,714, equivalent to 68.2 percent of the revenue estimate, had been collected.

Fees related to building, engineering, and planning services include charges for building permits, electrical and other building improvement fees, grading, planning, engineering, and environmental services. These fees provide essential support for the Planning, Engineering, and Building activities and services. The total estimated fees budgeted for FY 2024/25 to sustain these programs were $3,567,500. By the end of the second quarter, collections had reached $2,045,167, or 57.3 percent of the total revenue estimate.

While the City does not levy charges for fire calls to residents, fees are assessed for services such as building inspections, ambulance services, weed and lot clearing, and various miscellaneous items. The City also receives reimbursements for fire services extended to other agencies during fire incidents. These reimbursements are not initially part of the budget projection, but appropriations are made as reimbursements are received from the State to cover out-of-area fire costs. The total estimated fees budgeted for FY 2024/25 to support these city services, primarily administered by the Fire Department, amounted to $10,931,081. Within this figure, $4,161,295 represents an estimated amount to be received from the Vista Fire Protection District (District) for fire and emergency medical services provided to the District. The agreement between the City and the District dictates that the District will pay the City a portion of its revenues as they are received. However, since most of the District's revenues come from property taxes, substantial payments are not expected until the second half of the fiscal year. By the end of the second quarter, $5,880,337, or 53.8 percent of the total revenue estimate for fire- related services had been collected.

Investment Rates:

During the second quarter of 2024/25, the Federal Reserve Board (commonly known as "the Fed") reduced the Federal Funds Rate by 25 basis points, reflecting growing confidence that inflation is under control. According to the Bureau of Labor Statistics (BLS), inflation has steadily declined from its peak of 9.1 percent in June 2022 to 2.9 percent in December 2024. While the rate cut supports economic activity, it was 25 basis points less than the Fed’s previous reduction, signaling a cautious approach to avoid reigniting inflation. The rate reduction has lowered the floor for interest rates on various business and consumer loans, typically driving higher demand for new borrowing. This, in turn, stimulates economic activity and supports overall Gross Domestic Product (GDP) growth.

The City's yield on its investment portfolio tends to align with broader interest rate trends. This alignment stems from the fact that funds, typically invested over five-year terms for optimal returns, become available for reinvestment at prevailing interest rates as existing investments mature. The City employs a strategic approach to portfolio management, prioritizing long-term value optimization. This strategy may involve emphasizing short-term positions when the yield curve aligns with this approach. Nevertheless, staff remain steadfast in maintaining the portfolio's duration to match its stated index benchmark while ensuring safety of the City’s financial assets, and ample liquidity to meet the City's cashflow requirements.

2. J
ustice Assistance Grant (JAG) 2024: The US Department of Justice Office of Justice Programs approved the City of Vista for a FY 2024 grant award in the amount of $24,200. Staff recommends revenue of $24,200 be recognized in the Federal Grants revenue account (0010028.427010.JAG24) and an appropriation be made in the JAG24 gr
ant appropriation account (0010200.531500.JAG24).

3. Ty
pe 2 Cannabis Equity Grant: The California Governor’s Office of Business and E
conomic Development (GO-Biz) administers the Cannabis Equity Grants Program for Local Jurisdictions, Type 2, to aid local equity program efforts to support equity applicants and equity licensees. Offering technical support, regulatory compliance as
sistance, and help with securing the capital necessary to begin a business furthers the stated intent of the Tax Adult Use of Marijana Act by reducing barriers to licensure and employment in the regulated industry. Offering these types of support will also aid the state in its goal of reducing or eliminating the illicit cannabis market by bringing more participants into the legal marketplace. The City has been awarded the Type 2 Cannabis Equity Grant in the amount of $250,000. Staff recommends recognizing additional revenue of $250,000 into the Cannabis Equity Grant revenue account (0010027.425100.CAN02) and an appropriation be made in the Cannabis Equity Grant expense account (0010145.531500.CAN02).

4. V
ista Emergency Shelter Project Award: Senator Blakespear has granted the City a one- time state budget allocation of $1,000,000 in recognition of our efforts to secure a permanent facility for our navigation center after the BCNC expires, supporting our ongoing initiatives. Staff recommends recognizing revenue of $1,000,000 into Homeless Shelter revenue account (1170027.425100.8366) and an appropriation be made into the Homeless Shelter Capital Project Source Appropriation account (1176207.578999.8366).

