P
RIOR TRAFFIC COMMISSION ACTION: On August 6, 2025, recommended establishing an all- way stop at the intersection of S. Emerald Drive and Emerald Drive (Vote: 6-0, Pedroza Absent).
S
TATEMENT ON THE SUBJECT: The City received a request to evaluate the intersection of S. Emerald Drive and Emerald Hollow Drive for a traffic signal or a roundabout to facilitate traffic exiting Emerald Hollow Drive. The request cited visibility and speeding as factors contributing to difficulty pulling out of this side street. Given the substantial cost of a traffic signal or a roundabout and the low traffic volumes exiting Emerald Hollow Drive, staff instead evaluated the intersection for an all-way stop.
S
taff conducted an evaluation (Exhibit 2) of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of S. Emerald Drive and Emerald Hollow Drive met the quantitative criteria for an all-way stop.
I
n April 2025, staff collected data that showed the prevailing speeds near S. Emerald Drive between Hacienda Drive and Emerald Hollow Drive to be around 40 miles per hour. The speed study is attached as Exhibit 3. There have been six reported accidents on S. Emerald Drive between Hacienda Drive and Sky Haven Lane in the past five years.
The
re was also a request for the installation of sidewalks and bike lanes on S. Emerald Drive between Hacienda Drive and Sky Haven Lane. Staff is currently exploring the feasibility of a temporary asphalt sidewalk on the west side. Staff also assessed the possibility for bike lanes. However, the existing street width is not adequate to accommodate bike lanes.
