SUBJECT: SPEED HUMPS ON CIELITA LINDA DRIVE AND ON BONITA DRIVE
RECOMMENDATION: Approve the installation of speed humps on Cielita Linda Drive between Olive Avenue & Stratton Drive; and on Bonita Drive between Olive Avenue & Cielita Linda Drive.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On June 13, 2023, adopted City Council Resolution No. 2023-96, amending City Council Policy 600-07, Criteria and Procedures for Installation of Speed Humps (Vote: 4-1, Franklin Opposed).

PRIOR TRAFFIC COMMISSION ACTION: On April 2, 2025, approved the installation of speed humps on Cielita Linda Drive between Olive Avenue & Stratton Drive; and on Bonita Drive between Olive Avenue & Cielita Linda Drive. (Vote: 4-0-1, Vielma Abstained, Mangold and Matheus Absent).
STATEMENT ON THE SUBJECT: The City received a request to evaluate the stretch of Cielita Linda Drive between Olive Avenue & Stratton Drive for speed humps as a traffic calming measure. Since Bonita Drive between Olive Avenue & Cielita Linda Drive parallels the requested segment of Cielita Linda Drive, speed humps on Cielita Linda Drive could result in diversion of traffic. Therefore, staff also evaluated Bonita Drive for speed humps. Staff conducted an evaluation of the two road segments using the criteria outlined in City Council Policy 600-07, Criteria and Procedures for Installation of Speed Humps. Please see Exhibit 2 and Exhibit 3 for the speed hump evaluation. Staff determined that both Cielita Linda Drive and Bonita Drive meet the criteria for the installation of speed humps.
As required in City Council Policy 600-07, the residents of this street segment submitted a petition for the installation of the speed humps. Exhibits 4 and 5 are the petition and petition verification map, which show that a majority of nearby residents are in support of the speed humps.
Staff collected data that showed the prevailing speeds near 1198 Cielita Linda Drive to be around 29 miles per hour. The speed study is attached as Exhibit 6. Staff collected data that showed the prevailing speeds near 745 Bonita Drive to be around 30 miles per hour. The speed study is attached as Exhibit 7.

FISCAL IMPACT: The estimated cost to install three speed humps is $22,500 (the cost per speed hump varies by street width). Funding to install the speed humps is available in the Fiscal Year 2024/25 Capital Improvement Budget for Capital Improvement Project (CIP) No. 8361 Neighborhood Traffic Calming.
