On May 23, 2023, adopted City Council Resolution No. 2023-86, amending Recreation & Community Services Policies and Procedures.

SUBJECT: FEES AND POLICIES & PROCEDURES FOR RECREATION & COMMUNITY SERVICES The proposed fees would be effective as follows:

Effective Date Fees
July 1, 2025 Recreation Facilities
Recreation Facilities – Sports Fields
Recreation Programs
Rancho Buena Vista Adobe Facilities & Programs
Gloria McClellan Senior Center Facilities & Programs
General Fees
Fall 2025* Cultural Arts Productions
January 1, 2026 Cultural Arts Facilities
Wave Waterpark Facilities and Programs
*Tickets for 2026 Cultural Arts productions go on sale fall 2025.

R
ecreation Facilities. Staff do not recommend modifications to facility rental fees at this time considering on May 23, 2023, City Council approved a 15% increase in hourly rental rates for all groups at picnic areas/pavilions, the Civic Center, Fire Station #5 Meeting Room, the Jim Porter Recreation Center, and Thibodo Park Ranch House.

R
ecreation Programs. Staff do not recommend increases at this time as on May 23, 2023, City Council approved a 3%-30% increase to program fees for City -run youth and adult sport programs such as tennis, volleyball, flag football, and softball based on variability in cost increases to provide each program.

Staff recommend removing the Highland Games parking fees as the event is not likely to continue and adding the long-standing $5 fee for July 4 fireworks viewing at Moonlight Amphitheatre.

R
ancho Buena Vista Adobe. Staff do not recommend changes as on May 23, 2023, City Council approved a 15% increase to the daily and hourly facility rental rates for the Rancho Buena Vista Adobe.

G
loria McClellan Senior Center. Revisions include incorporating the existing $8 taxi scrip fee. Staff do not recommend increases at this time as on May 23, 2023, City Council approved a 15% increase to hourly rental rates for the Azalea Room, Jasmine Room, and Park Terrace Café.

C
ultural Arts Facilities. Staff recommend the following modifications:

Moonlight Amphitheatre
• Adjust the overtime hourly rates to be precise and not rounded. • Include overtime rates for renters exceeding the 8- hour maximum for the Moonlight patio, rehearsal room, and stage.
• Modify the cleaning fee to reflect direct costs for department-wide consistency. • Include the long-standing practice of charging a 4% credit card transaction fee to the facility renter.
• Raise the minimum fees for house staff/parking/shuttle to mirror minimum wage. • Include rates for using the LED video wall.
• Increase the orchestra pit cover removal and restoration fee from $1,000 to $1,500. • Remove the option, and therefore the fee, for renters to move the REP light plot. • Decrease ticket printing for single events from $75 to $50 and raise ticket printing for multiple performances from $20 to $100.
• For ticket sales, exclude “beginning with introduction of new ticketing software at end of 2024” language since the new software was implemented in October 2024. 05/13/2025

SUBJECT: FEES AND POLICIES & PROCEDURES FOR RECREATION & COMMUNITY SERVICES

AVO Playhouse
• O ffer a 5 -hour rental block in addition to the 10 -hour rental block to accommodate a wider range of events and potential renters and include hourly overtime rates. • Adjust the overtime hourly rates to be precise and not rounded. • Modify the cleaning fee to reflect direct costs for department-wide consistency. • I nclude the long-standing practice of charging a 4% credit card transaction fee to the facility renter.
• R aise the minimum fees for house staff/parking/shuttle to mirror minimum wage. • R emove the option, and therefore the fee, for renters to move the light plot. • D ecrease ticket printing for single events from $75 to $50 and raise ticket printing for multiple performances from $20 to $100.

Cultural Arts Programs. Staff recommend an increase in fees for summer season shows as indicated below to offset rising direct and indirect costs, raising general lawn tickets the least to maintain affordability.

