CO
RRELATION TO CITY COUNCIL GOALS: Fiscal Responsibility.

PRIOR ACTION: On March 11, 2025 Received and filed the Fiscal Year 2024/25 Second Quarter Financial Report. Adopted City Council Resolution No. 2025- 32, amending the Operating Budget for Fiscal Years 2023/24 and 2024/25, and amending the Capital Project Budget for Fiscal Years 2024/25 and 2025/26.

Adopted Buena Sanitation District Resolution No. 2025-01, amending the Operating Budget for Fiscal Years 2023/24 and 2024/25, and amending the Capital Project Budget for Fiscal Years 2024/25 and 2025/26 (Vote 5-0).

See Exhibit 13 for a comprehensive list of prior actions.

STATEMENT ON THE SUBJECT: General Fund operating revenues and expenditures are within budgetary expectations as of March 31, 2025. Exhibit 3 provides budgetary and actual revenue information on General Fund revenues. As of March 31, 2025, the City has received 74.1 percent of the General Fund Total Resources (revenues plus other financing sources) projected for the fiscal year.

E
xhibit 5 provides comparative information for General Fund expenditures. As of March 31, 2025, the City had expended 52.9 percent of the total amount appropriated in the General Fund for the fiscal year.

Expenditures are generally incurred as needs arise and therefore are not spent equally throughout the year. Being under the 75 percent level at this point in time does not mean that the total appropriations will not be spent by year-end; however, departments continually strive to end the year under budget while still providing all expected services.

3. General Fund Revenue Summary, Nine Months Ending March 31, 2025. This summary reflects General Fund revenues that were received during the first nine months. Included with this exhibit is a di
scussion of some of the more noteworthy items.

4. Revenue Graphs. Presents a graphic presentation of "Budget Target" vs. "Actual Revenues" for the t
wo largest General Fund revenue sources. The "Budget Target" presented on each graph is derived by
a trend analysis of the revenues received by the City in the prior three years. Comparing the "Actual Received" to the "Budget Target" reviews the reasonableness of the revenue estimate for this year.

5. General Fund Expenditure Summary, Nine Months Ending March 31, 2025. Presents expenditures by operating budget unit for the General Fund. At this point, total expenditures conform to the budgetary plan with no material areas of concern. It should be noted that the amounts shown in the “Expended A
s Of” column report expenditures only and do not include encumbrances. Some expenditures may tend to be slightly understated because of bills paid in April for goods and services received on or before March 31, 2025. This schedule shows expenditures paid as of March 31, 2025.

6. Reconciliation of Original Revenue Estimates and Appropriations to Amounts at March 31, 2025.

P
resents a reconciliation between originally adopted budget amounts for both estimated revenues and appr
opriations to current budget amounts.

7. Enterprise Funds Combined Balance Sheet, March 31, 2025. Presents the balance sheet for the City’s enterprise activities. The balance sheet is a “snapshot” of the assets, liabilities, and fund equity (assets minus liabilities) at a given moment in time. Generally, fund equity represents the total of revenues and contributions over expenses since the inception of the enterprise operation.

8. Enterprise Funds Combined Income Statement, Nine Months Ending March 31, 2025. Presents the i
ncome statement for the City’s enterprise activities. Whereas the balance sheet is a “snapshot” at a gi
ven point in time, the income statement can be thought of as a “movie” showing activity (revenue and ex
penses) over a given period. Generally, the changes in the balance sheet between two given dat
es flow through the income statement. Because most sewer service charges are collected on the t
ax roll, no material cash amounts are received until December. When looking at the income statement for the enterprise activities, it should be kept in mind that depreciation is a non-cash expense. Depreciation recognizes the “cost” of using a fixed asset over its useful life. Most depr
eciation charges are not booked until the end of the fiscal year.

THIRD QUARTER FINANCIAL REPORT

FINANCIAL AND ECONOMIC HIGHLIGHTS
The t
hird quarter report serves to provide a comprehensive financial and economic assessment of the City's fiscal performance throughout the first nine months of operation for FY 2024/25.

Local
Property Tax. In FY 2024/25, the City's combined assessed valuation, including secured and unsecured property, reached $16,865,643,080, marking a 5.3 percent increase compared to the previous year’s combined asset valuation of $16,022,372,987. Budget projections for property tax revenues in FY 2024/25 were set at $36,324,431.

