TATEMENT ON THE SUBJECT: The Publ ic Works Department recommends purchasing a new Envirosight Rovver X Pipeline Inspection System and Outpost Enclosure ( Outpost Unit ) to replace the current unit which is out of service. Attempts to repair the unit have been unsuccessful and staff have determined that the model is obsolete, and parts are no longer available.
The O
utpost Unit is a key component of the asset-management program. It is a remote sewer filming device that allows staff to view and record digital video, log observations, generate reports and link directly to asset- management software. The portable unit enables crews to access easements and other areas that cannot be reached with the Closed-Circuit Television (CCTV) Truck. The Outpost Unit will also provide coverage when the CCTV Truck is out of service or undergoing quarterly maintenance and will allow crews to maintain regularly scheduled filming cycles, continue our day -to-day operations without interruption, and support special projects. The Envirosight Outpost Unit will integrate with the existing standardized Envirosight equipment ensuring compatibility, seamless communication and interchangeability between systems.

The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. The City and the Buena Sanitation District (“District”) require one new Envirosight Rovver X Pipeline Inspection System and Outpost Enclosure (“Outpost Unit”) to replace the existing non-operational Outpost Unit.
B. Staff recommends forgoing the normal bidding procedure under Municipal Code Section 3.08.150(N) as the commodity or service can be obtained from only one unique vendor.
C. The cost of the Outpost Unit will be split between the City and the District in the follow proportion 62% and 38%, respectively.
2. Action.
A. City Council approves the cost sharing purchase of the Envirosight Rovver X Pipeline Inspection System and Outpost Enclosure from Haaker Equipment Company.