Type
Average
Percent Increase
Season Tickets 12%
Orchestra Ticket 9%
Reserved Ticket 9%
Fringe Ticket 9%
Reserved Lawn Ticket 10%
General Lawn Ticket 8%

Moonlight Amphitheatre season ticket prices average 34% lower than other major theatres in the San Diego region while single ticket prices average 47% lower. This is partially attributed to almost half of seats being general lawn seats, which are priced the lowest. Notably, 36% of available tickets for every performance are at or below $23 , allowing the city to provide Broadway -quality theatre at accessible pricing unparalleled to any other regional theatre.

Staff recommend lowering the range of Presents tickets to adjust for a shift in programming. Currently, only concert entertainment is provided, and the programmatic shift will include not only concerts but also affordable family-friendly events, ultimately engaging a wider audience.

Wave Waterpark Facility Rental and Program Fees. Staff recommend raising select fees to offset maintenance and rising operating costs by increasing daily general admission rates by $1-$2, season passes and family passes by $5, select hourly rental rates by $25, daily cabana rental rates by $10, and select programs/events by $2-$20. Language incorporating the existing $20 locker season pass and the practice of offering promotions in spring is also recommended.

General Fees. Staff recommend updating the language throughout the document regarding the 5% facility maintenance fee for transparency and including the long-standing practice that returned checks incur a $25 processing fee.

POLICIES AND PROCEDURES
The revised policies and procedures are included as Exhibit 8. Below is a summary of the proposed substantive amendments that, if adopted, would take effect July 1, 2025.

Section VII Deposits. This section has been revised to present required deposit amounts as a table for ease, to include Wave Waterpark facility rental deposits , and to move the athletic field deposits from Section XII(g) to this section.

Section VIII Insurance. Per recommendation by the city’s risk management, insurance requirements are revised to include, “If alcohol is present at the facility rental, $1,000,000 liquor liability insurance is also required.”

Section XI Cancellations/Refunds. The following language is stricken as it is no longer applicable due to streamlined operations, “All deposits for Camps and the Early Childhood Education Program are non- transferrable and non-refundable.” Expiring credits are revised to expire one year after the date the credit was issued as opposed to all credits expiring July 1 regardless of the date of issuance.

Section XII Site-Specific Policies and Procedures
(c) Park Terrace. Staff recommend eliminating the $500 refundable deposit for Park Terrace kitchen use as historically there have not been issues.

(d) Civic Center Morris B. Vance Community Room. Required deposit for kitchen use has been moved to Section VII Deposits.

(g) Athletic Fields . Staff recommend eliminating the $50 deposit to reserve a field and the $1,000 deposits for renting the synthetic fields at Luz Duran and Vista Sports Park as historically there have not been any issues.

(h) Moonlight Amphitheatre and AVO Playhouse. Revisions are included to reflect terms outlined in the memorandum of agreement with International Alliance of Theatrical Stage Employees (IATSE) Local 122.

(i) Wave Waterpark . Revisions include incorporating long- standing policies related to general admission refunds, swimming lesson cancellations and refunds, splash camp refunds and transfers, and private rentals.

2001 RECREATION & COMMUNITY SERVICES DEPARTMENT FEE STUDY

Exhibit 9 includes the 2001 Recreation & Community Services Department Fee Study which, as requested, established the current guidelines for Recreation & Community Services fees. The following guidelines for establishing program services and fees are from the January 29, 2002, memo regarding fee and charge policies for Parks and Community Services Department (Exhibit 10):

GUIDELINES FOR PROGRAM SERVICES:

1. Basic Park and Recreation Services Should Be Provided at No Charge.

These fundamental services are those which tend to preserve and promote physical and mental well- being, provide patron safety, and provide services to everyone. These fundamental services add to the overall quality of life in the City.

Fees for basic park and recreation services can be charged, if necessary, due to one or more of the following reasons:

A. The program or service overhead costs are unusually high, and a fee is necessary to help offset some of the costs in order to allow full provision of the program or service. Example: The City provides, at no cost, ball fields for daytime usage; however, to provide for night usage, a fee is charged to cover electrical costs.

