UBJECT: REMOUNT AND REFURBISHMENT OF ONE ALS AMBULANCE WITH LIFE LINE EMERGENCY VEHICLES, INC.

RE
COMMENDATION: Adopt City Council Resolution No. 2025- , approving an agreement with Life Line Emergency Vehicles, Inc., to remount and refurbish one ALS ambulance.

CO
RRELATION TO CITY COUNCIL GOALS: Fiscal Responsibility and Public Safety.

P
RIOR ACTION: On June 10, 2025, adopted City Council Resolution No. 2025- 102, approving the Fiscal Years 2025/26 and 2026/27 operating budget (Vote: 5-0).

O
n September 24, 2019, adopted City Council Resolution No. 2019-125, approving an agreement with Life Line Emergency Vehicles, Inc. to remount and refurbish two ambulances (Vote: 5-0).

S
TATEMENT ON THE SUBJECT: The Fire Department is recommending the remount and refurbishment of one Advanced Life Support ( ALS) ambulance in lieu of replacement. One Life Line ambulance was purchased in 2012 and is currently in reserve. Unit F -60 has 221,034 miles logged. Once the unit is remounted, it will be placed in reserve service while unit F -65, purchased in 2014, is sent for remount and refurbishment. Reserve vehicles are maintained in the event of a primary vehicle failure or when an emergency situation occurs that requires reserve vehicles to be placed into service.

R
emounting involves replacing the chassis with a brand new chassis while keeping the original patient compartment. The patient compartment will be refurbished, including refinished cabinets and new doors, lighting, sirens, cushions, HVAC system, flooring, and wiring. Remounting the ambulance results in a savings of 23 percent, or approximately $100,000, compared to the purchase of one new replacement ambulance. Life Line ambulances were chosen for the original purchase due, in part, to their quality, durability, and the ability to re- chassis them in the future with manufacturer's parts, quality, and warranty.

Importantly, although Life Line includes an original manufacturer's lifetime warranty, that warranty would be voided if another vendor was used to perform the re-chassis. Although staff did identify one other company that could re-chassis the vehicles, they could not offer the same lifetime warranty.

S
taff recommend approval of the agreement to remount and refurbish one ALS ambulance by Life Line without entering into a formal bidding process. Although there was another possible vendor, Vista Municipal Code Section 3.08.150.R. provides that contract supplies, services, equipment, and public projects may be approved without complying with a formal bidding process when the City Council, by a four-fifths vote, finds AGENDA

that the City's interests will be served by waiving the requirements of this chapter for an individual contract.

The remounted ambulance is part of a comprehensive vehicle replacement plan which allows the Fire Department to maintain a fleet of front-line and reserve ambulances. The remount and refurbishment of this reserve unit will allow the Fire Department to maintain our recommended level of units and reserves to provide continuous service to the community in the event of a failure or routine maintenance.

F
ISCAL IMPACT: The remount and refurbish price for the ambulance is $273,059 including applicable fees, taxes, licenses, and delivery. Additionally, $51,941 in contingency funds will be set aside to address any potential change orders and for the purchase of equipment to outfit the refurbished ambulance, including communications equipment for a total cost of $325,000 (Exhibit 2).
