4. RECOMMENDATIONS:
Posted Speed Limit 15 MPH
Explanation
Based on the measured critical speed alone, the speed limit would be posted at 25 MPH.
However, based on conditions not readily apparent to the driver including lack of sidewalks and pedestrian/bicyclist safety, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 20 MPH. Further analysis conducted in accordance with CVC §22358.7 determined that this roadway segment satisfies the Bicyclist/Pedestrian Generator criterion and is eligible for an additional 5 MPH speed limit reduction. Therefore, in accordance with Section 2B.13 of the California Manual on Uniform Traffic Control Devices (CA MUTCD), we find that posting a 15 MPH speed limit is appropriate and justified.
Authority This survey was prepared in accordance with the requirements of §627 of the California Vehicle Code using methods prescribed in Section 2B.13 of the CA MUTCD.

Apparent
School located between West Drive and Date Street. Restricted sight distance (900’) south of Olive Avenue. Lack of sidewalks in unimproved areas. Calculated collision rate of 1.43 is higher than statewide average of 1.02 for this type of roadway.
4. RECOMMENDATIONS:
Posted Speed Limit 30 MPH
Explanation
Based on the measured critical speeds alone, the speed limit would be posted at 40 MPH.
However, based on conditions not readily apparent to the driver including restricted sight distance, pedestrian/bicyclist safety, residential density, and above average collision rates, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 35 MPH. Further analysis conducted in accordance with CVC §22358.7 determined that this roadway segment satisfies the Safety Corridor and Bicyclist/Pedestrian Generator criteria and is eligible for an additional 5 MPH speed limit reduction. Therefore, in accordance with Section 2B.13 of the California Manual on Uniform Traffic Control Devices (CA MUTCD), we find that posting a 30 MPH speed limit is appropriate and justified.
Authority This survey was prepared in accordance with the requirements of §627 of the California Vehicle Code using methods prescribed in Section 2B.13 of the CA MUTCD.

3. HIGHWAY, TRAFFIC AND ROADSIDE CONDITIONS:
Existing Speed Limit 25 MPH
Approvals Traffic Commission: 12.04.24; City Council: 06.24.25; Ordinance No.: 2025-XX Land Use/Zoning Residential
Existing Traffic
Controls Traffic signal at N. Santa Fe Avenue. All other cross streets must stop at W. Los Angeles Drive.
Horizontal Alignment Several low-radius horizontal curves (150-foot minimum west of N. Santa Fe Avenue) Vertical Alignment Relatively flat
Width/Cross Section One lane in each direction; width varies from 26 feet to 64 feet curb-to-curb ADT Volume 8,135 vehicles per day
Roadway Classification 2-Lane Collector
Pedestrians/Bicycles/
Trucks Heavy pedestrian traffic; intermittent sidewalks; on school route Other features Limited sight distance at some intersections Conditions Not Readily
Apparent
The calculated collision rate of 2.46 is higher than the statewide average of 1.02 for this type of roadway. In accordance with CVC §627, this segment has 28 houses/business structures within 0.41 miles (i.e., 17 houses/business structures per quarter mile), which exceeds the minimum ratio required to satisfy the residential density condition (16 houses/business structures per quarter mile).
4. RECOMMENDATIONS:
Posted Speed Limit 20 MPH
Explanation
Based on the measured critical speed alone, the speed limit would be posted at 30 MPH.
However, based on conditions not readily apparent to the driver including above average collision rates, residential density, limited sight distance, and pedestrian/bicyclist safety, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 25 MPH. Further analysis conducted in accordance with CVC §22358.7 determined that this roadway segment satisfies the Bicyclist/Pedestrian Generator criterion and is eligible for an additional 5 MPH speed limit reduction. Therefore, in accordance with Section 2B.13 of the California Manual on Uniform Traffic Control Devices (CA MUTCD), we find that posting a 20 MPH speed limit is appropriate and justified.
Authority This survey was prepared in accordance with the requirements of §627 of the California Vehicle Code using methods prescribed in Section 2B.13 of the CA MUTCD.