MEETING DATE: May 13, 2025 PAGE 5

SUBJECT: FEES AND POLICIES & PROCEDURES FOR RECREATION & COMMUNITY SERVICES

B. A fee can allow for expansion of an activity so that everyone can participate at the least possible cost. Example: The City provides free July 4th activities; a fee is charged for a special dinner on the patio for those willing to pay, which provides funding that allows the overall program to be expanded.

C. The services are limited to a relatively few individuals or a special interest group of a private character. Those who benefit to the exclusion of others should pay for the privileges enjoyed.

Example: A community organization pays a use fee to have exclusive usage of a facility for their membership meeting.

D. When public property is used for private economic gain, fees should be charged comparable to commercial rates. Example: A business rents the AVO Playhouse to conduct a sales seminar and must pay a commercial usage rate.

E. Admission to special events where fees are used to expand the activity or cover the cost of the event. Example: A ticket to a Moonlight Amphitheatre production.

GUIDELINES FOR ESTABLISHING FEES:

1. Parks and Facilities
A. As a basic resource for City services, parks and recreation facilities, including community centers, are constructed with public funds and are so basic to the recreational needs of the community that the assurance of services must be underwritten by the government. Such facilities may be capable of generating sufficient revenues to offset their operational costs, but a General Fund appropriation should be used to assure their continuation as a basic service to the general public.

B. Certain special facilities should be sustained by appropriated funds because of their cultural or historical value to the community and because they may need to be maintained at a high standard.

Fees and charges should be used to offset general City expenditures to the greatest possible extent.

2. Recreation Services
A. Certain special facilities should be sustained by appropriated funds because of their cultural or historical value to the community and because they may need to be maintained at a high standard.

Fees and charges should be used to offset general City expenditures to the greatest possible

B. NO FEE RECREATION SERVICES; no fees should be charged for " Basic Recreation Services" that are fundamental to the community.

C. PARTIAL FEES FOR BASIC RECREATION SERVICES; partial fees should be charged for fundamental services that have unusually high overhead costs or that the overall program will benefit from a fee. Partial fees shall be established by eliminating or reducing the program administrative costs.

D. SELF-SUSTAINING RECREATION SERVICES; fees should be charged for those services that exceed the basic scope of services provided by the City. The basic fee should provide all program administrative costs (including salaries plus fringe benefits) as well as the cost of the services and supplies associated with the provision of these specialized programs.

PH2
5 of 113
MEETING DATE: May 13, 2025 PAGE 6
SUBJECT: FEES AND POLICIES & PROCEDURES FOR RECREATION & COMMUNITY SERVICES E. SPECIAL CONSIDERATIONS; a system of reduced fees should be implemented for those groups or individuals needing special considerations.

F. NO
N-RESIDENT; additional fees should be charged to non-residents as a means to eliminate City subsidies to non-city residents.

FISCAL IMPACT: Because staff recommend the proposed fee changes be effective after June 30, 2025, this will not affect the Fiscal Year 2024/25 budget. However, the draft budgets for Fiscal Years 2025/26 and 2026/27 were developed based on these proposed fee changes.

MAXI3dUS is a nationwide consulting firm specializing in cost accounting and revenue enhancement studies for state and local government. The Western Region Office is headquartered in Sacramento, California, with other offices in Oakland, Irvine, and Portland, Oregon. Our Western Region has provided services to all 58 California counties and over 200 California cities.

PROJECT SCOPE & OBJECTIVES
MAXIMUS was engaged by the city of Vista to conduct a detailed study of user fee service costs and revenues. The objectives were to: ( 1) calculate the full cost ( both direct and indirect) of providing city services, and ( 2) compare cost with revenues currently received for these services.

Fee recommendations made by city staff with input by MAXIMUS provides overall guidance to the city for potential cost recovery.

