CORRELATION TO CITY COUNCIL GOALS: Routine operational item not directly corresponding to a specific City Council goal.

PRIOR ACTION: On April 22, 2025, approved proposed updates to Citywide Facilities Maintenance Program (Vote: 5-0).

On March 12, 2024, the Citywide Facilities Master Program was introduced to City Council. City Council discussed and stated support for the Facilities Master Program list and provided direction for staff (Vote: No Vote).

STATEMENT ON THE SUBJECT: Many City of Vista facilities are experiencing operational and physical deterioration including park restrooms, buildings, fire stations, skate parks, and other properties. These City-owned facilities, ranging from a few years old to over 25 years old, are monitored and maintained by several staff, including the City’s Public Works Department, the Community Improvement Team, and Park Rangers. Facilities that are open to the general public have been experiencing greater use and progressive decline. To ensure that City facilities are maintained to an acceptable level of service, staff developed a Citywide Facilities Master Program that identifies needs and funding for all City-owned facilities.

The estimated cost for repairs and upgrades identified under the program for next Fiscal Year (FY) is $1,975,000. For reference a complete breakdown of approved projects and associated costs by Fiscal Year is included as Exhibit 2.

FISCAL IMPACT: Approval of this item will appropriate $1,975,000 to the FY 2024/25 Operating Budget; staff will carry forward these funds into FY 2025/26. Funding in the amount of $735,000 is available in Prop L Reserve (0010000.310744) and an additional $1,240,000 is available in Redevelopment Reserve account (0010000.310758).
