Department: Recreation & Community Services Item No: C11 Prepared by: Mike Pacheco, Director Meeting Date: April 8, 2025 Approved by: John Conley, City Manager Agenda Location: Consent Calendar SUBJECT: VISTA CONSERVANCY TRAIL RE-NAMING TO WÍIVAY TRAIL RECOMMENDATION: Adopt City Council Resolution No. 2025- , approving re-naming the Vista Conservancy Trail to the Wíivay Trail.

CORRELATION TO CITY COUNCIL GOALS: Parks and Recreation.

PRIOR ACTION: On September 10, 2024, directed staff to accept two properties owed by the Vista Conservancy (Vote: 5-0).

PRIOR PARKS AND RECREATION COMMISSION ACTION: On March 24, 2025, the Parks and Recreation Commission approved a motion to recommend to the City Council that it consider changing the name of the Vista Conservancy Trail to the Wíivay Trail. (Vote: 6-0, Abeyta, absent).

STATEMENT ON THE SUBJECT: The Vista Conservancy Trail, previously named in association with the now-dissolved Vista Conservancy non-profit, requires renaming. This trail segment links Brengle Terrace Park and Wildwood Park, following Buena Vista Creek. There is no city policy for trail naming; however, City Council Policy 400-01, which outlines naming procedures for parks and recreational facilities, is provided for reference (Exhibit 2).

Staff believes a new trail name that reflects the area’s geographic and cultural context would satisfy the criteria outlined in Policy 400-01—specifically Section 4, for identifiable geographic location or feature, and Section 6, for combining geographic and cultural heritage. The trail alignment along Buena Vista Creek and its connection to the developing Wíivay Park supports a consistent naming approach based on location and significance.

Wíivay Park, a new fitness park and trail loop situated at the eastern terminus of Townsite Drive, near 740 Paseo Buena Vista, Vista, CA 92084 is named in recognition of a historic Payómkawichum village site. The San Luis Rey Band of Mission Indians has provided the following description of Wíivay and the adjacent segment of Buena Vista Creek:
“Wíivay is an old village site located in what is now known today as Vista. The village was home to the Payómkawichum (People of the West) - the First People of this land and the ancestors of the San Luis Rey Band of Mission Indians. Like today, the Wíivay Park and trail system supported healthy and sustaining lifeways and provided a place for individuals and families alike to call home. The Payómkawichum and their AGENDA