This report presents our analysis and recommendations for the City of Vista's user fees. Detailed discussions cover: Planning, Building, Engineering, Fire, and Community Services.

SUMMARY OF FINDINGS
The first task in this study was to separate fee- for-service activities from other services within the departments surveyed. Not all activities within a department are recoverable from user fees, e. g. police patrol or fire suppression operations. These activities and their corresponding costs are identified and excluded from the coslYrevenue comparisons. Further, this report does not address other revenue sources such as franchise fees, business license taxes, fines, or transient occupancy taxes. The distribution of total departmentalcosts is displayed in Exhibit ! ( page 3).

In co- operationwith city staff, MAXIMUS developed cost and revenue estimates based on fiscal 00/ 01 information for over 250 fee and non- fee services. The city is expending $8, 160,740 on fee related services while recovering $5, 481,672 revenue, resulting in a subsidy of $ 2, 679,067or 33%. Exhibit II (page 4) presents the source of funds for user fee services.

The study's primary objective is to provide the city's decision- makers with the basic data needed for setting fees. Pricing levels for city services is an issue the city must address based on social, economic, and other policy considerations, and the flow chart on page 8 is designed to assist in this matter.

The study indicated that there is the potential to reduce the current user fee subsidy by nearly1. 5 million. Stated differently, this is the new monies that would be available - assuming retention of current unit volume - for general fund purposes.

In considering fee increases, the reviewer should recall the basic definition of a user fee: a service which an individual or group receives for his/ her personal, economic, or physical benefit, as opposed to a benefit serving the community as a whole.

In reviewing the report and its conclusions, the following points should be noted:

1. Summary numbers are on the full cost basis and include all program, divisional, departmental, and city- wide overhead costs.

2. For analytical purposes, current revenue is the product of the current fee multiplied by unit volume ( except where specified). Since the study's unit volume was established to represent management's best estimate for the " normal" annual volume, it may be at variance with actual or budgeted revenues
Where unit volume was known ( the majority of the cases) those volume units were used in the calculation. Where volume was unknown, or would generate a misleading conclusion, we summarized the program costs in total, and gave the entire fee area a value of" l." Several of the departments, especially in the development services area, support each other, i. e. engineering supports planning, fire supports planning and engineering, etc. We have captured these costs in the respective departments, labeled them " non- fee," and transferred the cost to primary department.

POLICY CONSIDERATIONS
User fee services are those performed by a governmental agency on behalf of a private citizen or group. The assumption underlying most fee recommendations is that costs of services benefiting individuals, and not society as a whole, should be borne by the individual receiving the benefit.

Setting user fees, therefore, is equivalent to establishing prices for services. Making a profit is not an objective for local government in providing services to the general public. It is commonly felt that fees should be established at a level that will recover the cost of providing each services, no more, and no less.

In some circumstances, however, a reasonable policy is setting fees at a level that does not reflect the full cost of providing services. This results in the costs of that service being subsidized, or paid for by the general fund while the user receives benefits for which he or she does not fully pay for. The following factors underlie such policies:
05/13/2025
PH2
71 of 113
Elasticity of Demand. The price charged for a service can affect the quantity demanded by potential users. In many instances, increasing the price of a service results in fewer units of the service being purchased (i. e., the demand for the service is elastic). For some services, raising the price to the user may not decrease the mount of service purchased because of the importance of the service to individual users ( i. e. the demand is inelastic). Whether total revenue goes up, goes down or stays the same can be correlated to the magnitude of the fee change and resulting shift in volume demanded.

Economic Incentives. In some cases it may be desirable to use fees as a means of encouraging or discouraging certain activities. As an example, higher fees for increased water usage may promote better water conservation. Frequently, governmental agencies face constitutional or statutory limitations on setting user fees at levels higher than actual cost.

Competitive Restraints. Although local government may have a monopoly on providing certain services within its boundaries, this may not be tree for all services. Citizens or businesses may choose private sector services with lower fees. Demand for recreation fees is also highly dependenton what else may be available at lower prices.

