Clerk/Secretary
Department: City Manager Item No: D1
Prepared by: John Conley, City Manager Meeting Date: April 8, 2025 Approved by: John Conley, City Manager Agenda Location: Discussion SUBJECT: CONCERNS RELATED TO PARKING, TRAFFIC CALMING AND ROADWAY DESIGN IN
THE RAINTREE AND LEMON NEIGHBORHOOD
RECOMMENDATION: Discuss ongoing concerns regarding parking, traffic calming, and roadway design in the neighborhood surrounding Raintree Park, including Raintree Drive, Raintree Place and Lemon Avenue, and provide direction to staff.
PRIOR ACTION: On October 22, 2024, adopted City Council Resolution No. 2024-167, awarding a construction contract to Quality Construction & Engineering, Inc. for the Nevada and Lemon Sidewalks and Lighting Project (CIP No. 8355) (Vote:5-0).
STATEMENT ON THE SUBJECT: Councilmember Contreras requested the City Manager place a discussion item on an upcoming agenda to discuss concerns regarding parking, traffic calming, and roadway design in the neighborhood surrounding Raintree Park, including Raintree Drive, Raintree Place and Lemon Avenue. The subject streets are shown on a location map attached as Exhibit 1.
For reference, the City currently has a sidewalk and lighting project under construction along segments of Lemon Avenue and Nevada Avenue in the southern portion of this neighborhood (Exhibit 2). Sidewalks will be added on the west side of Lemon Avenue from the intersection at Raintree Place, south to Nevada Avenue, then west on Nevada Avenue to N. Santa Fe Avenue (shown in Exhibit 1). The project further includes bulb-outs at the intersections of Lemon/Nevada, Nevada/Citrus, and Nevada/N. Santa Fe to improve pedestrian access.
Staff also recently evaluated numerous active transportation improvements in this neighborhood as part of the Townsite Complete Streets Phase II Active Transportation Project (ATP) grant application. The recommendations of this grant application are depicted in Exhibit 3 for reference. An ATP grant was submitted in 2024 for this plan, which did not receive funding. This project is on hold pending grant funds or other identified funding sources.
FISCAL IMPACT: There is no direct fiscal impact associated with this discussion item.