B
uilding Activity. Vista's landscape doesn't accommodate large housing tracts, but there are expectations for smaller in-fill projects to take shape in the coming years. In the first three quarters of the fiscal year, spanning from July 1, 2024, to March 31, 2025, the valuation of residential building permits in Vista reached $14,095,026, an increase compared to the $11,532,294 recorded during the same period in FY 2023/24.

For
new non-residential buildings, permits issued as of the third quarter ending March 31, 2025, amounted to $11,418,202, signifying an increase compared to the $1,502,197 reported for the third quarter ending March 31, 2024. This increase was primarily driven by a rise in permits issued for industrial buildings, with a total of $10,619,994 in permits issued as of March 31, 2025, compared to $101,000 during the same period in 2024.

The t
otal valuation of all building and related permits as of the third quarter ending March 31, 2025, was $29,519,030, reflecting an increase from $20,720,189 during the same period in 2024. This increase is due to the increase in permits for industrial buildings which offset a decline in permit revenue from additions and alterations which decreased $3,625,171 from 2024 to 2025.

To of
fer additional context, a chart illustrating the valuation of building permits issued in each of the last 20 quarters is provided below.

G
eneral Fund revenues from fees and permits—including those for building, engineering, and planning—totaled $3,369,910 in the third quarter, ended March 31, 2025, down from $3,421,578 in the same period of 2024. This decline is primarily due to decreases in building and engineering fees, which fell by 2.36 and 1.0 percent, respectively. It's important to note that timing discrepancies in assessing valuations and collecting fees can introduce variations when comparing revenue activity to valuation activity.

Local
Employment. The City of Vista has continued to maintain a stable employment environment over the past twelve months. According to preliminary data for March 2024, the $-

San Diego County unemployment rate is 4.2 percent, a decrease from March 2024 when the unemployment rate was 4.4 percent.

S
imilarly, the City of Vista's labor force in March 2025 was recorded at 52,213, with 50,068 individuals employed, resulting in an unemployment rate of 4.1 percent. Like the county, this is a decrease from the same time last year when the unemployment rate was 4.2 percent.

C
onsumer Price Index. In the greater San Diego area, the Consumer Price Index (CPI) rose by 3.1% over the calendar year 2024, a notable decline from the 5.1% increase recorded in 2023. In the latter half of 2023, the annual growth rate stood at 4.8%, reflecting ongoing economic shifts. By the second half of 2024, CPI continued its downward trend, with an annual increase of 2.8%. Preliminary data indicates that CPI has increased to 3.8 as of March 2025.

H
ousing. In March 2025, the median prices for Single Family Detached (SFD) properties in Vista's zip codes experienced a decrease of 3.9 percent to $867,250, compared to $900,000 recorded in the same month of 2024. Throughout the third quarter of FY 2025, the number of SFD units sold totaled 110, reflecting a 4.6 percent decrease from the corresponding period in FY 2024. The chart below provides a detailed comparison of full-value houses sold versus median prices in the preceding 10 quarters.

O
ver the same period, the median prices for Single Family Attached (SFA) properties in Vista's zip codes increased 8.5 percent to $700,000, compared to the $651,000 recorded in the same month of 2024. Throughout the third quarter of FY 2025, there were 27 SFA units sold which reflects a 55.0 percent decrease from the corresponding period in FY 2024. The chart below provides a detailed comparison of full-value houses sold versus median prices in the preceding 10 quarters.

S
ales Tax. The City's retail sales tax revenue is closely tied to employment conditions and consumer confidence. For the third quarter of fiscal year 2025, local businesses generated an estimated $5,562,114 in sales tax revenue. This amount includes projected revenue for March, which had not yet been received as of May 1, 2025. In comparison, actual third quarter revenue for fiscal year 2024 totaled $5,472,385—reflecting an estimated year-over- year increase of 1.6 percent. The growth is primarily attributable to new sales tax revenue from AutoNation, which was not included in the prior year.

B
ecause this amount is equal to one percent of the taxable retail sales, the $5,562,114 represents approximately $556,211,424 in taxable sales for the period covered. The following chart shows the City sales tax collection each quarter for the past five years.

