UBJECT: SPEED HUMPS ON CALLE SINALOA
RECOMMENDATION: Discuss the installation of speed humps on Calle Sinaloa between Beverly Drive and Foothill Drive and provide direction to staff.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On June 13, 2023, adopted City Council Resolution No. 2023-96, amending City Council Policy 600-07, Criteria and Procedures for Installation of Speed Humps (Vote: 4-1, Franklin Opposed).
A
comprehensive list of prior City Council actions is included as Exhibit 1.
P
RIOR TRAFFIC COMMISSION ACTION: On April 2, 2025, recommended against the installation of speed humps on Calle Sinaloa between Beverly Drive and Foothill Drive (Vote: 3-1-1, Larimer Opposed, Frazier Abstained, Mangold and Matheus Absent).
STATEMENT ON THE SUBJECT: The City received a request to evaluate the stretch of Calle Sinaloa between Beverly Drive and Foothill Drive for speed humps as a traffic calming measure. Staff conducted an evaluation of the road section using the criteria outlined in City Council Policy 600-07, Criteria and Procedures for Installation of Speed Humps. Please see Exhibit 2 for the speed hump evaluation. Staff determined that this section of Calle Sinaloa meets the criteria for the installation of speed humps.
As required in City Council Policy 600-07, the residents of this street segment submitted a petition for the installation of speed humps. Exhibits 3 and 4 are the petition and petition verification map, which show that a majority of nearby residents are in support of speed humps on this segment.
Staff collected data that showed the prevailing speeds near 1949 Calle Sinaloa to be around 30 miles per hour. The speed study is attached as Exhibit 5.
When the item was presented to the Traffic Commission, a resident spoke in opposition to the proposed speed humps, citing low traffic volumes and speeds, no accident history and mostly local traffic using the street. Following oral comments on the item, the Traffic Commission voted against the proposed speed humps with no further discussion.
