S
TATEMENT ON THE SUBJECT:
The City Council has recently discussed updating the speed hump policy to enhance the petition requirement and to prioritize approved speed hump projects. In accordance with City Council direction, staff updated the Speed Hump Policy as detailed below. Exhibit 3 is the redline updated version of the Policy.
1. Raise the neighborhood approval threshold for speed humps to 60%: staff updated all applicable sections of the Policy to reflect a 60% threshold requirement for resident petitions.
2. E
stablish a rolling application/approval period for petitions: staff recommends keeping the window for receiving requests for speed humps from the public open all year. However, for locations that meet the screening criteria followed by the residents submitting a petition with the required 60% thresholds, staff recommends taking these locations to the Traffic Commission and City Council for approval biannually in two groups. The locations would be presented to the Traffic Commission in May and November and t o t
he City Council in June and December. Staff added language to the Policy to reflect this change.
3. C
reate a prioritization process: For locations that go through the entire process and are approved by the City Council, staff recommends a quantitative prioritization system to be used in the installation of speed humps as funding allows. The table below details the recommended prioritization system. If two locations AGENDA