P
roposition “L” Sales Taxes. An annual allocation of $1,205,021 from the additional half- cent sales tax, established through Proposition "L" in November 2007, is earmarked to support fire services. Furthermore, for Fiscal Year 2024/25, $7,227,000 has been allocated to service the debt on certificates of participation issued to finance Community Projects. $587,000

Anticipated Proposition “L” revenues totaling $11,776,281 have been incorporated into the Fiscal Year 2024/25 operating budget. Of this amount, $8,432,021 is allocated to fund fire services and debt service costs, while $1,480,000 will be transferred to support City projects. The remaining projected surplus of $1,864,260 will be added to the existing Proposition “L” reserves accumulated in prior years. The table below reflects estimated revenues and expenditures for 2024/25, which will be updated with actual results in the fourth-quarter report. As of March 31, 2025, the Proposition “L” reserve is projected to total $21,179,239 by fiscal year-end.

D
epartmental Fees: The General Fund relies on fees to finance services tailored to residents' specific preferences rather than those of a general nature. As these services predominantly benefit the individuals utilizing them, fees serve as the preferred funding mechanism, distinct from a general tax. These services fall into three primary categories:
recreation, building and planning services, and fire and other essential services.

R
ecreational fees encompass charges related to sports programs, theater attendance, facility rentals, trips, day camps, and catering. Annually reviewed and approved by the City Council, these fees play a vital role in supporting the Recreation and Community Services Department programs. For FY 2024/25, estimated fees to bolster the City's recreation programs amounted to $5,022,690. By the end of the third quarter, a total of $4,530,044, equivalent to 90.2 percent of the revenue estimate, had been collected.

Fees
related to building, engineering, and planning services include charges for building permits, electrical and other building improvement fees, grading, planning, engineering, and environmental services. These fees provide essential support for the Planning, Engineering, and Building activities and services. The total estimated fees budgeted for FY 2024/25 to sustain these programs were $3,567,500. By the end of the third quarter, collections had reached $3,369,910, or 94.5 percent of the total revenue estimate.

While the City does not levy charges for fire calls to residents, fees are assessed for services such as building inspections, ambulance services, weed and lot clearing, and various miscellaneous items. The City also receives reimbursements for fire services extended to other agencies during fire incidents. These reimbursements are not initially part of the budget projection, but appropriations are made as reimbursements are received from the State to cover out-of-area fire costs. The total estimated fees budgeted for FY 2024/25 to support these city services, primarily administered by the Fire Department, amounted to $10,931,081. Within this figure, $4,161,295 represents an estimated amount to be received from the Vista Fire Protection District (District) for fire and emergency medical services provided to the District. The agreement between the City and the District dictates that the District will pay the City a portion of its revenues as they are received. However, since most of the District's revenues come from property taxes, second payments are not expected until the second half of the fiscal year. By the end of the third quarter, $9,455,008, or 86.5 percent of the total revenue estimate for fire-related services had been collected.

I
nvestment Rates: During the third quarter of 2024/25, the U.S. economy contracted slightly, with real GDP declining at an annualized rate of 0.3% due to a surge in imports ahead of newly announced tariffs and a drop in government spending. Inflation continued to ease, with the Consumer Price Index (CPI) rising 2.4% year-over-year in March 2025, down from 2.9% in December. In response to mixed signals—slowing growth alongside moderating inflation—the Federal Reserve held the federal funds rate steady at 4.25% to

4.50%. This pause reflects a wait-and-see approach as the Fed monitors the impact of earlier rate cuts and evolving economic risks. Locally, these developments may influence borrowing costs and consumer activity in Vista, while trade uncertainty could affect some sectors of the regional economy.

The C
ity's yield on its investment portfolio tends to align with broader interest rate trends.

This alignment stems from the fact that funds, typically invested over five-year terms for optimal returns, become available for reinvestment at prevailing interest rates as existing investments mature. The City employs a strategic approach to portfolio management, prioritizing long-term value optimization. This strategy may involve emphasizing short-term positions when the yield curve aligns with this approach. Nevertheless, staff remain steadfast in maintaining the portfolio's duration to match its stated index benchmark while ensuring safety of the City’s financial assets, and ample liquidity to meet the City's cashflow requirements.

THIRD QUARTER FINANCIAL REPORT

DISCUSSION ON RECOMMENDED BUDGET ADJUSTMENTS

1. B
everage container Recycling Grant: CalRecycle administers the Beverage Container Recycling Grant Program to provide opportunities for local governments to receive funding for programs and purchases related to beverage container recycling. The City of Vista has used these monies to fund projects such as educational outreach presentation at our local schools, trash and clean-up activities, and purchasing/replacing trash and recycling containers throughout City parks and building facilities. The City of Vista has successfully participated in previous cycles and was granted another year of eligibility.

Staff recommends recognizing grant revenue of $25,138 into the CRB Grant rev enue
ac
count (5010027.425019.CRB25) and an appropriation be made for $25,138 in the CRB Grant expense account (5010470.531500.CRB25).

2. P
ublic Tree Master Plan Grant: The Governor’s Office of Land Use and Climate Innovation has awarded the City of Vista as a Round 1 Grantee for the Extreme Heat and Community Resilience Program (EHCRP) award of $250,000 for the Public Tr ee
M
aster Plan. The City of Vista may use this funding for planning and implementation pr
ojects to mitigate the impacts of extreme heat or the urban heat island effect. This Program is to build frameworks for change and invest in local, regional, and tribal projects that strengthen communities that are vulnerable to extreme heat. Staf f
r
ecommends recognizing grant revenue of $250,000 into the Public Tree Master Plan Grant revenue account (1160027.425100.LCI) and an appropriation be made for $250.000 in the Public Tree Master Plan Grant Special Department Expense account (1160525.521000.LCI).

3. P
est Management Alliance Grant: The City was awarded the Pest Management Alliance G
rant in the amount of $167,203 by the Department of Pesticide Regulation (DPR) to carry out the Sustainable Integrated Pest Management (IPM) Program. Staff recommends recognizing the grant revenue of $167,203 into the Department of Pesticide Regulations Grant revenue account (1160027.425100.DPR). Of the total grant amount, an appropriation of $141,203 to be allocated in the Professional/Consulti ng
S
ervices expense account (1160525.521000.DPR) to contract with environmental experts to review our current IPM practices and create a comprehensive model for non- glyphosate weed control alternatives. This initiative supports the City’s goal of adopting s
ustainable and effective weed management methods while reducing reliance on c
hemical herbicides. The remaining $26,000 is to be allocated to the salaries account (1160525.511000.DPR) to cover the City’s staff time for program administration.

4. G
eneral Plan Update Contract Amendment: Additional funds are required to cover outside counsel review to assist Community Development and the City Attorney’s Office for the General Plan Update. Legal review of the Program Environmental Impact Report (PEIR) is ramping up significantly and is expected to continue through the summer and into the fall. Staff recommends an appropriation of $250,000 be made into the General Plan Update expense account (0010320.521000). $95,000 is available in the General 05/27/2025

Plan Update reserve (0010000.310777) to fund this appropriation, the remaining funds of $155,000 are available in General Fund unreserved fund balance (0010000.310410).

5. A
dditional Desktop Computers: Over the last three years, the City has increased the amount of positions more than anticipated, significantly reducing the amount of spare des
ktop computer stations reserved, as well as bringing in a larger number of interns who also require computer access. Staff requests the purchase of 25 additional computers to replenish stock and have available for the following three years. To ac
commodate this request, staff recommends appropriating $35,000 in the Technology Purchases and Services expense account (6040135.531530). These computers are to be paid for from the Designated Capital Replacement Reserve account for Desktop C
omputer replacements (6040000.310742.DESK)

6. R
overX CCTV Outpost Unit: A CCTV Outpost Unit is a crucial part of the filming cycle of sewer infrastructure as it allows staff to reach difficult areas located on easements and r
esidential properties that are challenging to reach with the CCTV truck. It also provides coverage when the CCTV truck undergoes quarterly maintenance, which we are c
urrently unable to film during these periods. Staff requests $188,304 in funding for a new
RoverX CCTV Outpost Unit as the City’s current unit has broken down and is out of service. Attempts to repair the unit were unsuccessful as our vendor, HAAKER, no l
onger manufactures this model and its parts are obsolete. With this purchase the City will be able to meet our 5-, 10-, and 15-year filming cycles for the sewer system, continue our day-to-day filming without delays, and support other special projects. Staff recommends appropriating $116,748.48 to the Vista Sewer Maintenance Capital Replacement account (5010460.561000) and $71,555.52 from the Buena Sewer Maintenance Capital Replacement account (5040480.561000). These increases will be f
unded from available fund balance in Vista Sewer (5010000.310410) and Buena Sewer District (5040000.310410).