Subsidy Policy. Subsidies are usually provided for two other purposes, in addition to those arising from economic considerations:

To allow an identified group to participate in services which they might not otherwise be able to afford. For example, providing water bacteria testing for all residential wells promotes public health among fixed income senior residents. If they had to pay full costs for well testing they might not obtain this service.

To support with general tax dollars services whose benefits extend to the community at large, as well as the individual purchasing the service. Many activities, by their nature, provide societal benefits in addition to those received by the direct recipient The decision matrix on the following page helps to illustrate the analysis used when determining user benefits and fees versus appropriate taxpayer subsidies. The four rows identify different activities which have varying levels of individual and public benefits. Row one lists the characteristics of an activity that is appropriately funded by taxpayers. Row four lists the characteristics of a user fee for which the individual benefiting from the service should pay. The two middle rows show varying levels of cost and benefit between the two extremes. The matrix does not provide absolute answers - there may be many activities that fall in a " gray" area somewhere between rows one and four. Rather, it is intended to be used as a tool in identifying relevant economic and public policy issues when considering increases in user fees. 7 05/13/2025

METHODOLOGY
The cost methodology followed by MAXIMUS is rigorous and complete. In the first step, centrally budgeted costs such as city administration, finance depart_ment, personnel, etc., are allocated to the users of the services provided. These users include the departmentsin which fee- for- service activities are carried out as well as all other departments in the city.

Next, MAXIMUS along with city personnel develop time estimates within departments where fee- based services are provided. Based upon these estimates, a model is then analyzed for each fee area. This includes development of direct labor costs, benefits, services and supplies, and the appropriate allocation of citywide and departmental overhead.

The results identify fully supported costs for providing user fee related services. Costs are then comparedwith revenues, and fee adjustments, if appropriate, are recommended.

It should be noted that revenue and expense assumptions used in this report are based on the 00/ 01 fiscal year. " Current Revenue" where listed reflects the product of the current fee and the estimated annual frequency.

REPORT ORGANIZATION
Following are report sections Ii through VII presenting analysis and discussion on specific departments. Included are discussions of relevant economic and policy considerations related to each department.

The sections also contain a sununary showing per-unit current fees and total costs, total program costs, revenues and subsidy data for each departmental activity. Fee- for-service programs are identified, and additional revenues are calculated. In some cases, revenue increases will take the form ora rate of recovery for a total activity, rather than a specific fee. 05/13/2025

PLANNING
The Planning Department is dedicated to maintaining the city's unique environment and character while helping to balance them with economic oppommities. Staff is committed to providing services that are responsive, innovative, and helpful to the community and applicants.

The department's duties include both current and long-rangeland-use planning.

The total cost of the department is $1, 281,095 of which $ 769, 969 is fee related. Non- fee related services include long-range planning and special projects. Total revenue amounts to $ 128, 742 resulting in a 17% recovery rate.

ECONOMIC & POLICY CONSIDERATIONS
Elasticity - Demand for planning fees tends to be relatively inelastic, and thus can be raised with the anticipation that revenues will increase. Typically, a person or group wishing to gain consideration for property development, which is primarily for their personal benefit, submits a planning application.

Subsidy - Cities often subsidize services they believe have community-wide benefit. For most planning services, however, the benefit clearly lies with the developer.

ANALYSIS, FINDINGS, and RECOMMENDATIONS
The 17% cost recovery rate is very low in our experience with other communities. Most of our clients move towards a composite 80% recovery rate of fee for service activities, with full cost recovery typically enacted for profit making services ( tracts), and lower recovery levels for current residents improving their particular environment. Appeals are almost always heavily subsidized.

With a few exceptions, the city's planning fees are currently set below actual cost, with a total current subsidy of $641, 227, City staff has recommended fee increases totaling $352,421.

The summary charts that follow display each fee activity analyzed within this department. The first page of the summary chart shows information on a per- unit-of- service basis. The second page of the summary chart displays total annual program cost and revenue information, which is based on per-unit cost multiplied by annual volume.

BUILDING & SAFETY
The Building Division is responsible for plan checking all building plans and inspecting all phases of construction to ensure the life, safety and health of residents, employees and others inthe City as well as to ensure compliance with all building, electrical, plumbing, disabled access, energy and other applicable codes.

The city of Vista uses the method adopted by most municipalities in setting building permit and plan check fees, basing fees on the rates included in the Uniform Building Code and on construction valuation tables published periodically by the building officials' national organization. The Building Division is currently using 1997 construction valuation tables.

The total cost of the division is $1. 370 million per year versus revenue of $1. 237 million, or a deficit of 6%. Building and safety revenue neutrality is usually difficult to achieve, given the factthat: ( 1) the traditional fee schedules used by most all jurisdictions make a direct linkage between costs and revenues difficult to assess, and ( 2) fees may be collected in one year but the services may be provided in subsequentyears. We suggest the city consider a 10% increase.

ECONOMIC AND POLICY CONSIDERATIONS
Elasticity - Building and Safety fees tend to be extremely inelastic. Permit and plan check fees are relativelystandardized throughoutthe state.

Subsidy - Cities do not consciously subsidize building regulation activities. Most cities try to recover as much of the service costs as is feasible.

ANALYSIS & RECOMMENDATIONS
Costs within a building division remain relatively constant from year to year while revenue fluctuates according to construction cycles. Consequently, it is not unusual for a buildingdepartment to experience a revenue surplus situation one year and a revenue deficit situation the next. For this reason we recommend cities exercise caution when addressingcurrent cost/ revenue imbalances.

ENGINEERING
The Engineering division administers, designs, and manages capital improvement and construction projects. Functional responsibilities include: design, inspection, and administration of public improvements including streets, storm drains, water, sewers, and parks systems; maintaining city maps and records of utilities and construction in the public right- of-way; issuing permits and inspecting work within the public right- of-way and on public property; providing engineering services to other city departments; assessingthe impact of development on the city's infrastructure and planning for future public works needs.

Total costs of the division, including direct and indirect ( departmental administration and citywide overhead) costs, amount to $ 2, 160,122. Approximately 45% of these costs, or 971, 813, are considered user fee in nature and therefore potentially recoverable. The remaining costs include capital improvement projects, traffic engineering, and support costs to other departments (planning, building).

ECONOMIC & POLICY CONSIDERATIONS
Elasticity - Services provided by an engineering program are generally inelastic. The costs of the service will have to be paid if the project is to be completed and is economically viable to the developer/ contractor.

Subsidy - Engineeringservices are usually intended to be self- supporting. Frequently, indirect costs are not included in the rate structure, but this is generally due to a lack of knowledge of the costs, and not a conscious decision to subsidize the service. Fees should be sufficient to cover costs without a subsidy where the services are site specific or developer specific.

ANALYSIS & FINDINGS
The total cost of providing services to private developers is $971, 813. Offsetting revenues from user fees amount to $531,629, creating an annual subsidy of $440, 184.

MAXIMUS experience is that most clients raise engineering fees to 100% cost recovery. City staff recommends full cost recovery.

The two fee areas displaying the greatest potential for increased revenue - assuming 100% cost recovery, are right of way permits ( from $ 630 to $ 946) and improvement plan check ($ 520 to 5, 531) per application.

The summary charts that follow display all relevant financial data for each fee activity within the Engineering division. The first chart displays per-unit service costs, current fees, and recommendations. The second chart summarizes total program information. 18 05/13/2025

CODE COMPLIANCE
This division includes general building and zoning code compliance, false alarm, and parkingenforcement activities.

