RECOMMENDATION: Discuss options and the acquisition of a City-owned permanent navigation center and provide direction to staff.
CORRELATION TO CITY COUNCIL GOALS: Homelessness & Housing.
PRIOR ACTION: On March 11, 2025, received and filed the Fiscal Year 2024/25 Second Quarter Financial Report and adopted City Council Resolution No. 2025-32, amending the Operating Budget for Fiscal Years 2023/24 and 2024/25 (Vote: 5-0).
On November 14, 2023, adopted City Council Resolution 2023-202, amending FY 2022-2023 and FY 2023-2024 budgets allocating $4.5 million dollars towards a permanent City-owned interim housing facility (Vote: 5-0).

STATEMENT ON THE SUBJECT: On March 10, 2020, the City Council adopted the Strategic Plan to Address Homelessness (Strategic Plan) that is designed to address homelessness through programs and practices that have proven successful in other places but are tailored for Vista. The Strategic Plan is a living document that requires ongoing development and updates based on funding sources, legislative changes, community need, and program outcomes.
Within the Strategic Plan is a provision to provide emergency shelter beds for unhoused Vista residents.
On August 11, 2020, the City of Vista, in support of the Strategic Plan, began contracting emergency shelter beds through the Alliance for Regional Solutions (ARS) shelter network as the City worked on developing their own emergency shelter program. The City continues to contract with the ARS to provide shelter beds for unhoused Vista residents with the most recent contract term providing services through June 30, 2025.
The City began operations of its own interim housing program, the Buena Creek Navigation Center (BCNC), in partnership with the City of Encinitas, on March 4, 2024. The BCNC provides 36 beds for unhoused Vista residents and 12 beds for unhoused Encinitas residents (75 percent-25 percent split), and is operated by Retread, Inc. The BCNC provides semi-congregate shelter on a leased property with two

Staff has presented to the Standing Committee on Homelessness (Standing Committee) options for the acquisition of a permanent City-owned navigation center. The Standing Committee has received information on the proximity of the facility to infrastructure, such as transportation and job opportunities; industrial buildings between 7,500 square feet (SF) and 20,000 SF for sale within the Vista Business Park; available hotels or motels for sale; and utilization of three different types of modular construction.

During the most recent Standing Committee meeting on March 20, 2025, City staff provided costs of recent adaptive reuse interim housing projects within the Southern California region.
City staff estimates the cost of an adaptive reuse of a commercial or industrial building from a combination of industry standards, regional data, and specific project considerations. The projected estimate cost ranges from $8.3 million to $15 million not including the purchase price of the building.

SUBJECT: ACQUISITION OF A PERMANENT HOMELESSNESS NAVIGATION CENTER
The City has received three Rough Order of Magnitudes (ROMs) from three different modular manufacturing companies, all of which provided an estimate for 24 rooms large enough for two individuals, eight bathrooms (two of which are ADA compliant), a laundry area with 4 washers and 4 dryers, a janitor’s closet, all needed furniture, transportation, and setup (Exhibit 2). These modular buildings are built to local building codes, with components manufactured off site. Once constructed, they are delivered to the site and assembled. Because modular homes are built to local building codes, they have appreciation values similar to those of standard construction facilities.
City staff recommends utilizing the City-owned property at 200 Michigan Avenue, for partial demolition and refurbishing. Staff also recommend the utilization of modular construction to reduce costs and construction time for the completion of the project.