7. S
take Side Truck: As fire training initiatives continue to expand, particularly with the addi
tion of technical training sessions and live fire drills conducted at both local and r
egional sites, the need for enhanced logistical support has become evident. To ef
fectively transport training supplies, equipment, and building materials to these various locations, staff request the acquisition of a Ford F-550 XL Crew Cab Stake Bed truck, equipped with an automatic lift gate. This vehicle will provide the necessary capacity and functionality to support the growing demand of our training programs. The total estimated cost for the vehicle, including upfit, is $160,000 which staff recommends appropriating in the Fire Training Replacement Capital expense account (0010251.562000.00160). Funding is available in the following accounts: $56,513.07 from the Fire Admin Replacement Capital expense account (0010250.562000.00160), $32,486.93 from the Fire Suppression Replacement Capital expense account (0010260.562000.00160), and the remaining $71,000 is to be funded by the Fir e
E
quipment Replacement reserve (0010000.310522).

staff utilized an older reserve vehicle to meet transportation and operational needs.

Based on the necessity demonstrated for a reliable, dedicated vehicle to support ongoing functions, staff is requesting the purchase of a new Ford F- truck. This vehicle will be integrated into the Vista Fire Rescue Capital Replacement Program and will enhance the division’s ability to perform supervisory, logistical, and operational duties effectively. Staff recommends appropriating $125,000 into the Fire EMT Replacement expense account (0010281.562000.00160) from funds available in the Fire Equipment Replacement reserve (0010000.310522).

9. Fi
re Department Out-of-Area Fire Suppression Reimbursement: Fire Personnel are di
spatched to combat out-of-area fires as part of the State Mutal Aid System. When dispatched, overtime is required to pay for the firefighter’s time away from the City and to backfill positions. Reimbursement funding from state and federal agencies is to be
r
ecognized in the amount of $834,164.79 in the Forest Agency Fires Reimbursement revenue account (0010034.435110). Staff recommends the appropriation of $721,681.65 to fund various expense accounts which incurred costs in responding to fires in fiscal year 2024/25; a detailed schedule is found in the Budget Resolution Attachment A.

Additionally, staff requests the appropriation of the remaining $112,483.14 to be made t o
f
und fire suppression purchases that provide equipment and supplies necessary for mutual aid response, including the following items:
• V
ehicle and apparatus identification magnets in the amount of $7,000 to be appropriated in the Fire Suppression Tools/Equipment expense account (0010260.531200).
• Two (2) simulation computers including Sim Software programs and carryi ng
equi
pment to generate incident simulations for firefighter/paramedic testing and ex
ercised in the amount of $5,000 to be appropriated in the Fire Training Tec
hnology Purchases expense account (0010251.531530).
• One hundred eight (108) fire shelters for firefighters in the amount of $50,000 to be appropriated in the Fire Suppression Uniforms & Accessories expens e
ac
count (0010260.531540).
• Two (2) Arizona Vortex portable anchor devices for rescue operations and rope access work in the amount of $20,000 to be appropriated in the Fire Suppressi on
C
apital Replacement expense account (0010260.562000.00160). • Six (6) personal protections equipment wildland gear sets for deployed personnel in the amount of $30,483.14 to be appropriated in the Fire Suppression Uniforms & Accessories expense account (0010260.531540).

10. S
enior Nutrition Program: The Senior Nutrition Program receives funding through the C
ommunity Development Block Grant (CDBG) Public Services Program. The program submits quarterly invoices to the Housing and Homeless Services Division for eligible CDB
G-related nutrition operating expenses. These expenses are reimbursed through t
ransfers from the Housing and Homelessness Fund (Fund 103) to the Senior Nutrition C
DBG revenue account. Staff recommends recognizing additional revenue of $14,759 in the Senior Nutrition CDBG revenue account (1070090.482103.CDBG) and an appr
opriation in the Senior Nutrition Special Department Expense account (1070550.531500) to support program operations.