4. RECOMMENDATIONS:
Posted Speed Limit 35 MPH
Explanation
Based on the measured critical speeds alone, the speed limit would be posted at 45 MPH. However, based on conditions not readily apparent to the driver including pedestrian/bicyclist safety and commercial driveway characteristics, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 40 MPH.
Further analysis conducted in accordance with CVC §22358.7 determined that this roadway segment satisfies the Safety Corridor and Bicyclist/Pedestrian Generator criteria and is eligible for an additional 5 MPH speed limit reduction. Therefore, in accordance with Section 2B.13 of the California Manual on Uniform Traffic Control Devices (CA MUTCD), we find that posting a 35 MPH speed limit is appropriate and justified.
Authority This survey was prepared in accordance with the requirements of §627 of the California Vehicle Code using methods prescribed in Section 2B.13 of the CA MUTCD.

Based on the measured critical speed alone, the speed limit would be posted at 35 MPH.
However, based on conditions not readily apparent to the driver including residential density , limited sight distance, and pedestrian/bicyclist safety, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 30 MPH. Further analysis conducted in accordance with CVC §22358.7 determined that this roadway segment satisfies the Bicyclist/Pedestrian Generator criterion and is eligible for an additional 5 MPH speed limit reduction. Therefore, in accordance with Section 2B.13 of the California Manual on Uniform Traffic Control Devices (CA MUTCD), we find that posting a 25 MPH speed limit is appropriate and justified.

4. RECOMMENDATIONS:
Posted Speed Limit 40 MPH (25 MPH school zone also posted) Explanation
Based on the measured critical speed alone, the speed limit would be posted at 50 MPH.
However, based on conditions not readily apparent to the driver including lack of sidewalks and bike lanes, pedestrian/bicyclist safety, and presence of high-volume traffic generators, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 45 MPH. Further analysis conducted in accordance with CVC §22358.7 determined that this roadway segment satisfies the Bicyclist/Pedestrian Generator criterion and is eligible for an additional 5 MPH speed limit reduction. Therefore, in accordance with Section 2B.13 of the California Manual on Uniform Traffic Control Devices (CA MUTCD), we find that posting a 40 MPH speed limit is appropriate and justified.
Authority This survey was prepared in accordance with the requirements of §627 of the California Vehicle Code using methods prescribed in Section 2B.13 of the CA MUTCD.

4. RECOMMENDATIONS:
Posted Speed Limit 40 MPH
Explanation
Based on the measured critical speeds alone, the speed limit would be posted at 50 MPH. However, based on conditions not readily apparent to the driver including above average collision rates, lack of sidewalks, and pedestrian/bicyclist safety, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 4 5 MPH. Further analysis conducted in accordance with CVC §22358.7 determined that this roadway segment satisfies the Safety Corridor and Bicyclist/Pedestrian Generator crite ria and is eligible for an additional 5 MPH speed limit reduction.

Posted Speed Limit 30 MPH
Explanation
Based on the measured critical speeds alone, the speed limit would be posted at 35 MPH. However, based on conditions not readily apparent to the driver including above average collision rates and pedestrian/bicyclist safety, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 30 MPH.

4. RECOMMENDATIONS:
Posted Speed Limit 40 MPH
Explanation
Based on the measured critical speeds alone for the segments from Breeze Hill Road/Matagual Drive to Shadowridge Drive, the speed limit would be posted at 50 MPH. However, based on conditions not readily apparent to the driver including pedestrian/bicyclist safety and commercial driveway characteristics, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 45 MPH. Further analysis conducted in accordance with CVC §22358.7 determined that this roadway segment satisfies the Safety Corridor and Bicyclist/Pedestrian Generator criteria and is eligible for an additional 5 MPH speed limit reduction.