5. North County Transit District (NCTD) Annual Lease: Prepaid annual lease of $8,714.03 was not expensed for FY24, the budgeted expense was closed to Fund Balance. For FY25, funds need to be transferred to the Rents & Leases account for recording for FY25 annual payment in the amount of $9,433.58. Staff recommends the transfer of $18,147.61 from the Housing Fund Balance account (1220000.310410) to the Housing Rent & Leases expense account (1220344.531800) to cover both fiscal years.

6. Land Development Professional Services: The Land Development Division is requesting an additional allocation of $50,000 to address the increased demand for land development plan check services. Additional funding is needed to utilize one of our as- needed plan checking contracts to bring a consultant into the office to assist with plan checks. To accommodate this request, staff recommends appropriating $50,000 in the Land Development Professional Services expense account (0010325.521000) from the General Fund Balance account (0010000.310410).

7. Street Rehabilitation & Maintenance (CIP 8225): The Engineering Department is requesting the transfer of $135,787.41 from CIP Project 8312 Townsite Complete Streets Project to CIP Project 8225 Biennial Street Construction & Overlay Project. The Townsite project came in under budget and the transfer will fund future eligible street improvements with the Overlay project. Staff recommends transferring $135,787.41 from the source appropriation account (1286565.578999.8312) to the source appropriation account (1286565.587999.8225).

8. ARPA-CMP Storm Drain Replacement Project (CIP 8239): The Engineering Department is requesting an appropriation of $222,087.47 to further fund the CMP Storm Drain Replacement CIP Project 8239. Staff recommends programming the $222,087.47 from the source appropriation account (1286565.578999.8239) from the Deferred Street Construction Fund Balance (1280000.310410).

9. Replacement of Sewer Equipment: The Sewer Maintenance Division is requesting funding that will provide for the purchase of a skid steer and trailer via cooperative purchase agreement. The equipment is needed to maintain and service unimproved sewer easement access roads, improve efficiency and safety for manhole access frame and cover replacements, and facilitate access to isolated areas during routine or emergency system maintenance. To cover the $104,000 cost of this purchase, staff recommends appropriating $64,480 to the Vista Sewer Maintenance Capital Replacement account (5010460.561000) and $36,520 from the Buena Sewer Maintenance Capital Replacement account (5040480.561000). These increases will be funded from available fund balance in Vista Sewer (5010000.310410) and Buena Sewer District (5040000.310410).

10. Vallecitos Failsafe Outfall Rehab (CIP 8346): The project cost increases are due to unforeseen changes in conditions encountered by the contractor that were not identified in the contract documents. These include production losses caused by trench and soil stabilization challenges resulting from elevated groundwater. Additionally, extra costs were incurred due to the unsuccessful installation of the Nuline lining rehabilitation technology in one of the pipe segments. To address this issue, an alternative 03/11/2025

technology, Primus Liner, was selected for successful rehabilitation. Per an agreement with the Vallecitos Water District, Buena Sewer District (BSD) holds a 50% ownership share of the rehabilitation costs. Staff recommends the appropriating $227,000 to the Vallecitos Failsafe Outfall Rehab source appropriation account (5066515.578999.8346).

This increase will be funded from the available fund balance in Buena Sewer District Reserves account (5060000.310410).

11. Used Oil Payment Program (OPP): CalRecycle administers the Used Oil Payment Program (OPP) to provide opportunities for local governments to receive payments for used oil and used oil filter collection/recycling programs. The City of Vista has used OPP monies to fund projects such as oil filter exchange events and materials and equipment to prevent oil from entering our storm drains which results in the preservation of our watersheds. The City of Vista has successfully participated in the previous twelve cycles and was granted another year of eligibility. This Budget Adjustment request is to utilize the most recent OPP funds of $14,172 awarded from CalRecycle to continue running this program. Staff recommends recognizing additional revenue of $14,172 into the OPP revenue account (5010027.425006.OPP15) and an appropriation be made in the OPP expense account (5010470.521000.OPP15).

12. Large Format Monitors: As part of our initiative to implement an online plan check process, we are acquiring large-format monitors to support digital plan-check reviews. All staff involved in plan reviews will be provided with these upgraded monitors. Staff requests an appropriation of $48,000 be made into the Information Technology, Technology Purchases & Services expense account (6040135.531530). This appropriation is to be funded by the Information Technology Designated Monitor Replacement account (6040000.310742.MON).

