RIOR ACTION: April 9, 2024 adopted City Council Resolution No. 2024-44, approving the submittal of an application for the Governor’s Office of Planning and Research Integrated Climate and Resiliency Program (Vote: 5-0).

O
n May 27, 2025 , adopted City Council No. 2025- 78, amending the Operating Budget for fiscal years 2023/24 and 2024/25 (Vote: 5-0).

S
TATEMENT ON THE SUBJECT: The Governor’s Office of Planning and Research, through its Integrated Climate and Resiliency Program (ICARP), awarded the City of Vista $250,000 to launch the Extreme Heat and Community Resilience Program Project. This is a cost-reimbursement program, requiring the City to cover costs upfront and submit for reimbursement on a quarterly basis.

Thi
s project will help Vista address extreme heat by:
• Mapping the City’s tree canopy and creating a Public Tree Master Plan. • Analyzing heat levels in each census tract to identify the most heat-vulnerable areas. • Surveying public trees to record their type and health and comparing this data with heat vulnerability zones.

The f
inal project report will identify public lands suitable for new tree planting, highlight areas with unhealthy trees that may need irrigation or improved initiatives, and showcase neighborhoods where the tree canopy is already strong and effective. Insights from this report will guide the development of a citywide tree plan for Vista and inform future planning and capital projects.

W
est Coast Arborists (WCA) currently serves as the City of Vista’s contracted provider for tree maintenance services. With established familiarity of the City’s tree inventory and site-specific conditions, their specialized expertise supports timely, efficient, and cost-effective project execution. Staff recommend engaging WCA for the full scope of the grant project services.
