RECOMMENDATION: Confirm the Mayor’s youth appointments to various commissions.
CORRELATION TO CITY COUNCIL GOALS: Routine operational item not corresponding to a specific City Council goal.
PRIOR ACTION: On June 11, 2024, confirmed the Mayor’s youth appointments to various commissions. (Vote: 5-0).
STATEMENT ON THE SUBJECT:
Youth Commission. In 2006, the Youth Commission was established by City Ordinance No. 2006-1. Its purpose is to promote participation of youth-oriented community service activities and gain insight from the youth community on matters pertinent to young people in the City of Vista.
The Commission’s eleven members are appointed by the Mayor with confirmation by the City Council. The term of office is two years. There are nine vacancies being filled; five have a term ending June 30, 2026 and four have a term ending June 30, 2027.
Appointment of Youth to Various Commissions. The Mayor, with confirmation by the City Council, appoints two non-voting youth representatives to serve one-year terms on the Community Safety Commission, Parks & Recreation Commission, Planning Commission, and Public Arts Commission.
Public Notification of Vacancies. Applications were solicited through the City of Vista’s website, Facebook and Twitter accounts, and through public and private schools.
A total of 37 youth applications were received to fill 17 vacancies. Applicants were interviewed by Mayor Franklin on May 14, and 17, 2025. The Mayor’s recommended appointments are included as Exhibit 1.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation.