13. Laptops for Department Directors: Department Directors have requested individual laptops for use while away from the office. Staff requests an appropriation of $45,000 be made into the Information Technology, Technology Purchases & Services expense account (6040135.531530). This appropriation is to be funded by the Information Technology Designated Laptop Replacement account (6040000.310742.LAP).

14. Council Chamber AV Systems Improvements: Our Information Technology Department would like to purchase and install additional redundancies in our Council Chambers AudioVisual System as well as purchase additional hardware to facilitate integration with an AI based translation application. Staff requests an appropriation of $35,000 be made into the Information Technology, Technology Purchases & Services expense account (6040135.531530.PEG). This appropriation will be funded by Cable Franchise PEG Funds account (0010000.310547).

15. Cultural Arts Moonlight Cultural Foundation: Moonlight Cultural Foundation donated new lawn speakers for the Moonlight Amphitheatre. Staff recommend amending the budget to reflect the donation of $73,989.01 in the Moonlight Cultural Arts donation revenue account (0010071.472750.MCF) and an appropriation be made into the Cultural Arts Capital Outlay account (0010560.561000) to properly account for the donation.

16. Jingle Terrace Park 2024: Moonlight Cultural Foundation donated supplies and services related to the city's annual holiday event Jingle Terrace Live. This budget adjustment equally increases both revenue and expenditures to reflect MCF's contributions. No additional subsidy from the general fund is required. Staff recommend amending the budget to reflect the donation of $32,039.78 in the Jingle Terrace Park Contributions revenue account (0010071.472750.JTP) and an appropriation of $11,211.00 be made into the Professional/Consulting Services account (0010500.521000.JTP) and an appropriation of $20,828.78 into the Part-time Salaries account (0010500.512000.JTP) to properly account for the donation.

17. Senior Nutrition & Senior Center Event: San Diego County Aging and Independent Services offered an unexpected grant for the senior nutrition program to purchase equipment for which the City was awarded $2,796.76. Staff recommend recognizing this grant in the Senior Nutrition Grant revenue account (1070550.427018) and an appropriation of $2,796.76 be made into the Tools/Furniture/Equipment expense account (1070550.531200). Additionally, San Diego Senior Centers Foundation has donated $5,000, which has been reflected in costs associated with December 2024 holiday events at the senior center. Staff recommend recognizing this donation in the Sponsorship Income revenue account (0010071.431909.SREVT) and an appropriation of $5,000 be made into the Events and Cultural Services expense account (0010071.521030.SREVT).

18. Wave Waterpark Supplies and Utilities: Additional funds are needed for operating supplies and utilities to sustain park operations through the upcoming summer season.

The costs of carbon dioxide and chlorine have risen significantly over the years, with expenses totaling $104,498.88 in fiscal year 23/24. Given the current year-to-date expenditure of $74,180.95, staff anticipate similar costs this year.

Utility expenses have also increased, particularly SDG&E rates, which have exceeded the original budget projections for fiscal year 24/25. Costs rose from $291,533.81 in fiscal year 22/23 to $321,901.80 in fiscal year 23/24. With energy prices continuing to climb, the budgeted $242,279 for fiscal year 24/25 is expected to be insufficient.

Additionally, a sewer leak on the property, which has since been repaired, resulted in unexpected increases in sewer fees for fiscal year 23/24.

To address these financial needs, staff recommend the following appropriations:

• $16,550 to the Operating Supplies/Pool Chemical expense account (5070580.531100.PCHEM)
• $80,000 to the Electricity & Natural Gas expense account (5070580.54100) • $26,292 to the Sewer expense account (5070580.544000)

The City's current subsidy for the Wave Waterpark stands at $746,304, and staff request an additional $122,842 from the General Fund Balance account (0010000.310410) to cover these expenses.

19. Automated Chlorine Delivery System: The Wave Waterpark Assessment was presented to the City Council on February 11, 2024. City Council directed purchase new chlorinators for the pool systems. Staff recommends the replacement of three existing chemical controllers with new controllers, utilizing the existing microprocessor and relay circuits, reconnecting existing chemical feed systems to the new controllers' pH and ORP outputs, and replacement of four chlorine pumps. The estimated cost is approximately $50,000 dollars. Staff recommends an appropriation be made into the Wave Captial Replacement account 5070580.562000 to cover these expenses, the appropriation will be made from available Unreserved General Fund Balance (0010000.310410).
