PRIOR ACTION: On June 24, 2025, adopted City Ordinance No. 2025-06, establishing speed limits on various streets (Vote: 4-1, Franklin Opposed).
On March 11, 2025, approved staff's recommendation for updating speed limits for City Council District 2 and District 4 and directed staff to bring the item back for review in 5 years to discuss analysis of safety impacts (Vote: 4-1, Franklin Opposed).

STATEMENT ON THE SUBJECT: State law governs the establishment of speed limits on public streets through provisions in the California Vehicle Code (CVC) and standards detailed in the California Manual on Uniform Traffic Control Devices (CAMUTCD). In October 2021, Assembly Bill (AB) 43, titled "Traffic Safety", was approved into law by Governor Newsom which modifies provisions of the CVC and provides local authorities with greater flexibility in setting and reducing speed limits. This information was presented to the City Council on January 23, 2024, at which time staff was directed to work with a professional consultant to evaluate the City’s speed limits and come back with recommendations for reductions in accordance with the new State regulations.
On June 24, 2025, City Council approved City Ordinance No. 2025-06 establishing speed limits on various streets (included as Exhibit 2). The estimated cost associated with the ordinance to replace existing speed limit signs and pavement legends is $130,000. Staff recommend amending the Capital Projects Budget by allocating $130,000 from the Streets Projects Reserve to fund this project.