11. Paradigm Lighting System: The 2008 lighting system at the Moonlight Amphitheatre is well past its useful life and is operationally deficient. The nearly 20-year-old equipment currently runs off a floppy disk and has begun malfunctioning. Staff is requesting to replace this system with a new Paradigm Lighting System which will electronically control the entire lighting system in the Amphitheatre including but not limited to the house lights, stage lights and exterior lights. Staff recommends appropriating $60,000 in t
he Facility Fee Capital Replacement expense account (0010560.562000.FACFE). This item is to be funded from the Moonlight Facility Fee reserve account (0010000.310731).

12. Moonli
ght Cultural Foundation Donations: The Moonlight Cultural Foundation pays for some operational costs directly on behalf of the City. These costs include, but are not limited to, both physical and digital marketing, operating supplies, and as needed s
pecific actor stipends or additional travel expenses. To transparently show all ex
penditures and revenues associated with the Moonlight Theater, the following adj
ustments are to be recorded by equally increasing both the revenue and expenditure accounts in accordance with the Cultural Foundation’s donations:

eneral Banking Partner RFP: To ensure a thorough, impartial, and strategically sound s
election process for the City's general banking partner, City staff recommend engaging a s
pecialized consulting firm to assist with the development and administration of the Request for Proposal (RFP). This approach reflects the need for expert guidance in nav
igating the complex regulatory, financial, and operational considerations associated with banking services. Utilizing a consultant for this effort will help ensure that the RFP 05/27/2025

process results in a banking partnership that maximizes value, security, and efficiency for the City. The investment in professional support is anticipated to yield long-term savings, technology innovation, and operational improvements, thereby justifying the request. Staff recommends making an appropriation of $100,000 into the Finance Professional Services expense account (0010130.521000) to fund the service from available General Fund unappropriated fund balance (0010000.310410).

14. C
reation of a new “Grant Fund” (Fund 116): To enhance transparency in the accounting of grant funds received by the City, staff recommends transferring all grant-related r
evenues and expenditures from the General Fund to a newly established Grant Fund 116. To
implement this change, see detailed schedule in the Budget Resolution A
ttachment A.

RECOMMENDED PERSONNEL CHANGES
May 27, 2025
M
aintaining and keeping current the City’s classification and compensation system is essential to City business. It is important to ensure that classification salary ranges are in alignment with the scope of responsibility and complexity of work performed. A progressive classification system promotes efficiency and responsiveness to meet the needs and demands of an organization, by creating new classifications and redefining position responsibilities for existing classifications. Furthermore, it is important to maintain a modern compensation system in order to afford the City the ability to attract, retain and reward employees. Thus, within the boundaries of financial feasibility, the City’s compensation system is designed to be externally competitive and internally equitable.

The
update to the City-wide Classification and Compensation Index includes the following changes:

R
ecreation & Community Services
Reclassify one Account Clerk to Senior Account Clerk.

In February 2025, the Account Clerk position was vacated. Following this, the department, in coordination with Human Resources, conducted a comprehensive analysis of administrative and operational needs. The findings highlighted a critical need for more advanced clerical and accounting support to meet the evolving demands of the department. Currently, three administrative positions are responsible for supporting multiple divisions. However, the complexity and volume of tasks have increased, requiring higher-level administrative capabilities. To improve operational efficiency and provide more robust support, it is recommended that the vacant position be reclassified to an advanced journey-level role with expanded duties and responsibilities.

The r
eclassification will enable the department to:
• Assign tasks that require a deeper understanding of clerical accounting practices, including processing financial transactions, reconciling accounts, and assisting wit h
budget
tracking.
• Utilize an incumbent who, while receiving initial instructions, is capable of exercising di
scretion and independent judgment in selecting work methods and completing as
signments.
• Streamline administrative workflows, reduce redundancy, and improve turnaround time on k
ey financial and administrative functions.
• Provide more consistent support across divisions without the need for constant oversight, allowing supervisory staff to focus on higher-level operational planning.

Thi
s upgraded role will provide the flexibility necessary to adapt to the department’s growing and changing needs while maintaining service quality and compliance with financial procedures. Ultimately, the change is a proactive and cost-effective response to increasing administrative demands and aligns with the department’s long-term goals.

Fi
scal Impact: Staff anticipate a minimal increase to the FY 2024-25 General Fund Operating Budget. Sufficient appropriations are available to absorb the cost within the existing budget.