Conditions Not Readily
Apparent Limited sight distance at some intersections; no bike lanes; no sidewalks except at school
4. RECOMMENDATIONS:
Posted Speed Limit 30 MPH; School Zone east of Valley Drive posted at 25 MPH when children are present Explanation
Based on the measured critical speed alone, the speed limit would be posted at 40 MPH.
However, based on conditions not readily apparent to the driver including limited sight distance, lack of sidewalks and bike lanes, and pedestrian/bicyclist safety, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 3 5 MPH.
Further analysis conducted in accordance with CVC §22358.7 determined that this roadway segment satisfies the Bicyclist/Pedestrian Generator criterion and is eligible for an additional 5 MPH speed limit reduction. Therefore, in accordance with Section 2B.13 of the California Manual on Uniform Traffic Control Devices (CA MUTCD), we find that posting a 3 0 MPH speed limit is appropriate and justified.
Authority This survey was prepared in accordance with the requirements of §627 of the California Vehicle Code using methods prescribed in Section 2B.13 of the CA MUTCD.

Apparent
Calculated collision rate of 1.23 is higher than statewide average of 0.95 for this type of roadway.
Limited sight distance at several intersections. Lack of bike lanes south of Thibodo Road/Plumosa Avenue.
4. RECOMMENDATIONS:
Posted Speed Limit 35 MPH
Explanation
Based on the measured critical speeds alone, the speed limit would be posted at 45 MPH.
However, based on conditions not readily apparent to the driver including above average collision rates, limited sight distance, lack of bike lanes, and pedestrian/bicyclist safety, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 40 MPH.

4. RECOMMENDATIONS:
Posted Speed Limit 35 MPH
Explanation
Based on the measured critical speeds alone, the speed limit would be posted at 40 MPH.
However, based on conditions not readily apparent to the driver including above average collision rates and commercial driveway characteristics, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 35 MPH.

4. RECOMMENDATIONS:
Posted Speed Limit 35 MPH
Explanation
Based on the measured critical speeds alone, the speed limit would be posted at 45 MPH.
However, based on conditions not readily apparent to the driver including above average collision rates, lack of sidewalks and bike lanes, and pedestrian/bicyclist safety, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 40 MPH.

Conditions Not Readily
Apparent
Pedestrian and bicyclist safety (lack of sidewalks and bike lanes); sharp horizontal curves; variable widths; limited sight distance at some locations
4. RECOMMENDATIONS:
Posted Speed Limit 30 MPH with advisory speed for curves Explanation
Based on the measured critical speeds alone, the speed limit would be posted at 40 MPH.
However, based on conditions not readily apparent to the driver including restricted sight distance, lack of sidewalks and bike lanes, and pedestrian/bicyclist safety, per §627 of the California Vehicle Code (CVC), the posted speed limit can be rounded down to 3 5 MPH.

Dear Mayor and Council Members,
I'm happy to see speed limits being addressed, and find the analysis quite interesting - that's just the kind of nerd I am!
Glad to see South Melrose from Hacienda to Shadowridge
lowered.
However, I remain disappointed that the stretch of South Melrose south of Shadowridge remains ignored.
From Sycamore northward, there are residential streets meeting Melrose.
You've heard the issues with Dawson and planned a traffic light, and that's great.
But there are
other neighborhoods that have difficulty with egress due to traffic on Melrose.
The
Shadowridge Park Apartments, Countryside neighborhood, and Stratford Place neighborhoods have no other way to get out than Melrose.
A speed limit of 50 means people regularly
doing
55-60mph.
I must again point out that northbound traffic in the stretch from Green Oak to Shadowridge going 60mph is hazardous to kids walking and biking to Buena Vista Park, the ballfields, and RBV High School, and these drivers are additionally unlikely to suddenly drop to 40mph as they cross Shadowridge and enter the school zone.
As an area with teenagers, this is also a
place where kids are learning to drive.
The high speed traffic makes teaching new drivers and
sending newly licensed drivers to school riskier than
need be.
Please consider updating
South Melrose Drive from Green Oak to Shadowridge to 45mph, closer to the limit of the road from Shadowridge Drive northward.
Sincerely,
Maria Jolliff