The fees for service analyzed in this section were false alarm fees and ice cream truck inspections. The current false alarm fee is $35 ( blended, step rate) versus a full cost of $51. Most all of our clients have similar cost structures for this area, and we typically recommend full cost recovery. This action would increase city revenue by $45, 000. The tree goal of this fee area, however, is to drive down the number of false alarms through an economic disincentive.

The ice cream track current fee of $100 is in excess of cost by $32 and we recommend loweringthe fee to $68 per inspection. 23 05/13/2025

FIRE PREVENTION
The fire prevention bureau handles new structure plan checking and inspection services, issues permits for potentially fire hazardous facilities, and conducts routine frre inspections of non permit- requiringfacilities. The bureau chargesfor various services and generates approximately26, 000 in revenue ( pro forma). Total cost of the fire prevention operation are $ 211, 373.

The bureau wishes to significantly revamp its fee schedule, and initiate several new fees. All of the new fee areas are similar to what many other jurisdictions charge for similar services. A significant change would be the initiation of fees for fire life- safetyplan review in support of the planning and public works departments.

The department is recommending full cost recovery for its fee for service activities, and we support that concept. Adoption of the new schedule would generate nearly $200, 000 in revenues. 26 05/13/2025

FIRE PARAMEDIC
The city operates a full transport paramedic service for which it receives revenue. User fee costs of $ 1. 9 million are offset by revenues of $1. 8 million, resulting in a subsidy of $100~ 000.

Virtually all of the revenue in derived from ALS transport services. The current fee is $440 and the full cost is $430. City staff would like to increase the current fee to $ 520 for residents and to 675 for non residents.

It should be noted that our analysis only records the full cost of the direct time spent on the emergency response, and does not include: ( 1) stand-by time or ( 2) recapture of costs for individuals without coverage or limited third party payments. In a business environment, both the cost attributes would have to be recovered through fees to those receiving the service, and we support this argument for higher fees. If the city were to increase fees to the staff recommended levels, there would be a net revenue increase to offset the current subsidy. 37 05/13/2025

The Vista Community Services Department is responsible for providing the city with recreational facilities, programs, services and activities designed to meet recreational, cultural, social and human service needs of the community.

Community services programs include: adult sports, youth sports, senior progran~s, recreation classes and facility rentals. Most of these programs include services for which fees are charged.

ECONOMIC AND POLICY CONSIDERATIONS
Elasticity - Demand for most recreation programs is elastic, i. e., there is a definite relationship between price, utilization, and quantity. For recreation activities, people generally pay for services with disposable income, up to a point where the cost impinges upon living necessities.

If costs are perceived to be prohibitive - and notwithstanding the fact that the fee reflects only some of the total cost - the activity will be done without and another, less expensive activity, substituted.

Subsidy - Recreation programs run the gamut from low or no subsidy, to heavy subsidization.

Subsidies tend to be concentrated in broad categories, i. e., senior citizen programs are generally heavily subsidized, while adult programs and sports leagues generally receive little subsidy.

ANALYSIS & FINDINGS
The city recovers 39% of total community services costs, and 60% of user fee oriented activities.

These recovery levels are relatively high in our experience. Of the user fee component, recreation activities recover 67%, Rancho Buena Vista recovers 29%, community Services recovers 64%, Senior Nutrition recovers 57%, and Cultural Arts recovers 46%.

The tables that follow display all relevant financial data for each program within the Community Services Department.

FEES AND CHARGE POLICIES FOR PARKS

SERVICES DEPARTMENT

AND COMMUNITY
STATEMENT OF PHILOSOPHY:

The underlying principle of a public park and recreation fiscal program must be to efficiently offer the most diversified recreational services possible, ensuring that all citizens have equal opportunity and choice of participation. However, since the demand for programs is greater than the City's ability to appropriate public funds to support the demand, it is necessary to charge fees.

The fees and charges must supplement other resources available to the City, not replace them or be used to diminish the City's responsibility to provide open space and leisure opportunities.

