SUBJECT: ALL-WAY STOP AT THE INTERSECTION OF CYPRESS DRIVE AND ALTA VISTA

TERRACE

RECOMMENDATION: Adopt City Council Resolution No. 2025- , establishing an all-way stop at the intersection of Cypress Drive and Alta Vista Terrace.

CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.

PRIOR ACTION: On April 24, 1989, adopted City Council Resolution No. 89-60, establishing a stop on Alta Vista Terrace at Cypress Drive (Vote 5-0).

PRIOR TRAFFIC COMMISSION ACTION: On April 2, 2025, recommended establishing an all-way stop at the intersection of Cypress Drive and Alta Vista Terrace (Vote: 5-0, Mangold and Matheus Absent).

STATEMENT ON THE SUBJECT: The City received a request to evaluate the intersection of Cypress Drive and Alta Vista Terrace for an all-way stop for traffic calming purposes on Cypress Drive. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Cypress Drive and Alta Vista Terrace does not meet the quantitative criteria for an all-way stop. Exhibit 2 is the all-way stop evaluation of the intersection.

Residents submitted a petition to install an all-way stop at the intersection of Cypress Drive and Alta Vista Terrace as a traffic calming measure in accordance with the City’s Traffic Calming Program. Exhibits 3 and 4 are the petition and petition verification map, which show that a majority of nearby residents are in support of the all-way stop.

Staff collected data that showed the prevailing speeds near 935 Cypress Drive to be around 36 miles per hour. The speed study is attached as Exhibit 5.

The City Traffic Engineer has determined that an all-way stop is the most feasible solution to manage speeding along Cypress Drive. Exhibit 6 is a memorandum from the City Traffic Engineer documenting this determination.

Subject: All-Way Stop on Cypress Drive and Alta Vista Terrace Reside
nts submitted a petition to install an all-way stop at the intersection of Cypress Drive and Alta Vista Terrace as a traffic calming measure in accordance with the City’s Traffic Calming Program. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Cypress Drive and Alta Vista Terrace does not meet the quantitative criteria for an all-way stop.

I evalu
ated the street segment and I found that based on roadway characteristics, vehicle speeds and accident history, in my engineering judgment and as provided in the City’s Traffic Calming Program, an all-way stop at the intersection of Cypress Drive and Alta Vista Terrace is the most feasible and effective measure to reduce vehicle speeds on Cypress Drive.
