RECOMMENDATION:
1.Adopt City Council Resolution No. 2025- , revising the calendar of regular meeting dates for 2025 to change the October 2, 2025 meeting start time to 6:00 pm and the November regular meeting to Wednesday, November 12, 2025.
2.Approve the Standing Committee on Homelessness’ recommendation to cancel the remaining stand- alone meetings in 2025.

PRIOR ACTION: On December 10, 2024, adopted City Council Resolution No. 2024-192, setting regular meeting dates for 2025 (Vote: 5-0).
On December 12, 2023, introduced and adopted City Council Ordinance No. 2023-14, amending Chapter
2.12 of the Vista Municipal Code regarding City Council Workshop dates and times; and adopted City Council Resolution No. 2023-203, setting regular meeting dates for 2024 (Vote: 5-0).

PRIOR STANIDNG COMMITTEE ON HOMELESSNESS ACTION: On August 28, 2025, approved staff’s recommendation to cancel the remaining stand-alone meetings in 2025 (Vote: Consensus).
STATEMENT ON THE SUBJECT: The Mayor and members of the City Council wish to attend the Vista Chamber of Commerce’s Meet the Leaders event on October 2, 2025. To accommodate their attendance for a portion of the event, staff recommends moving the start time of the October 2 Workshop Meeting from 5:30 pm to 6:00 pm.
The City Council’s adopted meeting dates for 2025 included a workshop meeting and one regular meeting in November. Due to the Veteran’s Day holiday, the regular meeting was scheduled for November 13. The City Council now wishes to change the date to Wednesday, November 12, to accommodate attendance at other events.
At the August 28, 2025 Standing Committee on Homelessness, staff recommended that the remaining stand-alone meetings of 2025 be cancelled. The September 25 meeting would have been just one week AGENDA

prior to the October City Council Workshop at which the full City Council will receive an update on the Strategic Plan to Address Homelessness. An October Standing Committee Meeting was not planned due to that workshop occurring and the November and December meeting dates fall on holidays and would be difficult to reschedule. The Standing Committee approved this recommendation and noted that the Homelessness Commission will be activated in the Fall and a new meeting schedule will be set for 2026.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation.

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, REVISING THE CALENDAR OF REGULAR MEETING DATES FOR 2025 TO CHANGE THE OCTOBER 2, 2025 MEETING START TIME TO 6:00 PM AND THE NOVEMBER REGULAR MEETING TO
WEDNESDAY, NOVEMBER 12, 2025.
The City Council the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Pursuant to Section 2.12.030.A of the Vista Municipal Code, the City Council shall identify regular meeting dates for the City by resolution.
B. The City Council wishes to revise the adopted calendar of regular meeting dates for 2025 to change the start time of the October 2, 2025 meeting and the November Regular Meeting to Wednesday, November 12, 2025.
2. Action.
A. The start time of the October 2, 2025 regular meeting shall be changed to 6:00 pm.
B. The November regular meeting date shall be changed to November 12, 2025.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on September 9, 2025, by the following vote:
