RECOMMENDATION: Adopt City Council Resolution No. 2025- , establishing an all-way stop at the intersection of Lupine Hills Drive and Thibodo Park Driveway.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On March 5, 2025, recommended establishing an all-way stop at the intersection of Lupine Hills Drive and Thibodo Park Driveway (Vote: 3-1-1, Vielma Abstained, Albright Opposed, Pedroza Absent, One Vacancy).
STATEMENT ON THE SUBJECT: The City received a request to evaluate Lupine Hills Drive in the vicinity of Thibodo Park for a pedestrian crossing. Since pedestrian crossings operate the safest when controlled by a stop sign or other devices, staff explored the opportunity for an all-way stop to accompany a marked crosswalk along this segment of Lupine Hills Drive. Staff conducted an evaluation of the intersection of Lupine Hills Drive and Thibodo Park Driveway for an all-way stop using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Lupine Hills Drive and Thibodo Park Driveway meets the quantitative criteria for an all-way stop. Exhibit 2 is the all-way stop evaluation of the intersection.
If the all-way stop is approved, staff proposes to install a marked crosswalk on the north leg of the intersection, upgrade the two existing curb ramps on the east side and install a new curb ramp on the west side to serve the new crosswalk. Staff also proposes to install red flashing beacons to accompany the two new stop signs on Lupine Hills Drive.
The adjacent properties have been notified that this proposal will be on the April 8, 2025 City Council meeting agenda. Exhibits 3 and 4 show the map of notified properties and the notice sent to the properties.
FISCAL IMPACT: The cost to install three stop signs is approximately $1,200. Sufficient funding is available in the Fiscal Year 2024/25 Operating Budget in the Gas Tax Street Maintenance Special Department AGENDA

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, ESTABLISHING AN ALL-WAY STOP AT THE
INTERSECTION OF LUPINE HILLS DRIVE AND THIBODO PARK DRIVEWAY The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Section 21354 ofthe California Vehicle Code authorizes local agencies to install stop signs at the intersections under their jurisdiction.
B. On March 5, 2025, the City of Vista Traffic Commission recommended establishing an all-way stop at the intersection of Lupine Hills Drive and Thibodo Park Driveway.
C. The establishment of an all-way stop at the intersection of Lupine Hills Drive and Thibodo Park Driveway will provide for the safe movement of traffic.
2. Action.
A. An all-way stop at the intersection of Lupine Hills Drive and Thibodo Park Driveway is hereby declared and established.
B. The City Traffic Engineer is directed to install signs, markings, and other devices as reasonably necessary in accordance with the current California traffic engineering standards.
C. All previous determinations or declarations of the City of Vista in conflict herewith are repealed and replaced.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on April 8, 2025, by the following vote:

In a recent safety evaluation, the City determined that the intersection of Lupine Hills Drive Thibodo Park Driveway meets the standards for the installation of an all-way stop. An all- way stop at this intersection requires the approval ofthe Traffic Commission and City Council.
The proposal was approved by the Traffic Commission on March 5, 2025. The proposal will be presented at the City Council meeting on Tuesday, April 8, 2025, at 5:30 pm. This is a public meeting that is open to the public.
The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City’s website, www.vista.gov , by Wednesday, April 2, 2025.