Therefore, fees and charges must be viewed as methods to expand the ability of the City to provide basic services.

GUIDELINES FOR PROGRAM SERVICES:

Guidelines for program services must address, first - Basic Services, and second - Special Considerations.

Basic Park and Recreation Services should be providedat no char.qe.

These fundamental services are those which tend to preserve and promote physicaland mental well being, provide patron safety, and provide services to everyone. These fundamental services add to the overall quality of life in the City.

Fees for Basic Park and Recreation services can be charged, if necessary, due to one or more of the following reasons:

A. The program or service overhead costs are unusuallyhighand a fee is necessary to help offset some of the costs in order to allow full provision of the program or service.

Example: The City provides, at no cost, ball fields for daytime usage; however, to provide for night usage, a fee is chargedto cover electrical costs.

A fee can allow for expansion of an activity so that everyone can padicipate at the least possible cost. Example: The City provides free July 4th activities; a fee is chargedfor a special dinner on the patio for those willing to pay, which provides funding that allows the overall program to be expanded.

The services are limited to a relatively few individuals or a special interest group of a private character. Those who benefit to the exclusion of others should pay for the privilegesenjoyed. Example: A communityorganizationpays a use fee to have exclusive usage of a facility for their membershipmeeting.

When public property is used for private economic gain, fees should be charged comparable to commercial rates. Example: A business rents the Avo to conduct a sales seminar and must pay a commercial usage rate.

E. Admission to specialevents where fees are used to expand the activity or cover the cost of the event. Example: A ticket to a Moonlightproduction.

SpecialConsiderations
This recognizes that the City's policies for fees and charges may have some inequities for certain individuals and groups. And, therefore, some flexibility in policies is necessary.

These include, but are not limited to the following.

A. A system of reduced rates should be available to residents who, by virtue of a PERMANENT DISABILITY, are financiallyrestricted in wage-earningpower.

A system of reduced rates should be available to resident SENIOR CITIZENS who, by virtue of being over the age of sixty-two (62), are financially restricted in wage- earningpower.

C. A system of reduced rates should be available to residents who, by virtue of their LOWER INCOME LEVEL, are financially unable to pay full fees.

A system of reduced rates should be available to YOUTHS, to encourage participation in constructive community activities and to encourage their parents to support their padicipation.

It is not equitable for residents to subsidize the usage of City facilities and programs for NON- RESIDENTS. Thus, fees should be chargedas a way to eliminate the subsidy.

GUIDELINES FOR ESTABLISHING FEES:

1. Parks and Facilities
As a basic resource for City services, parks and recreation facilities, including communitycenters, are constructed with public funds and are so basic to the recreational needs of the community that the assurance of services must be underwritten by the government. Such facilities may be capable of generating sufficient revenues to offset their operational costs, but a General Fund appropriation should be used to assure their continuation as a basic service to the general public.

Certain special facilities should be sustained byappropriatedfunds because of their cultural or historical value to the community and because they may need to be maintained at a high standard. Fees and charges should be used to offset general Cityexpendituresto the greatest possible extent.

2. Recreation Services
A. NO FEE RECREATION SERVICES; no fees should be charged for " Basic Recreation Services" that are fundamental to the community.

PARTIAL FEES FOR BASIC RECREATION SERVICES; partial fees should be charged for fundamental services that have unusually high overhead costs or that the overall program will benefit from a fee. Partial fees shall be established by eliminatingor reducingthe program administrative costs.

SELF- SUSTAININGRECREATION SERVICES; fees should be charged for those services that exceed the basic scope of services provided by the City. The basic fee should provideall program administrative costs ( including salaries plus fringe benefits) as well as the cost of the services and supplies associated with the provisionof these specializedprograms.

D. SPECIAL CONSIDERATIONS; a system of reduced fees should be implemented for those groups or individuals needing special considerations.

D. NON- RESIDENT; additional fees should be chargedto non- residentsas a means to eliminate City subsidies to non city residents.
