UBJECT: ALL-WAY STOP AT THE INTERSECTION OF CAMINO CORTO AND CAMINO PATRICIA RECOMMENDATION: Adopt City Council Resolution No. 2025- , establishing an all-way stop at the intersection of Camino Corto and Camino Patricia.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On October 9, 2018, adopted City Council Resolution No. 2018-156, establishing a one- way stop at the intersection of Camino Corto and Camino Patricia to control traffic from Camino Patricia (Vote 5-0).
P
RIOR TRAFFIC COMMISSION ACTION: On March 5, 2025, recommended establishing an all-way stop at the intersection of Camino Corto and Camino Patricia (Vote: 5-0, Pedroza Absent, One Vacancy).
STATEMENT ON THE SUBJECT: The City received a request to evaluate the intersection of Camino Corto and Camino Patricia for an all-way stop for traffic calming purposes on Camino Corto. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Camino Corto and Camino Patricia does not meet the quantitative criteria for an all-way stop. Exhibit 2 is the all-way stop evaluation of the intersection.
Res
idents submitted a petition to install an all-way stop at the intersection of Camino Corto and Camino Patricia as a traffic calming measure in accordance with the City’s Traffic Calming Program. Exhibits 3 and 4 are the petition and petition verification map, which show that a majority of nearby residents are in support of the all-way stop.
Staff collected data that showed the prevailing speeds near 130 Camino Corto to be around 26 miles per hour. The speed study is attached as Exhibit 5. There have also been three reported accidents on Camino Corto between Vista Village Drive and Camino Patricia in the past five years.
The City Traffic Engineer has determined that an all-way stop is the most feasible solution to manage speeding along Camino Corto. Exhibit 6 is a memorandum from the City Traffic Engineer documenting this determination.

Subject: All-Way Stop on Camino Corto and Camino Patricia Residents submitted a petition to install an all-way stop at the intersection of Camino Corto and Camino Patricia as a traffic calming measure in accordance with the City’s Traffic Calming Program. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Camino Corto and Camino Patricia does not meet the quantitative criteria for an all-way stop.
I evaluated the street segment and I found that based on roadway characteristics, vehicle speeds and accident history, in my engineering judgment and as provided in the City’s Traffic Calming Program, an all-way stop at the intersection of Camino Corto and Camino Patricia is the most feasible and effective measure to reduce vehicle speeds on Camino Corto.
