UBJECT: ALL-WAY STOP AT THE INTERSECTION OF E. INDIAN ROCK ROAD AND EAST DRIVE RECOMMENDATION: Adopt City Council Resolution No. 2025- , establishing an all-way stop at the intersection of E. Indian Rock Road and East Drive.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.

RIOR TRAFFIC COMMISSION ACTION: On March 5, 2025, recommended establishing an all-way stop at the intersection of E. Indian Rock Road and East Drive (Vote: 5-0, Pedroza Absent, One Vacancy).
STATEMENT ON THE SUBJECT: The City received a request to evaluate the intersection of E. Indian Rock Road and East Drive for an all-way stop for traffic calming purposes on E. Indian Rock Road. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of E. Indian Rock Road and East Drive meets the quantitative criteria for an all-way stop. Exhibit 2 is the all-way stop evaluation of the intersection.

aff collected data that showed the prevailing speeds near 308 E. Indian Rock Road to be around 30 miles per hour. The speed study is attached as Exhibit 3. There have also been three reported accidents on E.
Indian Rock Road between Rhea Place and Apollo Drive in the past five years.
The adjacent properties have been notified that this proposal will be on the April 8, 2025 City Council meeting agenda. Exhibits 4 and 5 show the map of notified properties and the notice sent to the properties.

ISCAL IMPACT: The cost to install two stop signs is approximately $800. Sufficient funding is available in the Fiscal Year 2024/25 Operating Budget in the Gas Tax Street Maintenance Special Department Expense Traffic Sign Supplies account (no. 1060410.531500.00090).

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, ESTABLISHING AN ALL- WAY STOP AT THE INTERSECTION OF E. INDIAN ROCK ROAD AND EAST DRIVE
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Section 21354 of the California Vehicle Code authorizes local agencies to install stop signs at the intersections under their jurisdiction.
B. On March 5, 2025, the City of Vista Traffic Commission recommended establishing an all-way stop at the intersection of E. Indian Rock Road and East Drive.
C. The establishment of an all-way stop at the intersection of E. Indian Rock Road and East Drive will provide for the safe movement of traffic.
2. Action.
A. An all-way stop at the intersection of E. Indian Rock Road and East Drive is hereby declared and established.
B. The City Traffic Engineer is directed to install signs, markings, and other devices as reasonably necessary in accordance with the current California traffic engineering standards.
C. All previous determinations or declarations of the City of Vista in conflict herewith are repealed and replaced.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on April 8, 2025, by the following vote:

Subject: All-Way Stop at the Intersection of E. Indian Rock Road and East Drive Dear OWNER/OCCUPANT:
Residents have expressed concern with speeding on E. Indian Rock Road and requested the installation of an all-way stop at the intersection of E. Indian Rock Road and East Drive. An all-way stop at this intersection requires the approval of the Traffic Commission and City Council.
The proposal was approved by the Traffic Commission on March 5, 2025. The proposal will be presented at the City Council meeting on Tuesday, April 8, 2025, at 5:30 pm. This is a public meeting that is open to the public.
The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City’s website, www.vista.gov, by Wednesday, April 2, 2025.
